If you read the article, the women are using this fatwa for all together different reasons.
Yep. They are using this fatwa to demand female drivers. Implicitly they are accepting that the fatwa is correct and therefore if they have to driven by male drivers, they will resort to breast-feeding to sanctify the bond according to islamic traditions as interpretted by the imams.
Now, it seems government is also accepting of the fatwa. This means both the government and people are accepting the fatwa. What they differ on is, how to use the fatwa. Women want female drivers, if this wish is granted then they may wish for female employers, female cops, female lawyers....so on. Where will it end. They may wish for another parallel state machinery of female gender. Is it possible? Is it desirable from the government's perspective? So, what will government do?

Country flag
I look at it as the women making a mockery of the fatwa passed by using it to suit their means. So there you go, again rules made and interpreted as per convenience.
