Russian President Putin and Saudi King Salman: Sputnik Photo

The Saudi Arabia Ministry of Defense signed contracts with the Russian government to procure the S-400 air defense system, the Kornet-EM system, the TOS-1A, the AGS-30 and the Kalashnikov AK-103.

As part of the agreement signed in Moscow today, Russia will transfer technology and localize the manufacturing and sustainment of these armament systems in the Kingdom, a press statement from the Saudi Arabian Military Industries (SAMI) said.

Consequent to the agreement, SAMI signed a Memorandum of Understanding (MoU) and a General Terms and Conditions Contract with ROSOBORONEXPORT, Russia’s state company for exporting military products.

The MOU focuses on localizing the manufacturing and sustainment of advance armament systems in Saudi Arabia. The MOU includes the transfer of technology for the local production of the Kornet-EM anti-tank guided missile (ATGM) system, the TOS-1A advanced multiple rocket launcher and AGS-30 automatic grenade launchers with grenades.

In addition, the parties will cooperate in setting a plan to localize the manufacturing and sustainment of parts of the S-400 air defense system.

The General Terms Contract covers the local production of the Kalashnikov AK-103 and its ammunition which will contribute to raising the local content and enhancing self-sufficiency in line with the Saudi government's Vision 2030.

The agreements also include educational and training programs for Saudi nationals to ensure the sustainability and development of the military industries sector in Saudi Arabia. These agreements are expected to have tangible economic contributions and create hundreds of direct jobs.

It will also transfer cutting edge technologies that will act as a catalyst for localizing 50% of the Kingdom’s military spending as targeted by Vision 2030.

What are the odds that USA could get it's hands on S-400 and find ways to deal with them.

Yes I agree that KSA might not get what Russia gets, but I feel that something is better than nothing.

There is no doubt that Low oil prices, Syrian war and sanctions have screwed Russian economy. But the question is how bad is Russian economy?

Russians would be wary of selling to Saudi,IMO if they go through with these deals , they are just handing over their top tech to the Americans on a silver platter.

Saudi will bend to USA and let them have a field day with the S-400s allowing them to develop SEAD tactics to be employed against its users

India better get its XRSAM and BMD pahse-II out soon. Russia is also selling these export variants to turkey. Both are unreliable countries but can compromise Indian S-400's capabilities.

@Sakal Gharelu Ustad

KSA is buying friends and storing them for the winter to come. At a time when the world has decided to go oil-less in one or two decades, KSA is looking towards a very very uncertain future.

The supposed 2030 makeover of the economy is yet to take off in a meaningful way and Iran is riding high with its success in Syria and Iraq.

World will be a lot different than what Saudis was expecting it to be only a decade back.

Seems Russia is desperately trying to engage old enemies to regain the international influence it lost after the Crimea annexation.

Giving away your best tech to Islamic countries will hurt it in the long run, no different than has happened to America and Europe

What I see here is that big arm seller nations know that the arms market is going to slow down drastically as nations like India and China mass produce these weapons in coming years and causing lowering of prices .
Russia needs cash desperately due to its falling economy and thus, does not choose who to sell high tech weapons as long as that country is willing to pay the price in hard cash.

More Nuclear nations will also decrease demand for these very expensive weapons as many nuclear nations will be content with the fact that it is very unlikely that anyone will attack a Nuke equipped country.
Feeding the nations with more and more weapons will create more conflicts and more demand for weapons thus profiting Russia and USA. Both countries interests converge in this area.

The best thing for India is to develop a solid, strong Nuclear force and keep trying to accelerate development of its own high tech weapons.

A major war between nations can drastically reduce demand for weapons as masses will protest against Wars and Wars will become obsolete in view of extreme destruction and bloodshed . These are some reasons for urgency to sell weapons before demand falls off.

Nothing much, its just the Russians being suicidal here:-

I mean they want to sell technology and localise production? To the Saudis? Were we offered such a sweet deal?

We better see these events as a wake up call and start expanding our indigenous defence products portfolio (especially in the aircraft and submarine sectors), or we could end up arm-twisted into an alliance, or worse, without any alliance and willing high-tech supplier. This peaceful feeling our import lobbyists and Military enjoy today with Russia, USA, Israel and France all willing to sell advanced tech and products to India may not last very long.

Simultaneously, we need to develop ties with stable friends like Japan. With Japan, we also need to pull them out of that post-world war pacifist mentality. We can do great things together in joint defence production (damn I sounded like Trump just now).

The air force better start betting on Indian designs for An-32 replacement. If such an aircraft has to be made here, it needs to start now. This (Project 75I) better be the last time the Navy buys a foreign submarine. The Army better start placing emphasis on replacing its entire Armour with Indian Armour like Arjun and Karan MBT and its family of vehicles. We need a do or die commitment from the Armed Forces, and for a while, they might have to make do with substandard equipment for a while before indigenous products sort out kinks in defence production, the steep learning curve and its related issues. And its not just defence, we need to establish a larger manufacturing and R&D base here in India and make a coherent push towards R&D in critical technologies for the future.

If we don't make a concerted effort towards becoming more independent on the global stage now, we'll have no choice but to fall in the USA camp, with the USA dictating terms to us (like this recent F-16 and Predator B push, not to forget the CISMOA and more such shackles).

BTW, who is the brains behind these new crazy moves Russia has been making? Is it Putin? If so, what is going to happen once Putin steps down from the power position in Russia?

the Saudis are sitting on coffers of money and rotten money at that and Ivan is trying to steal uncle Sam's chadi buddy so you get the drift we on the other hand had the local KGB office dictate us terms

local production !!!
wow!! with imported workers from India, china and phil.Arabs dont trust pakis anyway..so pakis will be kicked out.

if arabs had a functional brain, arabs would have already topped the nations with cutting edge technology with the support of all the money.instead what we see is educated arabs plotting plans to fly planes into huge buildings and living hiding in caves.
:D

well!! its funny to read the VISION 2030 ..Well!! in just 13 years arabs are gonna be top class in cutting edge technology...Thats taking optimism too far.

It will take a generation for these sand people to come out of ego, cultural barriers and sheer laziness, ignorance and may human traits that hinder personal growth.
And
another generation to grow a functional brain which could use math and logic discarding wahabi emotions
And
another generation to master the skill to learn how to turn a screw.

Putin saw the opportunity, and the money. He is gonna get it all into Russia and choke the sand people.
Spectacular, a decent Muslim Scholar says Islamics are lazy idiots on memri.tv

This is pressure tactics on US to sell them advanced weaponry and telling US Saudis have options if US goes soft on Iran. Russia is playing along as it has nothing to lose.
