Russia's new generation S-500 missile defense system to enter service

Russia's new generation S-500 air defense system will resolve the country's missile defense problems when it enters service, Air Force Commander Colonel General Alexander Zelin said on Tuesday.

"The S-500 air defense system is a system that will solve Russia's missile defense problems," Zelin said.

Answering a question about the S-500's technical specifications, Zelin said: "I would not compare the S-500 with the U.S. missile defense since they have different technical characteristics".

The S-500 is expected to have an extended range of up to 600 km (over 370 miles) and simultaneously engage up to 10 targets. The system will be capable of destroying hypersonic and ballistic targets.

He also added that two S-400 long-range missile defense systems would be delivered to the Far East by the end of 2010.

"We are planning to put two S-400s on combat duty at the Vostok strategic command," Zelin said.

I dont think surface to air missile comes under MCTR.
MCTR Guidelines:Greatest restraint is applied to what are known as Category I items. These items include complete rocket systems (including ballistic missiles, space launch vehicles and sounding rockets) and unmanned air vehicle systems (including cruise missiles systems, target and reconnaissance drones) with capabilities exceeding a 300km/500kg range/payload threshold; production facilities for such systems; and major sub-systems including rocket stages, re-entry vehicles, rocket engines, guidance systems and warhead mechanisms.

The remainder of the annex is regarded as Category II, which includes complete rocket systems (including ballistic missiles systems, space launch vehicles and sounding rockets) and unmanned air vehicles (including cruise missile systems, target drones, and reconnaissance drones) not covered in item I, capable of a maximum range equal to or greater than, 300km. Also included are a wide range of equipment, material, and technologies, most of which have uses other than for missiles capable of delivering WMD. While still agreeing to exercise restraint, partners have greater flexibility in the treatment of Category II transfer applications.

There is no mention of SAM. Saudi Arabia buying s-400 system which has a range of 400km.

The advanced S-400 Triumf (SA-21 Growler) allegedly has no equivalent in the West and is said to have outflanked the US MIM-104 Patriot. The system is designed to intercept and destroy airborne targets at distances of up to 400 kilometers (250 miles), twice the range of the Patriot. Defence experts believe that the system may be able to encounter cruise missiles and ballistic missiles as well as most stealth aircraft. The Interfax source said that Saudi Arabia is interested in "several dozen" S-400 systems, each including at least eight launchers with 32 missiles and a mobile command post. Besides Saudi Arabia, Turkey, Egypt and Iran have shown strong interest in the Russian air defence system.

S-500's 2020 Outlook

The Russian military says it needs new S-500 long range air defense systems in the framework of a new procurement program lasting through 2020 to be approved by the government by the end of this year. The Defense Ministry will purchase S-500 systems until 2020, Air Force Commander Gen.-Col. Alexander Zelin said on Thursday, July 13. S-500 is being developed by Moscow-based Almaz-Antey company and is considered to be the next generation compared to current S-400 Triumf air defense missile systems.

S-500 will focus mainly on anti-ballistic defense. Although earlier the military said it will be a completely new system, the first deputy defense minister on armaments Vladimir Popovkin explained in July in his interview to Rossiyskaya Gazeta daily, that it will inherit 90% of S-400. The main difference will be its counter missile ability, capable to intercept battlefield, tactical and strategic missiles as well as missile's warheads flying at hypersonic speed, said Popovkin.

The new weapon will complement the growing procurement of S-400 missiles. "Until 2020 we will purchase very significant amounts of S-400. It's not to equip just five air defense regiments, but many more numbers", explained Zelin. Under the current procurement program through 2015 the military plan to get 23 Triumf battalions. The first S-400 battalion was deployed near Moscow in 2007, the second one in 2008. According to Popovkin, five more battalions will be purchased in 2010. Theу will protect Moscow, but one ore two battalions may be deployed at Russia's Far East.
