Is Russia unhappy with India's decision to pull out of the project to jointly develop a Fifth-Generation Fighter Aircraft (FGFA) and planning to sell one of its top jets - Sukhoi Su-35 - to Pakistan in retaliation? According to Russian news outlet Pravda, a defence thinktank has called for Moscow not to prioritise India's interest too much even though it still buys most of its defence equipment from Russia.

"We do not want to offend the Indians, but I believe that against the backdrop of India's hesitation about the project of the fifth generation fighter, Russia should promote the Su-35 fighter jet in Pakistan. Otherwise, Chinese, South Korean or even Turkish companies will take this market in about five years," Russian Center for Analysis of Strategies and Technologies Deputy Director Konstantin Makienko was quoted as saying by Pravda.

India and Russia had signed an inter-governmental agreement in 2007 to jointly develop and produce a fifth-generation stealth fighter for their air forces but in July 2018 Defence Minister Nirmala Sitharam announced that New Delhi has conveyed to Moscow that they can go ahead with the project and India may join it at a later stage following disputes over the cost and performance of the proposed fighter.

"India has removed all moral obligations from Russia with its behaviour, so Russia should get rid of self-restraint in its relations with Pakistan. In the past, we would often decline profitable contracts with Pakistan for the sake of India, but now we should follow our own interests of commercial profit," said Makienko. The Sukhoi Su-35 Flanker-E air-superiority fighter is the most advanced fourth generation jet in service with the Russian military.

Pakistan has had a close strategic and defence relationship with USA and China although in recent years it has tried to get closer to Russia too. While the relationship with USA has been rocky in the last few years, especially after the 9/11 terror attacks and the killing of al-Qaeda founder Osama bin Laden in the garrison town of Abbottabad, its ties with China have grown exponentially as both the countries have been laying claims over Indian territory.

However, Makienko views are yet to gain currency in Russia with Moscow-based Center for Strategic Trends Studies Director Ivan Konovalov pointing out that India has been a friend for several decades and any move to sell state-of-art weapons to Pakistan carry very high risk.

"Russia's cooperation with India began back during the times of the Soviet Union. Orders from India and China had saved our military-industrial complex, and India always pays attention to how cooperation between Russia and Pakistan develops, considering this cooperation hazardous to its interests at times," he told Pravda.

Konovalov added that Russia had sold multipurpose helicopters like Mi-8 and Mi-17 to Pakistan and there was nothing wrong if India, too, was trying to get defence equipment from other countries including the USA, France and Israel.

While admitting that India pulling out of the FGFA programme was a setback, it must be kept in mind that the two countries have collaborated successfully in developing several weapons in the past and continue to enjoy a healthy defence and strategic relationship. Konovalov also said that Russia will cooperate Pakistan only in the fields that do not affect India's interests.

ISLAMABAD: Pakistan and Russia have signed an agreement to allow Pakistani troops to receive training at Russian military training institutes, a move aimed at boosting their bilateral defence ties.

The agreement was signed yesterday at the conclusion of the first meeting of Russia-Pakistan Joint Military Consultative Committee (JMCC), according to Pakistan's defence ministry.

"Both countries signed the Contract on Admission of Service Members of Pakistan in RF's (Russian Federation) Training Institutes," the ministry said.

The Russian side was led by Deputy Defence Minister Col Gen. Alexander V Fomin who visited Pakistan from August 6-7 to attend the first session of Russia-Pakistan Joint Military Consultative Committee (JMCC).

Lt. Gen (retd) Zamir ul Hassan Shah, Secretary Defence, led the Pakistani delegation during the JMCC meeting.

Prior to the inaugural meeting, held yesterday in the ministry of defence Rawalpindi, the visiting dignitary called on secretary defence and the defence minister.

During the meetings, the two sides discussed the present status of their bilateral defence relations with the aim to further strengthen, expand and diversify mutual cooperation.

JMCC is the highest forum of defence collaboration between Pakistan and Russia.

During the inaugural session of the JMCC, both sides exchanged views on bilateral and major international issues including situation in the Middle East and Afghanistan.

A comprehensive issue based review was also carried out during which the two countries expressed satisfaction on the milestones achieved since the signing of ground breaking Agreement on Defence Cooperation in 2014. The two sides also held in depth discussions on avenues of future cooperation, the defence ministry said.

Col Gen Fomin also met Chairman Joint Chiefs of Staff Committee and the three services chiefs.

An Army spokesman said that Col Gen Fomin met Army Chief Gen Qamar Javed Bajwa and discussed the regional security situation and matters of mutual interest including enhancement of bilateral defence and security cooperation.

Fomin expressed his appreciation for Pakistan Army's achievements against terrorism and expressed requirement of greater cooperative and collaborative approach among global community to defeat extremism.

Pakistan's defence ties with Russia have moved past the bitter Cold War hostilities in recent years and the chill in the relations between Pakistan and the US has further pushed the country towards Russia and China.

Pakistan has shown eagerness to build military-to-military level ties with Russia.

Earlier this year, the then foreign minister Khawaja Asif visited Moscow during which the two sides agreed to set up a commission to boost military cooperation.

Russia has over the past three years provided four Mi-35M combat and cargo helicopters to Pakistan and the militaries of the two countries also held joint drills codenamed 'Friendship'.

It's high time to dump Russia instead of buying Ka 226t helicopter we must go for HAL Light utlity helicopter, instead of additional MI 17V5 chopper we must go for HAL Indian medium multi role helicopter, Instead of T 90 tanks we must go for Arjun MK 2 tanks. We must developing our own fighters jets like Tejas, Tejas mk 2, and AMCA. We must pour all our resources in our indengious weapons. If i were defence minister i would done that.
We must developing our own fighter jets engines enough is enough its high time to stop importing.

All India has to do is avoid a large scale war. If Pakistan goes in the Russian camp, Murica will punish them. Good for us. The Russian threat has no meaning.

Lol! And who's going to fund its acquisition? A squadron of SU-35s will cost over Rs 35,000 crores PKR including infrastructure, training, weapons systems, and life cycle costs!

Pakis total public debt is around $220 billion. Of this, around $75 billion is external debt which is owed in dollar terms to non-Pakistani lenders. That means a whopping Rs 2 trillion PKR!! They are begging for a loan of $14 billion from the IMF etc to service their loans but have scored a blank so far. And the sink hole is getting deeper by the day. They just have a couple of months worth of reserves left.

So where's the money? All this talk of them acquiring SU-35s is a lot of hot air.

I think russians think that an economic collapse is coming. They have dropped US bonds and nearly doubled their gold holding to 2000 tonnes in last few years. They are perhaps looking to place themselves in geopolitically advantageous positions before said collapse so that maximum leverage can be applied post-collapse.
The US move in UKR which is imo the beginning of the end of "close" IND-RUS relations would as I had mused in 2014-15, make russia move toward pak and IND towards USA.
Anyway, just my thoughts. Perhaps they are absurd and there might be more well-informed members here.

I would like to surmise that Ukraine is the Pakistan of Russia. Crimea was russis Bangladesh liberation moment (not that dramatic one though). When the Russis already sold SU 30 tech, Submarine tech, Aero Engine Tech, Aircraft carrier tech among other techs to Chinese where is the exclusivity left in this relationship. This relationship is a drag.

IMF is out of the question. They don't lend for purchase of defence equipment etc. IMF loans are meant to help member countries tackle balance of payments problems, stabilize their economies, and restore sustainable economic growth. This crisis resolution role is at the core of IMF lending.

China too will not lend any money to Pak for purchase of weapon systems unless it is made in China. Even then they will extract their pound of flesh.

As @LETHALFORCE has mentioned above, this news is FAKE! Period!

Pakistani bhikharis barely have any money for those junk JF-17 and this report expects us to believe they will fund a 5th generation aircraft. ISI needs better story-tellers.

Roos is becoming frustrated and will be more in coming times as the sanctions regime get more tight ,the liberals in usa have now developed a visceral hatred of roos as they believe ,roos engineered Trump to white house , India gdp nominal is around $2.8 trillion in 2018 and is predicted to be $ 3 trillion next year whereas Russia is still languishing 1.5 trillion and is contracting so who will be better partner a 20 trillion dollars economy or a socialist , mostly because of its vast oil and natural gas wealth it is still afloat but time will tell for how much,India needs to counter Russian moves through Ukraine,India already is largest buyer of Ukrainian wheat and sunflower oil, there is also talk of a Ukrainian naval cruiser to buy it ,kind of same deal which China did but with a cruiser,ukraine also has a very high science and technology base, we should never forget that right after Uri terror attacks ,roos was requested to postpone or cancel its military exercise with pakis but roos replied that this terror attacks is of no concern for us and went ahead with exercises ,india should balance it's stance on Crimea
