Russian president unsatisfied with pace of defense modernization

Russian President Dmitry Medvedev said on Monday he was not satisfied with the pace of the development and modernization of Russian defense sector.

"Over the past few years, a lot of money has been invested in the modernization and development of the defense sector. However, the results are not high, I would say," said the President at a conference on the defense industries.

"We continue the hole-mending policy. The outrun technological re-equipment goals have not been reached," the Interfax news agency quoted him as saying.

As the structural reforms of Russian Armed Forces are to end in two months, said Medvedev, the defense sector have to work hard to catch up.

"The structural reform of the Russian armed forces will end in two months. Then we will have a more complicated mission -- modernization of the armed forces. The defense sector will have to do a lot," he said.

"A foundation of the armed forces modernization must be laid down by 2012," he added.

Shortly after a brief war with Georgia, Russia unveiled military reform plans in September 2008 aimed at modernizing and improving the efficiency of Russian troops as well as their standard of living.

REUTOV (Moscow Region), October 26 (RIA Novosti) - The Russian president said on Monday that the country's defense industry must ensure the effective modernization of the military and provide it with state-of-the-art weapons.

Dmitry Medvedev said "the restructuring of the Armed Forces should be complete in two months," adding that the next task was more challenging: "re-outfitting of the army and navy."

He stressed that the life of Russian soldiers depended "on the quality of the weapon systems, on the quality of the defense industry," and that the quality of its products was crucial for Russia's competitiveness on world arms markets.

He said that "by 2012, very serious progress must be made" in modernizing the Russian Armed Forces.

The president said there should be no difference in the quality of military goods manufactured for export or for domestic consumption.

He warned that although significant government funds were provided for defense, they must not be wasted.

"The most unpleasant thing is when money is spent on the 'modernization' of something that is obsolete or will become obsolete in the next few years. This is self-defeating," Medvedev said, stressing that priority should be given to superior, cutting-edge systems.

I have great respect for Medvedev. Specially for his fight against corruption which is almost catastrophic in Russia.
But this time I find his words little bit hypocrite (unless his words are directed to something specific I'm not aware of)
WHY Russia must spend money on"'modernization' of something that is obsolete" if there is possibility to buy stuff like S-400, SU-34, SU-35BM, MiG-35 K-50 etc. and plenty other stuff which still has edge even by highest Western standards.
48 Su-35 is not enough to make replacement and backbone (with Pak Fa) of future RA.
What is stopping Russia to do that? Sure not absence of offer of advanced Russian weapons in my modest opinion.

His words sound like words of politician who tries to put blame on somebody else.BTW Russia would never could afford crazy project like F-22 where plane costs 150million just for the sake of being more advanced than others.
Yet it is true Russia must try to catch up on USA in some aspects.

Hmmmm also I don't think he is doing favor to Russian military industry with public statements like this.
For the President this kind of words - taken out of context by some foreign press are very effective weapon of (well developed) anti - Russian propaganda.:s
I don't find very productive to use some strong words when one is politician and even more when one is President.
That is why I love Putin he is very secretive.....
