General information on the application of measures for the reconciliation of opposing sides

Within 24 hours, ceasefire agreement with representatives of Badu (Homs province) has been signed.

The total number of settlements, the leaders of which had signed reconciliation agreements, has reached 64.

Negotiations on joining ceasefire regime have been continued with a field commander of an armed opposition detachment active in the Damascus province.

The number of ceasefire application forms signed with leaders of armed groupings has remained 50.

Results of ceasefire monitoring

The ceasefire regime has been observed in most provinces of the Syrian Arab Republic. Within last 24 hours, 5 ceasefire violations have been registered (Latakia – 4, Hama – 1).

Militants of Ahrar al-Sham grouping, which had claimed to belong to the opposition, carried out shelling with multiple launch rocket systems and mortars against Sandran, Ain al-Ashara, Ard al-Wata and Qellaz (Latakia province) as well as positions of the government troops near Maharda in the Hama province. Three civilians were killed and four ones were wounded.

Russian Aerospace Forces did not make strikes on opposition armed formations, which follow ceasefire regime and informed the Russian or American Centres for reconciliation about their location.

Humanitarian aid to the population of Syria

The Centre for reconciliation continues collecting cargos for forming humanitarian convoys.

Additional information

The Russian Centre for reconciliation has held working sessions with representatives of administrations from three inhabited locations of Damascus and Quneitra. Issues of recovering liberated towns and returning of people to their houses were discussed.

Syrian repair brigades have repaired a building, cleared 60 meters of streets from obstructions, and recovered 500 meters of electricity transmitting lines in al-Qaryatayn (Homs province), which had been liberated from the ISIS. Sappers have defused 7 demolition bombs.

Militants of Jabhat al-Nusra continued shelling against Sheikh Masood and al-Maysar (Aleppo). Fuah (Idlib province), which had been blocked by terrorists, suffered two mortar shellings.

ISIS formations attacked positions of the government troops near Han al-Trab (Damascus province). Having suffered losses, terrorists retreated in direction of Tulul al-Huir.

Russian Forces Remain Heavily Involved in Syria, Despite Appearances

MOSCOW — Russia’s war in Syria is slowly fading from view here, even as events on the ground give every indication that Russian forces remain heavily engaged.

President Vladimir V. Putin, when he talks about it at all, tends to refer to Syria as an accomplished victory, yet hedges a bit. “We did indeed withdraw a substantial portion of our forces,” Mr. Putin said in response to a question on his live national call-in show on Thursday. “But we made sure that after our withdrawal, the Syrian Army would be in a fit state to carry out serious offensives itself, with our remaining forces’ support.”

That support, according to numerous military analysts and diplomatic sources, amounts to virtually the same level of engagement since Russia first deployed in Syria in September. The tenor has changed, however. Syria is gradually becoming another more secretive, hybrid war of the sort that fits into Mr. Putin’s comfort zone, they said.

Russia’s agenda in Syria at the moment is a tightrope act. It wants to keep enough forces engaged in Syria to ensure it can influence any political transition, so that Damascus remains a client. Yet, it does not want to become visibly mired in a messy, prolonged war, as American officials predicted it would.

“The level of Russian involvement in Syria is relatively high, and includes a wide range of assistance to the Syrian government forces,” said Mikhail Barabanov, a senior research fellow at the Center for Analysis of Strategies and Technologies.

He and others suggested that Russia was providing close air support, including attack helicopters on the battlefield; high-precision strikes with missiles like the short-range Iskander; artillery support; special forces backup; intelligence; targeting; electronic warfare and, as seen recently in Palmyra, mine clearance.

Although the bulk of the fighter jets flew home to great fanfare, they were replaced by attack helicopters that are less susceptible to the sandstorms that blow this time of year.

Noting Russian news reports that private security contractors were replacing regular Russian troops in Syria, Aleksandr M. Golts, a veteran Russian military analyst and a visiting researcher at Upsala University in Sweden, speculated that the bulk of the force could become some kind of paramilitary organization not directly linked to the government — much like what Russia used to fight in southeastern Ukraine.

Mr. Putin explained initially that the decision to deploy the military in Syria was a fight against terrorism, but the Russian military mostly attacked moderate forces opposed to President Bashar al-Assad. Palmyra changed that perception somewhat.

“Moscow can now ask: ‘We took Palmyra from ISIS, and what have you done?’ ” Mr. Barabanov said.

After the capture of Palmyra, the next target is unclear. Raqqa, the capital of the Islamic State, lies 140 miles away, but it is unlikely Russia wants to lead that battle. Aleppo, once Syria’s largest city, is held by a confusing patchwork of forces. Mr. Putin called the situation there “complicated.”

Mr. Putin has told a number of visiting envoys that he meant to send a dual message with his March 14 announcement that Russian forces would begin withdrawing, but could also ramp up again instantly, according to Arab and Western diplomats.

The first message was to the opposition — that it would remain in Russia’s cross hairs if it did not contribute to a negotiated settlement. Mr. Putin has also specified that he signaled to Mr. Assad that the Russian commitment was not open-ended.

One question is whether the intervention has already gone too far and whether Mr. Assad now feels emboldened enough to thwart the efforts that resumed on Friday in Geneva to negotiate a political settlement under the auspices of the United Nations.

In Russia, events in Syria have been portrayed as a significant political and military victory, with Mr. Putin adroitly reclaiming the old Soviet title of global contender.

“The goal since Russia began the operation was just to show that Russia is a great power, that it is again sitting at the Yalta table solving the future of other countries together with America,” said Mr. Golts. “Putin needs Assad as a figure in this chess game. Not as a player in himself, not as an actor, but as a figure.”

In that vein, Mr. Assad has been lionized in Russian state television reports as a worthy, even noble ally.

Dmitry K. Kiselyov, the television anchorman who presides over the weekly news show “Vesti,” the main Kremlin propaganda vehicle, could barely contain his enthusiasm for the Syrian leader.

“I should note that Bashar Assad is in a great shape for being 50 years old,” he said. “He is a lean and elegant man. His manner of speaking is emotional and, therefore, infectious. He is courageous. His thoughts are deep and elaborate.”

As evidence of Mr. Assad’s “courage” Mr. Kiselyov noted that he did not demand interview questions in advance, a standard practice in Russia. The piece concluded by describing Mr. Assad as krepki perets, old Russian slang for “a tough guy.”

In discussions, Mr. Putin has made it clear that he will not withdraw his support for the Syrian leader until there is a clear alternative in place. By an alternative, he means a specific figure who the Russian leader can feel confident will control the army and hold together what is left of the existing government, diplomats said.

Removing Mr. Assad before that “would lead to the collapse of the secular authoritarian regime in Syria, and, from the Russian point of view, would give power in Syria to ISIS and Al Nusra,” said Mr. Barabanov.

That does not mean that Russia intervened in Syria for Mr. Assad personally, however, or that it will stick by him.

Russia faces certain risks either way. Its support for Mr. Assad has strained its ties with Sunni Arab leaders and risks inflaming passions among its own population of 20 million mostly Sunni Muslims.

Mr. Assad also enjoys strong support from Iran, another longtime patron of Syria’s and Russia’s partner in the battlefield. The Iranians are adamant that Mr. Assad stay, and Russia has been trying to build strong military and trade ties with Iran.

Gen. Qasem Suleimani, the mysterious general behind Iran’s Quds Force of the Revolutionary Guards, was reportedly in Moscow for talks on Friday. His last visit preceded Russia’s intervention in Syria, but lately there have been signs of strains. Iran’s supreme leader, Ayatollah Ali Khamenei, did not meet with the Russian defense minister, Sergei Shoigu, on his most recent visit to Tehran.

If no clear alternative to Mr. Assad emerges, diplomats and analysts expect candidates to emerge in an extended transition period, with Mr. Assad remaining in place, perhaps with diminished powers. That stage could last through the summer of 2017, the United Nations timetable for the completion of a new Constitution and new presidential elections.

Mr. Assad would almost surely lose such a vote, the Kremlin expects, leading to what would be a dignified exit, diplomats said.

The total number of settlements, the leaders of which had signed reconciliation agreements, has remained 64.

Negotiations on joining ceasefire regime have been held with a field commander of an armed opposition detachment active in the Homs province.

The number of ceasefire application forms signed with leaders of armed groupings has remained 50.

Results of ceasefire monitoring

The ceasefire regime has been observed in most provinces of the Syrian Arab Republic. Within last 24 hours, 7 ceasefire violations have been registered in the Latakia province.

Militants of Ahrar al-Sham grouping, which had claimed to belong to the opposition, carried out mortar shelling against Nehshebba, Ard al-Wata, Qaramanli and Shmaisa.

Russian Aerospace Forces did not make strikes on opposition armed formations, which follow ceasefire regime and informed the Russian or American Centres for reconciliation about their location.

Humanitarian aid to the population of Syria

Four tons of humanitarian aid have been delivered to Palmyra (Homs province). Medical workers of the Russian Centre for reconciliation provided medical assistance to 12 civilians.

Humanitarian convoys for citizens of two inhabited areas of the Homs province are being formed.

Additional information

Within last 24 hours, repair brigades have repaired one building, cleared 50 meters of streets from obstructions and recovered 600 meters of electricity transmitting lines in al-Qaryatayn, which had been liberated from ISIS. Syrian sappers have defused 8 demolition bombs.

Intensification of warfare by Jabhat al-Nusra in the north-east of the Latakia province has been registered. Within last 24 hours, terrorists have launched offensive against the government troops for two times.

As a result, militants supported by tanks and armored personnel carriers have managed to capture Herbet al-Arus after performing massive artillery shelling.

Militants have failed to capture Salma. Having suffered losses, terrorists retreated to positions, which they had kept before.

Militants performed mortar shelling against positions of Turkish army near Metishli from Ain Shammas. Such provocative actions were aimed at firing in response by the Turkish Armed Forces and setting off the Syrian peacemaking process.

In Damascus, Jabhat al-Nusra militants carried out firing with mortars and small arms against Basatin Abu Jarash.

Officers of the Russian Centre for reconciliation of opposing sides have held working meetings with representatives of two inhabited locilities in the Idlib and Homs provinces. Actual issues of recovering social infrastructure objects and returning of people to their houses have been discussed.

Results of ceasefire monitoring

The ceasefire regime has been observed in most provinces of the Syrian Arab Republic. Within last 24 hours, 6 ceasefire violations have been registered (Latakia – 5, Homs – 1).

In the Latakia province, opposition formations of Free Syrian Army fired with mortars and small arms from al-Ziara against Fara village.

Militants of Ahrar al-Sham grouping, which had claimed to belong to the opposition, carried out shelling with mortars and multiple launch rocket systems against Quisibba, Hakur Tahtani, Ard al-Wata, and Deiruna.

In the Homs province, Ahrar al-Sham militants shelled against Tisnin village.

Jabriyah and Badu (Homs province) have received 3 tons of humanitarian aid. Food products are the basis of the cargos. Medical workers of the Russian Centre have provided medical assistance to 32 civilians.

Humanitarian convoys for citizens of inhabited areas in the Hama province are being formed.

Additional information

Recovery works in al-Qaryatayn (Homs province) are continued. Syrian repair brigades have cleaned 30 meters of streets from obstructions, recovered 200 meters of electricity transmitting lines. Syrian sappers have defused 6 demolition bombs, which had been planted by retreating militants.

New electricity transmitting lines have been laid in Beit Shakukhi (Latakia province).

Situation in Northern Latakia and in the south-west of the Idlib province remains strained.

Detachments of Jabhat al-Nusra terrorist grouping do not stop attacks against positions of the government troops along the range of Barza-Tahtani, Haddada, Hakur-Tahtani.

Russian forces in Syria fired on Israeli military aircraft
JERUSALEM (Reuters) - Russian forces in Syria have fired at least twice on Israeli military aircraft, prompting Prime Minister Benjamin Netanyahu to seek improved operational coordination with Moscow, Israel's top-selling newspaper said on Friday.

The unsourced report in Yedioth Ahronoth gave no dates or locations for the incidents nor any indication Israeli planes were hit. Russia mounted its military intervention in Syria in September to shore Damascus up amid a now 5-year-old rebellion.

Separately, Israel's Channel 10 TV said a Russian warplane approached an Israeli warplane off the Mediterranean coast of Syria last week but that there was no contact between them.

An Israeli military spokesman declined comment. Netanyahu's office and the Russian embassy in Israel did not immediately respond.


Israel, which has repeatedly bombed Syria to foil suspected arms handovers to Lebanese Hezbollah guerrillas, was quick to set up an operational hotline with Moscow designed to avoid accidentally trading fire with Russian interventionary forces.

Visiting Moscow on Thursday, Netanyahu told Russian President Vladimir Putin in televised remarks: "I came here with one main goal - to strengthen the security coordination between us so as to avoid mishaps, misunderstandings and unnecessary confrontations."

In an apparent allusion to Syria, Putin said: "I think there are understandable reasons for these intensive contacts (with Israel), given the complicated situation in the region."

Syrian Red Crescent organization supported by the Embassy of the Russian Federation in the Syrian Arab Republic, Ministry of Foreign Affairs of Syria and the UN has evacuated 500 injured and ill persons from blocked Fuah and Kafr Khaya (Idlib province), Zabadani and Madaya (Damascus province).

The evacuated people have been delivered to camps for internally displaced persons in the provinces of Latakia, Damascus and Idlib.

My prediction for Syria is that Americans will withdraw and scale back. This may not happen immediately but will happen, as the next President will definitely roll back involvement.

This will leave Turkey and Saudi still embroiled in Syria but they will not be able to stand against the Russian might.

Syria is indeed a turning point for Russia as a great power.
