Truce negotiations with representatives of an inhabited area of the Hama province were continued.

The total number of settlements, the leaders of which had signed reconciliation agreements, has remained 58.

Preliminary ceasefire agreements with field commanders of two armed formations of opposition active in the Damascus and Hama provinces have been achieved.

The number of ceasefire application forms signed with leaders of armed groupings has remained 47.

Results of ceasefire monitoring

The ceasefire regime has been observed in most provinces of the Syrian Arab Republic. Within last 24 hours, 4 ceasefire violations have been registered (Latakia – 3, Homs – 1).

In the Latakia province, militants of Ahrar al-Sham grouping, which had claimed to belong to the opposition, continued mortar shelling against positions of the government troops near Sandran, Quinsibba, and Faraa. One Syrian serviceman was killed and eleven ones were wounded.

Militants of Jaysh al-Islam carried out mortar shelling against positions of the government troops near Kafr Nan from Tajar Amir (Homs province).

Russian Aerospace Forces and Syrian Air Forces did not make strikes on armed formations, which follow ceasefire regime and informed the Russian or American Centres for reconciliation about their location.

Humanitarian aid to the population of Syria

The Russian Centre for reconciliation delivered presents to orphans houses of Aleppo.

Syrian leadership has delivered 28 tons of food products using Russian parachute systems to citizens of Deir ez-Zor, which had been besieged by terrorists of Jabhat al-Nusra and ISIS.

Humanitarian convoy to the Hama province is being formed.

Additional information

Specialists of the International Mine Action Centre of the Russian Armed Forces have cleared more than 20 hectares in the historical part of Palmyra from mines, including 3 hectares with usage of robotic hardware. They have defused 152 explosive devices.

Armed groups of ISIS and Jabhat al-Nusra (not included in the Russian-American agreement on ceasefire in Syria) continue taking efforts to perform armed provocative actions and attacks against civilians and the government troops.

After artillery shelling, up to 1,500 terrorists of Jabhat al-Nusra supported by 3 tanks and 20 automobiles with large-caliber machine guns attacked positions of Kurdish militia in Sheikh Maqsood from Ashrafiyah and al-Shababi (Aleppo).

18 civilians, including children, and 11 members of Kurdish units were killed. 36 people received wounds of different severity.

Because of rough escalation, aircraft of Russian Aerospace Forces hit positions of Jabhat al-Nusra terrorists in suburbs of Aleppo and quelled their attempts for offensive after conducting aerial reconnaissance and detecting sharp locations of targets.

Hotline of the Russian Centre continues receiving information about increasing of number of Jabhat al-Nusra terrorists in Aleppo. According to the received information, a group (more than 90 men) has arrived in Ashrafiyah from Bshantara. This is the evidence of possible preparation for large-scale offensive by terrorists.

In 40 kilometers to north-east from Damascus, ISIS terrorist formations took efforts to capture Dumeir military airfield. Having suffered significant losses, terrorists retreated in direction of Tell Dakua mountain.

Syrian Air Force in cooperation with Russian fighters delivered about 30 tons of humanitarian cargos to besieged Deir ez-Zor

Russian Centre for reconciliation of opposing sides in the Syrian Arab Republic organized air delivering and dropping of humanitarian cargos on April 6. Military transport aviation crew of the Syrian Air Force has delivered food products from the International Red Crescent to Deir ez-Zor, which had been besieged by ISIS militants.

Cargo delivering has been held from the Hmeymim airfield by Il-76 transport of the Syrian Air Force escorted by Russian Su-30 and Su-35 fighters.

The aircraft dropped 4 parachute systems with 30 tons of humanitarian aid over areas of besieged Deir ez-Zor.

About 200,000 citizens of the city are suffering lack of food products, medicaments, petrol, and other goods of first necessity.

International humanitarian organizations failed to organize humanitarian aid delivering to the besieged city. Delivering of Red Crescent cargos to the city became possible by mediation of the Russian Centre for reconciliation of opposing sides in the Syrian Arab Republic.

Syria ceasefire ‘about to collapse’: opposition

Paris:The ceasefire in Syria “is about to collapse,” an official from the opposition said in an interview published Sunday, just days before the resumption of peace talks in Geneva.

“Over the last 10 days we have seen a very serious deterioration and the ceasefire is about to collapse,” Bassma Kodmani, a member of the High Negotiations Committee of the Syrian opposition, told Journal du Dimanche, saying “the use of barrel bombs has resumed”.

“The US-Russian mission monitoring the ceasefire is powerless,” she told the French newspaper.

A fragile ceasefire between Syrian President Bashar al-Assad’s regime forces supported by Russian air strikes and the rebels brokered by the United States and Russia has largely held since 27 February .

The truce does not include areas where the Islamic State group and Al-Qaeda’s local affiliate Al-Nusra Front are present.

“A blow was dealt to the opposition, for sure,” Kodmani admitted, adding Russia had “attacked the supply lines of the brigades of the moderate opposition on the ground until the cessation of hostilities intervened in February”.

She said the withdrawal of Russian forces announced mid-March “indicates to those who support Bashar that this assistance will not be unlimited and unconditional.”

“The challenge is whether Russia will be able to dictate the terms of negotiations with Damascus,” she said.

The Geneva talks aimed at ending the Syrian war are scheduled to resume on 13 April.

More than 270,000 people have been killed and millions have fled their homes since the conflict erupted in March 2011.

The UN Security Council passed a resolution in December which paved the way for the Geneva talks and called for elections in Syria to be held 18 months after a transitional government is agreed.

The fate of President Assad is a major sticking point in the talks.

“We maintain that we must decide on a transitional authority with full powers, including those of President Assad, while the regime mentions a government of national unity with a few opponents and independents,” Kodmani said.

“Nobody sees how to reconcile these two visions.”

She said US President Barack Obama had “let the Russians take all the cards in the game, he has no political will, so the United States could afford to be more involved”.

The only legitimated opposition is "patriotic oppositon" who signed Khmeymym treaty.
All the others including US dick suckers can go directly to hell.
If they will break ceasefire, they will get a pair of FAB-500 into their ass.
If you haven't understood the situation, Russia has won this war and made exact and clear statement: If you want to live and participate in a new government, go negotiate with Assad. If you don't want to negotiate with Assad, you will not live.
Pretty clear as for me.

Kerry – Putin intelligent strategist, Russia played constructive role in Syria, Iran

By Jim W. Dean, Managing Editor on April 8, 2016

Putin intelligent strategist, Russia played constructive role in Syria, Iran – Kerry on Charlie Rose

…from Russia Today, Moscow

Charlie Rose video clip below

The three horsemen of the Syrian talks, Lavrov, de Mistura and Kerry

[ Editor’s Note: Kerry is “making nice” now with Russia… sort of. These appear to be magnanimous statements below, but it is really the US playing catch up, as the rest of the world is already well aware of what Russia and Putin have done to fight terrorism. It does not need the US seal of approval.

But it is in a way an official admitting that the West was wrong, and more important, Kerry apologizing for the Gulf State US allies who certainly never do so themselves.

The unsaid in all this is the “Assad must go” silliness has stopped, not just in White House statements, but the media also, like someone flicked a switch. Who would have the power to do that?

These statements are popping up now before next week’s Parliamentary elections, the next round of Syria talks where the diplomats realize that they have to begin some substantive dialog on planning for the presidential elections.

If the Saudi rump opposition group still tries to hold the talks hostage to its Assad demands, I would assume US and Russia have already decided what they will do in that case, and I don’t think it will be to let the jihadi group rule the talksJim W. Dean ]

___________

– First published … April 08, 2016 –

Just as the Pentagon ranked Russia as its No.1 threat, Secretary of State John Kerry lauded Moscow’s “constructive role” in major diplomatic breakthroughs such as the Syrian ceasefire and Iran nuclear deal. He also had rare compliments for Vladimir Putin.

Russia’s commitment to the Syrian ceasefire was initially called into question by the US and its coalition partners, which condemned Russian President Vladimir Putin for supporting Syrian President Bashar Assad, while accusing Moscow of bombing US-backed rebel groups.

“Everybody doubted whether Russia would play any constructive role whatsoever with respect to the cessation of hostilities […] and we got the cessation of hostilities because they played a positive role,” Kerry told PBS’s Charlie Rose in an interview aired on April 5.

In a rare acknowledgment of Russia’s input in solving world crises, Kerry admitted that Moscow’s role was actually crucial in saving Syria from complete chaos.

“If they hadn’t played a constructive role, we would not have gotten the chemical weapons out of Syria and they would be in the hands of ISIL [Islamic State / IS], and if they hadn’t played a constructive role, we would not have gotten the cessation of hostilities or everybody at the table in Geneva,” Kerry added.

The Secretary also praised Russia’s crucial contributions to reaching an agreement with Iran that had been stalled for over a year.

“If they hadn’t played a constructive role, we would not have had an agreement with Iran,” he said.

‘Putin is intelligent, strategic and tactical’

March saw a significant development in Russia-US relations, when Secretary Kerry came to Moscow to discuss Syria with the Russian leadership, and had tête-à-têtes with both President Putin and Foreign Minister Sergey Lavrov.

When asked by Rose about his sit downs with Putin, Kerry said that they had met for “at least three meetings,” each of which were “fairly lengthy.”

“I think he is intelligent, strategic and tactical, sometimes more tactical than strategic, but there is certainly a strategic vision,” Kerry responded when asked about Putin’s personality. “I think he wants his point of view acknowledged, and to a certain degree his interests reciprocated, met.”

However, despite such civility, there are “limits,” Kerry stressed, citing the situation in Ukraine, where the eastern part of the country is embroiled in a civil conflict and Crimea left to be reunited with Russia, as one of the exceptions.

“Crimea, we are not moving. I mean this is just not in the cards,” he said, adding that the US is not “changing” it position.

Crimea and Sevastopol, the historic naval port that enjoys special status on the peninsula, voted for independence from Ukraine in a referendum on March 16, 2014 and has subsequently rejoined Russia.

The US and its allies refused to recognize the referendum, however, and slapped Moscow with sanctions due to the move, which are still in force.

‘If Russia wants to end war in Syria, Assad must go’

Ahead of a new round of negotiations in Geneva and Syrian Parliamentary elections on April 13, the Secretary still insisted that President Assad’s resignation was key to putting an end to the war that has allowed jihadists to gain a foothold in Syria.

“If you going to end the war, you can’t do it with Assad there,” Kerry said. “The war would not come to a complete closure, if Assad against the wish of the opposition… unless there is an agreement that I am not aware of gets reached with the opposition, somewhere in time, you can’t end the war, because the opposition will not end fighting because of what he is deemed to have done to their people, to the people of his country.”

He then argued that “if Russia wants to end the war,” it needs to accept the fact that President Assad cannot keep his position.

Kerry still will not acknowledge any US responsibility for the terror carnage in Syria

Since the Syrian conflict unfolded five years ago, the fate of Assad has been one of the major stumbling blocks between Russia and the US-led coalition when it comes to finding common ground in fighting radical Islamists in Syria.

While Washington has been insisting that Assad has to step down as a part of a peaceful resolution to the civil war, Moscow has been stressing that it is crucial for the Syrian people to decide their own fate and choose their own government.

Moreover, Russian officials have stressed that they have grounds to believe that ousting Assad would create a power vacuum leading to another failed state in the Middle East, often citing Libya as an example.

While Moscow distrusts the majority of so-called Syrian opposition fighters outright, even Washington has had a tough time distinguishing Islamist militants from those it considers “moderates,” with a program to train and arm the latter ending in utter failure.

Secretary Kerry visibly softened his position towards Russia during testimonies before the US congress in February, while trying to sell legislators on a $50 billion budget for his department. His tone and words at the hearings stood in marked contrast to the Obama administration’s frequent anti-Russian rhetoric, which often casts Moscow as one of the top threats to US national security.

Just this past Tuesday, US Secretary of Defense Ash Carter put Russia at the top of a list of “strategic threats,” which, according to him, also include “China, North Korea, Iran and terrorism.”

However, last week even the Pentagon conceded that Russia was playing a constructive role in Syria, saying it was “clear” that Russia “focused more of their military attention on ISIL.”
