Russian president approves new military doctrine

Russian President Dmitry Medvedev has approved the country's new military doctrine which allows preventive nuclear strikes against potential aggressors.
"The president informed the members of Russia's Security Council on Friday that he has approved two documents - the military doctrine and the Fundamentals of the state policy on nuclear deterrence until 2020," said presidential press secretary Natalia Timakova.
According to Russian officials, the adjustment of the country's military doctrine was prompted by real threats and challenges faced by Russia.
Russia's nuclear triad comprises land-based ballistic missile systems, nuclear-powered submarines equipped with sea-based ballistic missiles, and strategic bombers carrying nuclear bombs and nuclear-capable cruise missiles.
Under the new doctrine, Russia will continue developing and modernizing its nuclear triad, increasing its capability to overcome missile defenses of a potential enemy.
The new military doctrine also aims to transform the Armed Forces into a more effective and mobile military force. Their structures will be "optimized" through the use of combined arms units performing similar tasks.
The previous document was adopted in 2000. It outlined the role of the Russian military in ensuring the defense of the country and, if necessary, preparing for and waging war, although it stressed that the Russian military doctrine is strictly defensive.
Russia's military expenditure has of late been steadily growing, and the country reportedly plans to increase the current defense budget of $40 billion by 50% in the next three years.

MOSCOW: Lowering the threshhold for the use of nuclear weapons, Russia has said it reserves the right to hit back with nukes in case of an aggression, in a new doctrine which may be a veiled warning to China and rising NATO powers.
Russia reserves the right to use nuclear weapons in response to the use of nuclear and other weapons of mass destruction against it and its allies, as well as an aggression against the Russian Federation with the use of conventional weapons jeopardising the very existence of the state," a military doctrine signed by President Dmitry Medvedev said.

Speaking on the conditions of anonymity some foreign diplomats believe that the lowering of threshold for the nuclear weapons could be a veiled warning to China, which has an overwhelming numerical advantage over Russia with the total population less than 147 million.

A retired three-star Soviet general, who wished not to be named, told PTI yesterday that after 1968 border conflict with China, the Soviet General Staff had virtually given up the concept of a conventional war with 'our great Asian neighbour', the new doctrine has publicly stated the stance.

Expansion of NATO closer to the boundaries of Russia, deployment of missile shield elements on the perimeter of its land and maritime borders, international terrorism, proliferation of WMD and growing number of nuclear powers have also been identified as the external threats for the security of the nation.

Kinda heard this type of doctrine somewhere. Why yes, our neighbor Pakistan too has a low nuke threshold. Cant believe the very existence of Russia will ever be at stake in a war. Clearly aimed at China this. Russia can carpet nuke China against any misadventure. Nothing like this is going to happen, but the Russians want to make it known just in case.

Russia has been forced to this since their conventional capabilities are no longer enough to stop China. With only 6% of their equipment being modern and a failed attempt at an information network they have no choice but to threaten nukes at the drop of a hat. The nuclear shield will buy them some time while they try to figure out how their reformed army is supposed to work and wait for it to get new equipment.

Russian doctrine does not reflect real world - NATO

MUNICH, Germany (Reuters) - NATO said on Saturday a new Russian military doctrine identifying NATO expansion as a threat did not reflect the real world and undermined efforts to improve ties between the Western military alliance and Moscow.

Russia was angered by NATO expansion to include former Warsaw Pact states after the collapse of the Soviet Union and was particularly incensed by the alliance's promise of eventual membership to Georgia and Ukraine, former Soviet republics Moscow still considers part of its sphere of influence.

Russian President Dmitry Medvedev approved the new military doctrine on Friday.

"I have to say that this new doctrine does not reflect the real world ... NATO is not an enemy of Russia," NATO Secretary-General Anders Fogh Rasmussen told Reuters in an interview on the sidelines of a security conference in Munich.

"It does not reflect realities and it is in clear contradiction with all our endeavours to improve the relationship between NATO and Russia."

The doctrine identifies one of the "main external threats of war" as NATO's expansion east to Russia's borders, and sees U.S. plans to create an anti-missile shield in Europe as a concern for national security.

Rasmussen said NATO was keen to develop a strategic partnership with Russia and to expand cooperation in Afghanistan, where the two sides share security concerns.

He said he would stress these issues in a meeting in Munich with Russian Foreign Minister Sergei Lavrov. .....................
