They did this because they didn't have the technology/supplies/personnel to maintain the warheads and the missiles and secondly back then the Ukrani leadership was the same as USSR, and Russia was the core of USSR so you can guess how that works.

Not sure where it comes from, Russia's prospects rise and fall with oil and gas prices. They have negligible service industry, we don't use any russian industrial goods or value added products. Their industry is dead with low-level soviet tech with no investment in diversification.
