MOSCOW — Russia is working to re-establish its former military bases in Vietnam and Cuba, a senior official said on Friday, reflecting Moscow’s growing ambition to reassert itself on the world stage.

The official, Deputy Defense Minister Nikolai A. Pankov, spoke at the national Parliament shortly before lawmakers voted to ratify an agreement with Syria to make the Russian military presence there permanent.

Russia lowered its flags at the Cam Ranh Bay naval base in Vietnam and at the Lourdes signal intelligence station in Cuba in 2002, when it scaled back its military presence around the world for budgetary and other reasons.

“We are re-rethinking the decisions that were made earlier,” Mr. Pankov said, without giving any details.

The Russian government has complained over the years that the West never appreciated the good will Russia showed in closing the bases. Dmitri S. Peskov, the Kremlin spokesman, told reporters on Friday that circumstances had changed since 2002.

“The global situation is not static, it is in flux,” Mr. Peskov said, according to Russia’s Interfax news agency. “You see that the last two years have made significant changes to international affairs and security. Therefore, it’s quite natural that all countries assess these changes in line with their national interests and take certain steps in the way they consider appropriate.”

Russia already has an agreement with Vietnam to allow Russian ships to enter Cam Ranh Bay under a simplified procedure, and the Russian Air Force has been using an airfield in Vietnam since 2014.

President Vladimir V. Putin has often said that because Russia has very few military bases abroad, it cannot be considered a belligerent country. Russia currently has full bases only in Syria, in former Soviet republics and in its own territory.

Military is not the solution to Russian problems. Opening a few bases here and there won't change anything. NATO will keep poking into eastern Europe regardless. Russia should tone down and must work upon improving relationship with Germany and France. That can solve some problems. Opening new bases when their economy is hurting only reeks of desperation.

Ahh NATO would respond with more weapons deployment . What would Russia gain by it. It already has taken Crimea and some territory of Georgia .it should really work for normalization. Missiles so near to Germany will make it angry. And we all know angree Germany is not a good Germany .

But the missiles are placed on russian territory.
Iskander is a badass missile btw.
And is placed there to balance out the American so called Missile "shield" supposedly intended for Iran but placed in Poland and vicinity, in spite of russia offering NATO, Azerbaijan to place the missile "shield" Azerbaijan is a neighbor of Iran.

That is why I think Russia should find common ground with Germany and France for a stable Europe . USA will keep pushing. And after recent annexation by Russia perhaps Russia should give NATO some face saving tactical edge. NATO can any day outspend Russia. This whole tit for tat deployment is just a circus

If germany and france and europe as a whole looks out for its own interests then they would naturally try to keep russia calm, and russia the same for europe.
But that is not what USA wants, because if that happens usa loses control of europe and eventually usa loses its eminent position on global stage.
But usa has carefully planted its puppets who either willingly on unwillingly play by america's game-plan, to the detriment of peace in E.Europe.
If russia doesn't play along it will keep losing.
The USSR tried taking the foot off the pedal for a moment and NATO dismembered the country and shattered it into pieces. The same fate awaits russia if it lets its guard down.

a small base in Cuba is a good idea if not even to have a foothold if any geostraegic issues arises in the future. the Vietnamese base and Syrian base should be fully capable and be the two most important outside central Asia and eastern europe.

they're both approaches to Russians two only year round ports and invaluable to logiatics and undertaking operations to protect them before war would hypothetically hit Russian soil

Vietnam is tilting towards the US.
I don't think that Cuba is interested in starting a fresh round of bout with the US.
Cuba is this independent and politically strong state. In a difference from all Europe, and in general the world halves that мринимают that or another decision only with permission the owner is the USA. Cuba did not afraid to live under approvals more than half a century. And won. Exactly the USA offered to a collaboration Cuba. A little country successfully resisted to the enormous state.
If Cuba will decide to open the Russian military base that will be so

Vietnam gains nothing from offering a military base to Russia, particularly when Russia is so eager to accept China's leadership role. Vietnam has been gradually normalizing it's relation with the US.

The US is a status-quo power, it has not grabbed territories of it's neighborhood in decades, shares peaceful border with all it's neighbors. Why would Cuba create unnecessary trouble with the US under the current circumstances?

No country fights another country's war. Every action must follow with tangible benefits. If the only beneficiary is Russia, then this deal is certainly not going through.

However now Russia almost restored own greatness and America which got used to do in 25 years anything without any punishment, it isn't pleasant.
Also it is necessary to realize that all prepared for nuclear war. Or just to war. Respectively for war as much as possible bases which in the future will become bases are necessary.
For some reason nobody expresses concern here that Russia from all directions is surrounded with the American bases!!! Poland, Germany, Romania, Latvia, Lithuania, Estonia, Japan and so on.
The world is divided into 2 half - those who for America and those who for Russia.

I don't remember that India exerted any impact on the USA earlier and now too. And in the future too it is improbable.
And in general about the Indian bases I didn't hear too.

There is an Indian military base in Farkhor, Tajikistan, but it was possible only with the blessings of Russia. When Ahmad Shah Masood was assassinated, he did not die immediately. He was wounded and he was brought to the Indian base for medical treatment, where he died. At that time, both India and Russia were providing military help to Ahmad Shah Masood and Abdul Rashid Dostum of the Northern Alliance against Taliban.

Rightly said saahbji, The Farkhor IAF hospital has been the cover for AVIATION RESEARCH CENTER and still is a workhorse of RAW AFAIK!

I don't know what kind of Snake Oil is Russian Government is selling to it's citizens these days.

It takes more than few thousand nukes and ICBMS for a country to become a Global Power. Russia is not a superpower, it is not even a shadow of the USSR. Russian economy is very weak.

There is just one power with Global reach, that is the US and it's power is on decline. The world is fast moving towards a multi-polar set-up.

Anyways, we were discussing the speculations about the Russian military bases in Vietnam and Cuba.

This is an absurd argument that those countries will allow Russia to set up military bases on their soils just because Russia wants to fight the US, there have to be tangible benefits for the hosts for them to agree. Why would those countries invite the wrath of the enemies of Russia just because Russia wants to become "great" again?
