A senior Roscosmos official also said the agency would like to see GLONASS navigation equipment manufactured in India.

Russia and India may sign an agreement for the deployment of three GLONASS stations in India, Sergey Savelyev, deputy head of Roscosmos told the GLONASS Herald magazine.

The countries may sign such an agreement after a GLONASS delegation visits India in June or July, according to Savelyev. "After that, I hope, we will sign a joint protocol, and then we can start making concrete decisions on cooperation, including the placement of Russian GLONASS stations in India," he said.

In addition to placing ground stations in the country, Roscosmos would also like to see GLONASS navigation equipment being manufactured in India.

"We would like to place our own GLONASS ground stations here, as well as jointly produce user equipment and work together on the implementation of technologies such as the ERA-GLONASS. It would be interesting to create a joint venture in India," Savelyev said.

India's GLONASS connections

India has been using GLONASS technology for over the last few years. GLONASS satellites have been launched from the country and the Indian armed forces used GLONASS military signals. When GLONASS opened its showroom in Mumbai in September 2012, its Deputy Chief Designer Igor Kuznetsov told RIR that Indian citizens were already unknowingly using the Russian technology. "The iPhone 4s supports GLONASS technology, so you already use GLONASS in India," Kuznetsov said. "Every manufacturer of chip sets like Qualcomm, Broadcom, STMicroelectronics, use 2-system chipsets, use both GLONASS and GPS...They already have this in their product line."

In December 2013, it was reported that the Russian government is seriously considering the possibility of selling a stake in the development of the GLONASS system to foreign countries, among which India would be given a priority. "We have prioritized the countries -firstly the states where GLONASS may be required for geopolitical reasons," Navigation Information Systems (NIS, formerly NIS GLONASS) Chief Executive Alexander Gurko said. "We could invite India, Kazakhstan, Brazil, South Korea and several other countries into the consortium."

This is one area of cooperation that is likely to get a boost this year and a major agreement on GLONASS could be signed later this year when Russian President Vladimir Putin visits India for the 15th annual India-Russia summit.

Why? when we already started deploying our own navigation system this year and by 2015 we will have it completely operational, both military and civilian.

Our Desi GPS only covers the subcontinent the GLONASS covers the entire globe once it is fully operational so we need it

It covers a good area for our military requirement which is regional, so why should we pay for global coverage. We can increase our own capabilities later. Didn't India wanted to develop its own GPS because of the refusal of foreign countries to give military access, plus whatever data was received were given at a exorbitant prices.

Didn't India wanted to develop its own GPS because of the refusal of foreign countries to give military access, plus whatever data was received were given at a exorbitant prices.
if you want to cover the entire globe like that of US GPS we can do it technically but that is not enough we also need the political will moral support and financial support from our Govt to do it

Well if we have the political support to built an ASAT, i don't see why we cant build a global coverage of our navigation system, especially with this govt.

like i said we have the tech and man power the ball is in govt court to sanction the funds so all we can do is wait and see for now since there is no change of plans in IRNSS to convert it into a similar system equivalent to that of GLONASS or US GPS

Well I think it would be the next logical step because navigation system is the most important aspect for our future military need for our naval and missile defence programmes. We cant depend on Russia which at the moment seems to be very close to China.

This is related to establishing joint command and control center, real time info. sharing related to . Both the nations are working on common war doctrines.

These stations are related to defense cop operation.

This is a welcome step for both the nations which have common strategic interests in Asia.

IRNSS is widely used in India both in civil and military purposes.

It takes money to set up an entire constellation of satellites for a global system, with 2-3 satellites required to be launched annually to replace the older satellites once the system is in place. Expensive to set up, expensive to maintain.

Though a good amount of area is covered on our western border the main populated areas of China is out of reach including Beijing.

Should India want any control over such system in Russian hands? What would any agreement say about any circumstances under which it could be turned off by Russians?

Tbh in the current scenario where Russian are getting cosy with Chinese i don't think there is difference between GLONASS and GPS unless there are some special conditions.

Sorry but we don't need to trust anyone but ourselves in national security field.

Sure it must be, but you should also take into account that ISRO can do it in a comparatively smaller budget than the west or Russians can. I think after 2020 India would be capable of handling the finances and by that time IRNSS would be grown in Indian market.
