An agreement between Russia and Pakistan on the North-South gas pipeline is ready for signing, a source in the Russian Foreign Ministry said Tuesday.

MOSCOW (Sputnik) — In December 2014, RT Global Resources, a subsidiary of Russia's state technologies corporation Rostec and Pakistan's Inter State Gas System (ISGS) announced a project to build oil and gas infrastructure in Pakistan.

The project includes the construction of liquefied natural gas terminals as well as the 683-mile North-South pipeline, stretching from southern Pakistan's Karachi to Lahore in the country's northeast.

"The contract is ready to be signed, this I can confirm. It is planned that the energy minister will sign it, but it is yet unknown when," the source told RIA Novosti.

"The North-South gas pipeline project is ready for signature," Janua said.

"We hope that Russian Energy Minister Alexander Novak will be able to go to Pakistan for the signing. Novak has been busy and we hope that it is going to happen in September," the diplomat added.

The first Russian project in Pakistan since the 1970s

Russia and Pakistan have signed an agreement to construct the North-South gas pipeline, according to the Russian Energy Ministry.

The project will be headed by RT Global Resources, a subsidiary of Russia's state technologies corporation Rostec. In 2014, RT Global along with Pakistan's Inter State Gas System (ISGS) announced they would build oil and gas infrastructure in Pakistan.

1,100 kilometer gas pipeline with an annual capacity of 12.4 billion cubic meters will connect liquefied natural gas (LNG) terminals in the southern Pakistani city of Karachi with Lahore in the country’s northeast.

Works on the pipeline route, design and engineering operations are currently underway.

“The construction of the North-South gas pipeline is bringing economic cooperation between Russia and Pakistan to a new level,” Russia’s Energy Minister Aleksandr Novak said Friday in a statement.

The pipeline is scheduled to be completed by 2018 and will be commissioned by 2020.

The North-South gas pipeline is important as Pakistan lacks energy infrastructure.

“Currently there’s an acute shortage of energy in the densely populated regions of Pakistan, specifically in the center and north of the country. It limits economic growth. The pipeline construction will be an important step towards solving this problem and will serve as the basis for cooperation with our Russian partners,” said Pakistan’s Minister for Petroleum and Natural Resources Shahid Khaqan Abbasi.

The pipeline will be owned and operated by RT Global Resources for 25 years. It will be then handed over to the Government of Pakistan.

The North-South pipeline is the first joint project between Russia and Pakistan in many years. It is expected to open up a new market and opportunities for Russian companies in Pakistan's energy sector.

Governor seeks Russia’s help in mineral exploration

QUETTA: Balochistan Governor Mohammad Khan Achakzai has said that Pakistan and other countries in the region had no option but to cooperate with each other for peace and development in their region.

He was talking to Russian Ambassador Alexey Dedou who called on him at the Governor House here on Sunday.

They discussed relations between Pakistan and Russia, the regional situation and other issues of bilateral interest.

The governor described the improvement in Pakistan-Russia ties as a good omen and expressed the hope that it would translate into bilateral collaboration in different sectors.

Mr Achakzai said that Russia was an emerging economic power that could help Pakistan in different sectors. He said the energy crisis being faced by Pakistan could be overcome with the cooperation of Russia.

Balochistan was rich in natural resources, particularly minerals, but lacked the resources for exploring and exploiting them, he said.

“We can utilise the resources for development of the province and prosperity of its people with the help and cooperation of developed countries like Russia,” the governor said.

He recalled that Russia had helped in establishing the Pakistan Steel Mills in Karachi.

The governor said that underdeveloped and developed countries would equally benefit from trade and economic activities in the region.

Ambassador Alexey Dedou stressed the need for further strengthening of the bilateral relations and expressed interest in helping overcoming the energy crisis in Pakistan and extending cooperation for exploration of mineral resources in Balochistan.

He said his country had developed good relations with Pakistan through the Shanghai Cooperation Organisation but more collaboration was needed between the two countries in different sectors.

The Russian diplomat praised the Zarb-i-Azb military operation against terrorists and said that Pakistan could play an important role in restoring peace and order in the region.

3. Who and by when will the power plants be build to absorb this LNG flow?

No satisfactory answers come forward.

Can you enlighten us who is going to build infrastructure on ground level? Who is going to provide technology and necessary equipment?

We have been hearing similar stories for a long time. Investment required is in Billions. Not forthcoming unfortunately. Regarding the Chinese 46 Billion, can you point out some concrete progress apart from a pipeline the Chinese plan for themselves.

Have you read the SDPI report, before dismissing it outright. It is quite favourable to Pakistan and a very well researched paper. It just points the way forward for Pakistan via the LNG route. Please do not dismiss any report just because somebody across the border posted it.

Unlike India, Natural Gas Infrastructure is very mature in Pakistan and is in place since 1953. More than 7 million domestic household are on Natural Gas.

This line, which has a capacity of 1200 mmcfd, will cater for 7 to 8 big Industrial units.

Ground survey has already been done and the route is right on your border. :) Interesting na!! US$ 2 billion Russian investment on Indian border. There goes your cold start shit. Attack on Pakistan won't be possible without blowing up this Russian investments :-D

SDPI report is what is based on the media reports, which in most cases are more hyped. Plus the rates they have quoted are quite out dated. Recent drop in oil prices have greatly reduced the spot LNG prices. That is the reason India is now also renegotiating coz it made contracts based on 5 years average crude prices, making LNG rates non competitive in India.

Unlike Pakistan, which has to worry about the many hands that throw bheek, India doesn't. India takes no aid from Russia, and will gladly burn Russian investments to the ground, if they come in the way of achieving military goals. It's Russia that has to appease India for defense contracts that are paid for by the Indian taxpayer, and nobody's bheek.

If India tells Russia not to venture on this project, Russia will listen.

The US also gave Israel the greatest total foreign assistance over the 66-year period, at $199 billion.

The data, which is inflation adjusted, shows India received approximately $65.1bn in economic assistance from 1946 until 2012, followed closely by Israel, which was given $65bn.

With $44.4bn received as economic assistance from the US, Pakistan is also among the top five countries to receive economic assistance out of a total of 200 countries and regions.

using aid money given in aid for education of girls and using it on military and nukes
using the aid given in flash flood crisis for the army

you have received 44 billion all spend on military and then begging money for educations and infrastructures.

talking about main......if deal takes place then its good for Pakistan , good for iran it will get some buyer ,good for china as it will have Russian backing in full cpec project to deal with india internationally.
only thing not getting is wat will Russian get in this ??
means it will be cheaper for Pakistan to get gas from its gas rich neighbour like iran . coz importing gas from 1000s km away from russia and paying royalty to china for transport will make that gas comparatively very costly.
hope Pakistani leadership not acting as n middlemen in this deal earning millions n making people of Pakistan pay billions.

I still have my doubts on this whole deal. The kind of investment that is required downstream is not going to happen soon. That kind of money is not going to be invested in Pakistan.

Even regarding the great Chinese investment apart from the pipeline no concrete step has been taken to absorb billions.

Our Pakistani friends still do not get it. The Aid money flows are not out of charity but based on sound economic principles. Aid is never 100% money, it may be as little as 15%. It is all about products and services that the donor country pushes.

UK, Germany, France and Japan were the biggest beneficiaries of the American largesse post WW II and what id did was create a huge market for the US industrial- military complex.

Same is with Israel, S.Korea, China and India on a different scale and time period. This has been a very profitable relationship for the Americans and they still prefer to go with these countries.

On the other hand we have Pakistan which has defaulted on it's international obligations multiple times, and needs money to be propped up and has the nukes as a bargaining/begging tool. Every one is privy to the haggling in Washington between Pakistan and the US.

I remember the days when Russia was India's friend. It seems the whole world is trying to screw India now. US isn't a proper ally that treats them like an equal, they're just using us for their regional geopolitical interests, China is using Pakistan as a tool to contain us, and even Europe is trying to use the Rape crisis as an entry point to spread Western Liberal elite marxist ideology and destroy all sense of Hindu culture and identity in order to "save the oppressed Muslims" in the name of anti-Islamophobia or "ending racism against Minorities" or "women's rights" (even though that has nothing to do with Hinduism).
