Firstly, OP means Original Poster. Now as I mentioned before, you'll find that quote in the first post made by the OP. I did not just pull it out of thin air.
Secondly, members of different cultures may behave differently in various situations. And other members of that same culture would better understand them, that is why I asked you and t_co.
Thirdly, it seems odd to me that a student will openly admit to the media that he should be allowed to cheat. And therefore, my initial question: Is cheating in exams so normal in China that the students think it is only fair ?
I understand how important civil service exams were in ancient China. Thank you for the rest of your post.
I read the original story in Chinese:

The relevant section is bolded. Apparently, the quote about fairness referred to the fact that only one of the six testing centers in the township was instituting such a draconian anti-cheating policy, and hence the parents (not the students) thought it was unfair (since winning slots for Chinese universities are allocated by district). The angry parent(s) also claimed that cheaters could be found everywhere (e.g. in the folks who tested at that testing center in the years prior), so why was his son or daughter being singled out for punishment?

Sounds like the rant of an angry parent to me more than an indication that cheating is rampant.

There is no fairness if you do not let us cheat." When I was teaching ESL in Guangzhou, i had to make the exam 75% oral because the students all cheated on the written portion. The parents of the cheaters came to me saying why was it not 50-50? When I explained to them the cheating, they said that is normal. They took issue with my headmaster and they made me change the test back 50-50 so they could pass. Granted this was private school where the company was in it for the money, but it does show the culture. The parents are not interested in their kids learning, they just want success.

EDIT: And yes, you're right, I did spend most of my youth outside China, although I attended Beijing Huijia for middle school.
My primary occupation was corporate analyst but CIEO school was in the same building so I did that while they were short on teachers for extra cash. Living in Tianhe is more expensive than I thought it would be and I needed to pad my savings.

Well, that makes sense - if the school was hiring amateur teaching staff, they were likely nothing more than a degree mill. In that case, one cannot take the educational conditions there as a broad indication of educational standards across China.

That is pretty funny and I can agree with it somewhat. When they changed my grading to make parents happy I realised it was all about the quai . What I don't agree with is that it is a poor example when it is in fact an excellent example of the cheating culture. This was not free public school where rote learning is pumped out like a factory, this was Western style schooling which is far superior to what they received. They couldn't comprehend what it meant to think for themselves and wanted everything fed to them. Their parents were taught this way and even though spending good money for the best education, they still demand their children pass whether they learned it or not.

In reality, India is the worst place for female. No coutry could be on par with India in this issue.

Child rape is deemed a serious form of crime in China, one CPC official was just given a death penalty after being convicted of child raping.

I like the way Indian posters generalize about Chinese over individual cases. I remembered the days when i was posting about rapes in India, Indian posters asked me not to judge India from individual news reports, suggesting that it's unfair.

Having known plenty of Chinese friends and relatives who went through public schooling in China, I'd have to say your assertion that "free public school in China is rote learning/inferior to this Western private school" is patently false. Poorly accredited private schools like the one you taught at in China are generally viewed as inferior degree mills for rich kids that can't make it through the public schooling system because it's too hard, not because the educational quality at these schools is somehow better.

1 cheating cant make manned space mission and ASAT successful and cheating will make prc remain as an average country without reliable rocket tech so cheating in test should surely be prohibited without doubt.

2 on the other hand more colleages need to be built to meet the need. many talent chinese young people cant go to colledges because of the very extreme and difficult entrence exame. a good scientist doesnt necessarily need to grow up in high school age and probably only in his higher education stage can he be dug out and recognized as a real talent.
