DRDO is basically a set of laboratories which has been distributed from J&K to TamilNadu and Gujrat to Orissa. And among these they have dedicated laboratories to all three wings. No no need of restructuring.
We need proper man power management and that is the need of hour.
HAL is a production unit and should be kept separate from R&D. But regular expertise exchange should be carried out in between these labs for idea generation and exchange.
We need a better project management approach, maybe a different cadre that manages these projects instead of scientists of DRDO.
But most of all, we need an Air Force equivalent of the Naval Design Bureau.
OFBs sholuld be made just production units, people with capability in R&D who presently work in ofb should be deputed to the above mentioned wings .
Why? That is just asking for trouble. It can lead to prejudice based on the fact that DRDO scientists and OFB engineers are recruited differently and belong to different cadres. DRDO has no incentive in promoting OFB people above its own scientists.
Besides, OFB requires an in-house R&D department. Every manufacturing unit does. Are you not happy with Dhanush, and mounted version of Dhanush?
Guys . Time has come when we have to reshape DRDO & HAL as both organisation are not performing up to level when you talk with them , they cry for over work , not fulfilling key person seats , etc etc
DRDO should be divide into 3 section with 3 new names ,& merge HAL into them . Like
1) DRDOAWO (Defence reasearch devlopment aifroce wing org)
2)DRDOINO (Defence reasearch devlopment India Navy wing org)
3)DRDOARO (Defence reasearch devlopment Amry wing org)
All three will work separately & HAL will be merge into DRDOAWO
Pls share your view how we can take better result form DRDO & HAL . i hope something need to done as per CAG report .

As Chinmoy stated, splitting DRDO like that is not a good idea. Its a collection of labs, each with its own specialisation, that are jointly administered.
A better idea would be Joint Working Groups (a different name can be given). For example, if we want to develop a Futuristic Tank, we need officers from Armoured Corps Center and school that make the tactics and officers from schools of other related arms (like Mech Infantry and Engineers) to form a group with DRDO scientists from the core design team and related laboratories, as well as people from the manufacturing agency (HVF or any private enterprise). This Joint working group needs to work in a complementary manner and brainstorm together.
The problem is who will administer such a group so that there are no turf wars and finger pointing when things go awry.
