Project Commencement of Barmer Refinery to be done by Prime Minister Shri Narendra Modi on 16 January, 2018

Project commencement of Barmer Refinery at Pachpadra, Rajasthan is scheduled to be done by the Prime Minister Shri Narendra Modi on 16th January, 2018. Chief Minister of Rajasthan Smt. Vasundhara Rajeand Union Minister of Petroleum & Natural Gas, Skill Development & Entrepreneurship Shri Dharmendra Pradhan will also be present among other dignitaries.

Project details:

  1. Project Cost – Rs.43129 crore
  2. Target Mechanical Completion – 4 years
  3. Refining Capacity 9 MMTPA
  4. Equity share of HPCL – 74%
  5. Equity share of GOR – 26%
  6. Location – Pachpadra, Barmer, Rajasthan
  7. Incentive – Interest free loan of Rs.1123 crore per annum for 15 years from date of commissioning to be refunded in next 15 years from 16th year onwards
  8. Refinery capable of producing BS VI products

Comparative status as compared to 2013

  1. In 2013, the project was approved by GoI and Foundation Stone was laid by the then President of Congress Smt. Sonia Gandhi on 22.09.2013 at Pachpadra, Barmer just prior to the imposition of Model Code of Conduct on 27.09.2013.
  • 4800-acre land was allotted to the Project without any lease deed being executed,
  • Hence, surface right of the land was in the papers only.
  • Even Environmental Clearance to the project was not obtained.
  • No physical activities on the ground was initiated in 2013.
  • All this display lack of due diligence on the part of the then State Government.


  1. With the NDA Government at the Centre, genuine and earnest efforts were made by the State Government with the intervention of Ministry of Petroleum & Natural Gas, GoI and project was re-negotiated on better and advantageous financial terms & conditions.
  • Earlier, IRR of the project was 6.32 and now it has been improved to 12.2%.
  • This has resulted in reducing the financial burden on the State Government from Rs 56,040 crores to Rs 16,845 crores resulting in saving of Rs 40,000 crores to the State ex-chequer. Cost of the land to the tune of Rs 188.80 crore has been adjusted against the upfront equity of GoR in the project.


  1. It was decided to start physical activities at the project site before the formal ground breaking ceremony so as not to repeat the mistake committed by the then State Government of launching the project only on paper.


  1. For this, all the statutory clearances/approvals for commencement of work were obtained expeditiously like
    • Environmental Clearance from MoEF,
    • Approval of GoI to the revised project and
    • Execution of Lease Deed of the allotted land of 4567.32 acre for the Refinery Plant.
    • Further, 250-acre land allotted for development of Marketing Terminal at Pachpadra, Barmer.


  1. Construction of Boundary Wall has been started after execution of lease deed of land w.e.f. 29.09.2017 by awarding the tender of Rs 40.70 crore. Other tenders of Rs 50 crores have been awarded for Pre-Project Activities like route-surveys of crude pipeline, product pipeline, water pipelines and Topographic Survey and Soil Investigations.


  1. The earlier refinery was designed for BS-III fuel while now the refinery will make latest BS-VI fuel.

Indian Oil Corporation (IOC) has said that work on the ₹225-crore LPG receiving jetty on Puthuvype island, which is part of a larger project costing a total of ₹715 crore and including a storage facility, is nearing completion. The cost of jetty construction is ₹183 crore. Another ₹42 crore will go into dredging works, said a press release here.

According to IOC’s plan, the construction of both the facilities — jetty and storage terminal — are to be synchronised so that one facility will not become idle for want of the other.

The construction had begun in February 2016.

To be ready by March 2018
Though the jetty is part of the LPG import terminal project, protesters at the project site have not obstructed works, which are nearing completion. It will be ready by March 2018 except for dredging.

Dredging can be conducted just before the commissioning of the project as, otherwise, the required draft will not be available owing to siltation of the basin. IOC has invested ₹183 crore in the jetty, and the facility will simply be idling as the storage terminal will not be ready by the deadline, thanks to the ongoing protest at the storage terminal, the press release said.

The multi-user liquid terminal will not only be for unloading LPG but also for loading / unloading other petroleum products like crude oil, diesel, and petrol. The capacity of MULT is 4.52 million tonnes per year including LPG. The annual revenue earning expected from MULT after commissioning is ₹50 crore for the Cochin Port, the press release added.

Saksham-2018

Saksham (Sanrakshan Kshamta Mahotsav) is an annual flagship event of Petroleum Conservation Research Association (PCRA) under the aegis of Ministry of Petroleum & Natural Gas, Govt. of India , with active involvement of the Oil & Gas PSUs along with other stakeholders like State Governments, for creating focused attention on fuel conservation through people centric activities and to sensitize the masses about the conservation and efficient use of petroleum products leading to better health and environment.

During this year’s month long ‘Saksham-2018’, various interactive programs and activities are planned with the campaign on fuel conservation, getting a kick-start in a mega inaugural function to be held at Siri Fort Auditorium in Delhi on 16th January,2018.

The month long campaign aims to intensify efforts for making citizens aware about the conservation and effective utilization of petroleum products. For this, PCRA will carry out various people centric activities such as Training Programs for Drivers / Fleet Operators, Fuel Efficient Driving Competitions, Group Talk with Ladies / Cooks / Maids / School / College Girls on fuel saving & benefits of LPG / PNG over biomass, Educational Programs for Schools / Colleges / Universities, Awareness Programs for Farmers, Walkathons, Concerts, Exhibitions, etc. Beside this, PCRA has also planned to observe Cycle Day on 21st January throughout the country & Cyclothon event at Indore, Bhubaneswar, Mumbai etc. to spearhead the message of fuel conservation, reduction of vehicular emission by reducing congestion and improving traffic flow.

Nationwide campaign on various media platforms viz. All India Radio, Doordarshan, TV channels, Private FM channels, Digital Cinema Theaters etc. on fuel conservation and Cyclothon activities are planned for various cities. An exhaustive coverage through social media across the country is also planned by PCRA during Saksham campaign including interactive contests through Facebook, twitter, MyGov platform etc.


The prizes to the winners of PCRA Saksham National Essay and Painting competition from schools of all education boards shall be given away during the inaugural function which includes Singapore Study tour, Laptops, Tablets & cash prizes to encourage children for continuing their efforts and enhancing their knowledge on energy conservation. Saksham, an initiative of Ministry of Petroleum & Natural Gas is going to enthuse the masses with a new energy coupled with an all-out effort for saving the precious treasure, the ‘Fuel’, which will also contribute in keeping our environment green.

Former Rajasthan chief minister Ashok Gehlot today said the changing of the function's name is nothing but face saving by the chief minister.

Prime Minister Narendra Modi will inaugurate the commencement of work of an oil refinery at Pachpadra in Rajasthan’s Barmer district whose foundation stone was laid by the then Congress president Sonia Gandhi four years ago.

The Congress yesterday had slammed the state government for re-laying of foundation stone, saying it had already been performed four years ago by Gandhi. Barmer Collector Nakate Shivprasad Madan said the project commencement of the refinery at Pachpadra is scheduled to be done by the prime minster on January 16.

The function was earlier termed as a ‘shilanyas karykram’ or the foundation laying ceremony. Former Rajasthan chief minister Ashok Gehlot today said the changing of the function’s name is nothing but face saving by the chief minister. He also alleged that the government stalled the project of oil refinery for four years and misled the people of the state.

“All the welfare schemes started by the former Congress government were stalled by the present government and now it is trying to take credit for political advantage ahead of the elections,” he told reporters

PM to attend commencement of work function for Rajasthan Refinery in Barmer, Rajasthan

The Prime Minister, Shri Narendra Modi, will attend a function to mark the commencement of work for the Rajasthan Refinery at Pachpadra, in Barmer district in Rajasthan on 16th January, 2018. He will also address a public meeting.

Rajasthan has significant reserves of oil and gas. The Rajasthan Refinery will be the State’s first. It is envisaged as a 9 MMTPA Refinery cum Petrochemical Complex. The product output from the refinery will conform to the advanced BS-VI emission norms. The estimated cost of the project is over Rs. 43,000 crore. The project is a Joint Venture of HPCL and Government of Rajasthan.

The Governor and Chief Minister of Rajasthan, and several Union Ministers are expected to attend the event.

Mukhya Mantri Anila Bhagya Yojane – Clarifications

New Delhi February 6, 2018

It has come to the notice of the Union Ministryof Petroleum & Natural Gas through the advertisement of the Government of Karnataka in Times of India (Bengaluru Edition) wherein it has been published that Mukhya Mantri Anila Bhagya Yojane (MMABY) is being implemented in the State of Karnataka in collaboration with Govt. of India. The State Government of Karnataka has earlier approached the Ministry for approval of MMABY. This Ministry had advised State Government to implement MMABY as a complementary Scheme of PMUY and has advised the State Government to follow the procedure of implementing the Scheme through OMCs only, being done in case of States Chhattisgarh, Jharkhand, Assam, Punjab and Haryana.

Union Ministry of Petroleum & Natural Gas through number of communications from time to time has requested the State Government to implement the Scheme through OMCs only. Instead of following the same, the Govt. of Karnataka is unilaterally going ahead with implementation of MMABY directly through distributors’ network without involving OMCs. This system may lead to large scale chaos and implementation issues in the field.

The State Government while announcing the current implementation Modalities of MMABY has gone back on the earlier agreed commitment in the joint meeting of Union Minister of PNG and Minister of Food & Civil Supplies, Govt. of Karnataka. Therefore, it is clarified that current format of MMABY not being in line with established procedure and hence is not having concurrence of Ministry of Petroleum and Natural Gas.
