National Security Policy


MHA has formulated detailed policy guidelines for assessment of proposals received from various ministries from the perspective of national security. Based on the inputs received from the agencies, MHA takes decision to grant or deny security clearance with reference to core national security i.e. unity, integrity and sovereignty of the country. MHA has not delegated the decision of granting/denying the security clearance that affect core parameters of national security i.e. unity, integrity and sovereignty of the country. However, other inputs are shared with the concerned administrative ministries to enable them to take appropriate decision, as deemed fit, in accordance with their rules, policy, procedure, guidelines, tender/contract conditions etc.

This was stated by the Minister of State for Home Affairs, Shri Hansraj Gangaram Ahir in a written reply to question in the Rajya Sabha today.

Setting up of National Security Commission

In pursuance of directions given by the Hon’ble Supreme Court for setting up a National Security Commission while adjudicating the PIL filed by Prakash Singh V/S Union of India and other concerning Police reforms, a Committee namely “Committee on National Security and Central Police Personnel Welfare (CNS & CPPW)” has been constituted for recommending the names of IPS officers to the Appointments Committee of the Cabinet for appointment at the level of Director General at the centre on 2nd January, 2017. The composition of the Committee is as under:-

  1. Union Home Minister- Chairman
  2. National Security Adviser- Member
  3. Cabinet Secretary- Member
  4. Union Home Secretary- Member
  5. Director, Intelligence Bureau- Member
Further, taking into consideration the seniority, service profile, suitability, availability of the officers and looking to the tenure of officers for the post, the Committee recommends names of the officers for appointment as Chief of Central Armed Police (CAPFs). All appointments of Director General in CAPFs is done on the basis of recommendations of the said Committee.

Setting up Police Establishment Board is one of the directives given by the Hon’ble Supreme Court on 22nd September, 2006 in Writ Petition (Civil) No. 310 of 1996 filed by Prakash Singh & others and UoI and others. A copy of the above judgement of the Hon’ble Supreme Court was sent to all State Government and Union Territories on 26th September, 2006 for necessary action.

Further, ‘Policed’ being a State subject in the seventh schedule to the Constitution of India, it is primarily the State Government which have to implement various police reforms measures. The Centre has been consistently persuading the States from time to time to bring the requisite reforms in the Police administration to meet the expectations of the people.

Criminal cases against officers

CBI has registered 139 cases against Indian Administrative Services (IAS), Indian Police Services (IPS), Indian Revenue Services (IRS) & Indian Foreign Services (IFS) officers during the last three years since 1.1.2014 to 30.11.2017 which are at various stages.

The Government is taking various steps as under for minimizing the chances of any corruption in public services which includes:



  1. The All-India Service (Discipline and Appeal) Rules, 1969 has been amended to include the provision of conclusion of enquiry and submission of report within a period of six months from the date of receipt of order of Inquiring Authority.
  2. In order to ensure probity amongst government servants, Ministries/Departments/Cadres have been asked to regularly review the officers/officials (including those belonging to IAS, IPS, IRS& IFS) under the provisions of FR-56 (J)/Rule 16 (3) of AIS (DCRB) Rules 1958. The position is reviewed at the level of this Department as well as Cabinet Secretariat. As per information provided by Cadres, provisions of FR-56 (J)/Rule 16 (3) of AIS (DCRB) Rules 1958 have been invoked/recommended against 72 Group A officers (including those belonging to IAS, IPS, IRS & IFS) and 125 Group B officers.
  3. Regular review is undertaken for expediting disposal of pending disciplinary proceedings and for expeditious disposal of pending sanction of prosecution cases within the stipulated timeframe by the respective Cadres/Departments.
  4. In order to speed up disposal of the case pending trial, 92 additional Special Courts for CBI have been set up.

PM to address Conference on Transformation of Aspirational Districts

The Prime Minister, Shri Narendra Modi, will address the Conference on Transformation of Aspirational Districts tomorrow. This event is being organized by NITI Aayog at the Dr. Ambedkar International Centre in New Delhi. The Prime Minister will interact with officials in-charge of transformation of over 100 districts.

This event is in keeping with Prime Minister Narendra Modi’s vision of a New India by 2022. The Union Government has embarked upon a major policy initiative for the rapid transformation of districts that are lagging on specific development parameters. Senior Government officials in the rank of Additional Secretary and Joint Secretary have been designated as officers in-charge, to coordinate the efforts of the Centre and the States in addressing the specific developmental needs of these districts.

Disciplinary proceedings against IAS officers

The Central Government is the competent authority to initiate disciplinary proceedings against IAS officers for misconducts while working in the affairs of Government of India. The Central Government is also the competent authority in respect of disciplinary proceedings initiated by the State Government where subsequent to inquiry, a major penalty has been proposed. There are 36 disciplinary proceeding against IAS officers (State and Central cases) currently in progress at various stages.

The Central Government also considers proposals for sanction for prosecution against IAS Officers for offences under P.C. Act, 1988, subsequent to completion of investigation and filing of chargesheet. In the past one year 8 cases for prosecution sanction have been granted by the Central Government.

DoPT in exercise of powers conferred under sub-rule 3 of the Rule 16 of the All India Services (Death-cum-retirement Benefits) Rules 1958 has prematurely retired, in public interest, 4 (four) IAS officers since 2014. None of the officers belong to the Jharkhand Cadre.

As per report of the State Government, 3 IAS officers belonging to Jharkhand cadre are currently facing disciplinary proceedings for misconducts while working in the affairs of the State Government.

Introduction of Indian Medical Civil Service


There are three existing All India Civil Services, - Indian Administrative Service, Indian Police Service & Indian Forest Service.

Based on the recommendations of the Cadre Review Committee, the Central Government has sought views of all States / UT Governments on the proposal for creation of All India Medical Services.

This was stated by the Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh in a written reply to question in the Rajya Sabha today.

“The Aadhaar data, including biometric information, is fully safe and secure,” the UIDAI claims.

The UIDAI on Thursday dismissed reports of full Aadhaar details being made available on payment of ₹500 by anonymous sellers, asserting that its system is “secure” and any misuse can be traced and action can be taken as it maintains complete log of various functions.

In a statement issued in New Delhi, the Unique Identification Authority of India (UIDAI) reiterated that there “has not been any Aadhaar data breach.”

“The Aadhaar data, including biometric information, is fully safe and secure,” the UIDAI claimed.


The statement comes amid news reports that anonymous sellers were offering unrestricted access to Aadhaar details for ₹500 over WhatsApp.

The Aadhaar-issuing body said it has given the “search facility” for grievance redressal to designated personnel and State government officials to help residents, that too only upon entering their Aadhaar number.

“UIDAI maintains complete log and traceability of the facility and any misuse can be traced and appropriate action taken. The reported case appears to be instance of misuse of the grievance redressal search facility,” it claimed.

UIDAI said since it maintains full log and traceability of the facility, legal action including FIR against the persons involved in the case, is being initiated.

UIDAI said even its grievance redressal search facility offers only limited access to name and other details and “has no access to biometric details.”

“...there has not been any data breach of biometric database which remains fully safe and secure with highest encryption at UIDAI and mere display of demographic information cannot be misused without biometrics,” it said.

At the same time, UIDAI said Aadhaar number is not a secret number, and is to be shared with authorised agencies whenever an Aadhaar holder wants to avail a service or benefit of government welfare schemes.

“Also, mere availability of Aadhaar number will not be a security threat or will not lead to financial/other fraud, as for a successful authentication, fingerprint or iris scan of individual is also required,” the UIDAI said adding that “claims of bypassing or duping the Aadhaar enrolment system are totally unfounded.”

Committee of Governors Constituted During 48th Conference of Governors Submits Its Report

The Committee of Governors, constituted during the 48th Conference of Governors in October 2017, called on President of India, Shri Ram NathKovind, at RashtrapatiBhavan today (January 9, 2018) and submitted its report ‘Rajyapal –VikasKeRajdoot: Catalytic Role of Governors as Agents for Change in Society’. The Committee comprises Shri ESL Narasimhan, Governor of Andhra Pradesh and Telangana; Shri BanwarilalPurohit, Governor of Tamil Nadu; Shri Ram Naik, Governor of Uttar Pradesh; Shri Tathagata Roy, Governor of Tripura; and Acharya Devvrat, Governor of Himachal Pradesh (not present at today’s meeting).

This Committee was constituted to examine the role of Governors in taking forward the developmental process. In its report, it describes an action-outcome framework that can be adopted by Raj Bhavans in their role as change agents and lists out potential priorities. The report emphasizes identifying priority areas along with activities that can help realise the objectives of SarvShrest Bharat. It suggests Governors play a mentoring role in overall implementation of developmental schemes in their states.

NEW DELHI: The Central Bureau of Investigation on Wednesday booked a Defence Accounts official and another person for allegedly siphoning off more than ₹53.63 lakh in 2016 using forged bills pertaining to the movement of an Army unit which never happened.

The forgery was detected last year when a similar bill for ₹1 crore, pertaining to another fake Army unit movement, was submitted for clearance. Subsequently, a complaint was lodged with the CBI.

The accused were identified as Record Clerk Ashwani Kumar and Satish Kumar. The accused had shown the arrival of a new unit – 604SIU – from Guwahati to the audit jurisdiction of Jammu office of the Controller of Defence Accounts.

The accused had created three bills and an authority letter purportedly issued by the Guwahati office of the Controller of Defence Accounts. The bills were submitted in March 2016, when there was a huge rush for clearing all dues of various Army units. They went undetected and payments were cleared.

However, the forgery was detected the second time. The officials found that the bank account given for transfer of funds belonged to one Satish Kumar and it was not a public fund account of the said unit.

When confronted, Satish agreed to repay the entire amount. However, he deposited only Rs.44.17 lakh. “The balance amount of ₹9.46 lakh and interest of ₹2.04 lakh stand as a loss to exchequer,” said an official.

Cabinet approves continuation of Members of Parliament Local Area Development Scheme beyond 12th Plan

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has given its approval to continuation of Members of Parliament Local Area Development Scheme (MPLADS) till the term of the 14th Finance Commission i.e. 31.03.2020.

Details:



The Scheme would entail an annual allocation of Rs. 3,950 crore and a total outlay of Rs. 11,850 crores over the next three years with an additional annual allocation of Rs. 5 crore per year for monitoring through independent agency(ies) and for capacity building/training to State/District officials to be imparted by the Ministry.

The MPLADS funds are released to the nodal District Authorities on receipt of requisite documents and as per provisions of Guidelines on MPLADS.

Impact:

The entire population across the country stands to benefit through creation of durable assets of locally felt needs, namely drinking water, education, public health, sanitation and roads etc., under MPLAD Scheme.

The MPLAD Scheme has resulted into creation of various durable community assets which have impacted the social, cultural and economic life of the local communities in one way or the other.

Background:

The MPLAD Scheme is an ongoing Central Sector Scheme which was launched in 1993-94. Since the inception of the Scheme till August, 2017, a total number of 18,82,180 works for Rs. 44,929.17 crore have been sanctioned from MPLADS fund.

The Scheme enables the Members of Parliament to recommend works for creation of durable community assets based on locally felt needs to be taken up in their constituencies in the area of national priorities namely drinking water, education, public health, sanitation, roads etc. The Scheme is governed by a set of guidelines, which have been last revised in June, 2016.

The Unique Identification Authority of India, the Aadhaar-issuing authority, has decided to enable face recognition as another means of authentication from July 1, 2018.

The decision comes at a time when problems arising due to mismatch of biometrics are being reported about, including those faced by senior citizens with fading fingerprints.

However, the face authentication option will be allowed only in fusion mode, along with another authentication option such as biometrics or one-time password (OTP) on the registered mobile number.

The UIDAI has already captured the face photo during enrollment. "Camera is now pervasively available on laptops and mobiles making the face capture easily feasible for AUAs without needing any additional hardware. Face authentication with liveness detection can be used as an additional factor to increase security," UIDAI said.

“To facilitate this authentication service, UIDAI will work with biometric device providers to integrate face modality into the certified registered devices and also may provide standalone Registered Device (RD) service as required by the ecosystem,” a media statement from the authority said.

While UIDAI plans to release necessary details for implementation of the new feature on March 1, it will be available in production by July 1.

According to UIDAI, more than 1,510 crore authentications have been performed as on date, out of which more than 1,045 crore are biometric authentications.

Plastic or PVC Aadhaar Smart Card is not usable: UIDAI

The Unique Identification Authority of India (UIDAI) said today in a statement that the Plastic or PVC Aadhaar smart cards are often not usable as the QR code commonly becomes dysfunctional during such unauthorised printing at some vendor/shop. Also, there could be a possibility of sharing Aadhaar details (personal sensitive demographic information) without informed consent with some devious elements.

UIDAI reiterated that Aadhaar letter or its cutaway portion or downloaded versions of Aadhaar on ordinary paper or mAadhaar are perfectly valid and people should not yearn for the so-called Aadhaar smart card as it may make them fall to the ploys of some unscrupulous elements who are printing Aadhaar on a plastic/PVC sheet and charging anywhere between Rs.50 to Rs.300 or more.

UIDAI has asked people to keep away from such elements/shops/vendors. Dr. Ajay Bhushan Pandey, CEO, UIDAI said, “So-called Aadhaar Smart card is totally unnecessary and a waste as during such printing its QR code often becomes dysfunctional. The Aadhaar card or the downloaded Aadhaar card printed on ordinary paper or mAadhaar is perfectly valid for all kind of uses.”

“If a person has a paper Aadhaar card, there is absolutely no need to get his/her Aadhaar card laminated or obtain a plastic Aadhaar card or so called smart Aadhaar card by paying money. There is no concept such as smart or plastic Aadhaar card”, added Dr. Pandey.

In case a person loses his Aadhaar card, he can download his Aadhaar card free of cost from https://eaadhaar.uidai.gov.in. The print out of the downloaded Aadhaar card, even in black and white form, is as valid as the original Aadhaar letter sent by UIDAI. There is absolutely no need to print it on plastic/PVC card or get it laminated.

CEO, UIDAI advised people to be watchful for the protection of their privacy and recommended not to share their Aadhaar number or personal details to unauthorized agencies for getting it laminated, or printed on plastic card.

UIDAI has cautioned unauthorized Agencies not to collect Aadhaar information from general public for printing of Aadhaar card as collecting such information or unauthorized printing of Aadhaar card or aiding such persons in any manner amounts to a criminal offence punishable with imprisonment under Indian Penal Code and Aadhaar Act, 2016.
