Cabinet approves MoU between India and Canada for cooperation in the field of Science & Technology

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved a Memorandum of Understanding (MoU) with Canada for cooperation in the field of Science & Technology. The MoU will provide a mechanism and help to foster scientific cooperation between R&D and academic institutions of India and Canada.


Salient features:


· An innovative model of R&D cooperation between India and Canada will be implemented under a MoU concluded by the Department of Science and Technology with the Natural Sciences and Engineering Research Council (NSERC) of Canada.

· Under this MoU, the India-Canada Centre for Innovative Multidisciplinary Partnership to Accelerate Community Transformation and Sustainability (IC-IMPACTS) programme will be supported to promote India-Canada multidisciplinary research partnerships.

· The R&D projects will be aimed at accelerating social transformation by providing solutions through application of science and technology.

· The participants will include researchers from scientific organizations, academia and R&D laboratories from India and Canada.

· Identified areas of mutual cooperation include safe and sustainable infrastructure and integrated water management.

· This will help to develop institutional networking and support the establishment of connections between scientific organizations, scientists and specialists of India and Canada.


Background:


The MoU was concluded in pursuance to the inter-governmental Agreement for Scientific and Technological Cooperation between the India and Canada concluded in November 2005.

This is a hit-job. R&AW discussing with a newspaper editor to influence Canadian politicians about ISI-Khalistan nexus is not even espionage, this is just low-level lobbying. If this were an issue then half the western embassies in Chankyapuri would be told to pack-up and leave.

If this is the extent of accusations against Indian intelligence, then either they are too good at their job or not doing it at all.

Your guess has been confirmed! It's an ISI sponsored hit piece! Apparently these jihadis have infiltrated even CSIS (Canadian Security Intelligence Service) and were trying to block an Indian journalist from getting citizenship. Judge threw out the case so they went with the hit piece like sore losers!

India-Canada relations frigid due to Pakistan

New Delhi/Ottawa, April 19 (IANS)

Ever since the diplomatically disastrous trip of Canadian Prime Minister Justin Trudeau's to India two years ago, the New Delhi-Ottawa relations have been at an ebb. Reason: the increasing influence of Pakistan in Canada.

The Indo-Canadian bilateral relationship has soured so much that recently, in a trivial case, the country''s top intelligence agency Canadian Security Intelligence Service (CSIS) unsuccessfully attempted to get an Indian national''s application for citizenship rejected by accusing him of "covertly influencing" Canadian politicians against Khalistanis (Sikh separatists).

The Canadian court dismissed the accusations against the Indian national, who is an editor of a newspaper in New Delhi but the CSIS ensured that the allegation became the news in the Canadian press.

All this began, sources said, when Canadians of Khalistani-background and Pakistani- descent began to assume significant positions in the Liberal Party of Canada and especially, the Trudeau government.

The Defence Minister of Canada, Harjit Singh Sajjan and the Science and Technology Minister in the Trudeau government, have been publicly called Khalistani sympathizers by Punjab Chief Minister Captain Amrinder Singh. Even the Canadian opposition, New Democratic Party (NDP) leader Jagmeet Singh is an open supporter of Khalistanis.

The Sikh militancy in the 1980s, seeking secession from India and a separate Khalistan state, was sponsored by Pakistan''s military and ISI. Thousands of innocent people in Punjab were killed by Khalistani separatists. Though the militancy was wiped out by the Indian security forces, but in the last five years, several attempts by the ISI in connivance with the separatist diaspora of Sikhs to revive the Khalistani terrorism have been made.

The sensitivity about the issue in India, is however, lost in Canada. The government caucus in Canada has four Pakistani Canadians, who according to sources, have links to Pakistan''s intelligence agency ISI. Iqra Khalid of Jamaat-e-Islami shares the strongest relationship with the ISI, sources said.

Another Pakistani Canadian, Jawad Hussain Qureshi, works in one of the most important departments of the Canadian government - "the Privy Council Office" - which helps the Prime Minister and the Cabinet, in "implementing its vision, goals and decisions in a timely manner".

Pakistan''s influence in Canada is so enormous that even though very few Pakistanis live in Vancouver, but Islamabad has a consulate in the city. Sources said the consulate remains in close contact with the massive Khalistani population in Vancouver. Incidentally, the Sikh Premier and Canadian Labour party member Ujjal Dosanjh was attacked in 1985 in Vancouver because he opposed Khalistan.


Last year, former United Conservative Party member Jason Kenney was investigated by Alberta''s election commissioner for recruiting members of the Pakistani community to support his leadership bid. The revelation was made by Tariq Chaudhry, former president of Pakistan Canada Association who regularly reports to Pakistan consulate in Toronto, sources said.

But above all, sources said, the spokesperson and a recruiter of the CSIS, Tahera Mufti is also of Pakistani-descent. In a piece published in the Canadian press last year, Mufti accused foreign actors of attempting to directly influence the upcoming federal election campaign." Conspicuously, while the piece referred to "foreign actors" such as India, Russia, China and Saudi Arabia, she made no mention of Pakistan in her statement.

Interestingly, Trudeau''s former principal secretary and advisor Gerald Butts later accused Indian Prime Minister Narendra Modi of "screwing" the Canadian Prime Minister during his 2018 trip to India and helping his opposition, the Canadian Conservatives.


"With such Pakistani influence in the Canadian government, there is almost a complete indifference towards India," a source in Ottawa said. Official sources in New Delhi acknowledged the problem. "The relations are so frigid that India finally sent one of its best diplomats, Ajay Bisaria, to repair the relations," an official said.

Canada''s top ''dem leader'' Jagmeet a fundraiser for terror outfits: Intel


New Delhi, Oct 25 (IANS) Leader of Canada''s second largest party, Jagmeet Singh, may be a kingmaker in Ottawa, but for New Delhi he remains a ''pro-Khalistani and a pro-Pakistani'' ringleader despite his deep Punjabi roots In India.

Latest dossier prepared by Indian Intelligence agencies says that Jagmeet, leader of the New Democratic Party(NDP), not only shelters activists of Khalistan in Canada, he leads the anti-Indian movement in the Americas, more vociferously, after India revoked special status to Jammu and Kashmir, early August 2019.


To the surprise of many diplomats in South Block -- the seat of India''s foreign office in New Delhi -- Singh, born to immigrant Indian parents, organised a conference of pro-Khalistan activists in Ontario in 2013, aimed at maligning the image of India abroad.


Two years later in 2015, as legislature member of NDP, Singh appeared at a pro-Khalistan rally in San-Francisco. He blatantly showered praises for dreaded terror leader Jarnail Singh Bhindrawale, killed in a gunfight in Operation Blue Star.


In 2016, Singh went a step further when he endorsed the use of violence as a legitimate form of resistance to achieve an independent Sikh homeland out of India.
Since 2012, Jagmeet Singh now 40, has been on the radar of Indian Intelligence agencies.

On a specific report of Research and Analysis Wing (RA&W), India''s external Intelligence agency, Singh was denied a visa in 2013 for his anti-Indian stance.

The RA&W revealed in one its report that Singh had been funding Khalistani outfits, operating from Pakistan. He is also connected with prominent Khalistani and Kashmiri separatist groups based in different countries of Europe.

Latest reports suggest that Jagmeet Singh is also trying to bring Khalistani and Kashmiri separatists under one umbrella in Canada. Recently he held a meeting in this connection at his residence in Ontario.

Though Singh''s meteoric rise in Canadian politics is seen as triumph of multiculturalism but there are many Canadians of Indian origin who are now questioning NDP leader on his proximity to sympathisers of slain terror kingpin Talwinder Singh Parmar, prime suspect in Kanishka (Air India) bombing.

Parmat, the militant who lead the Babbar Khalsa outfit still has many followers in Canada, allegedly having close ties with Singh.

Sources in the Ministry Of External Affairs said that India is watching the developments in Ottawa closely. As far the political rise of Jagmeet Singh is concerned, New Delhi''s stand is quite clear. Those found harbouring terror outfits or their supporters would not be entertained in India. A point also endorsed and acknowledged by foreign policy makers in Canada.

There's an absolutely horrible writer for the Toronto Star, called Abhya Adlakha, posting tasteless, silly, one sided and condescending messages and information on Twitter, and no doubt for her paper when she can. Calling Indians jingoistic and hysterical nationalists, and warning Indians about the dangers of nationalism. Of course, says absolutely nothing about Chinese nationalism, imperialism, or China's behaviour during this border skirmish. I'm taking her on in Twitter, feel free to join:), though on the other hand, responding to her may be not so wise. I'm going to continue for a while though.

If someone felt Indians/ethnic Indians are a shameless bunch, you could forgive them.( though Indians are generally not). Which other ethnic group writes so negatively, contemptuously, arrogantly, one-sidedly about their own country of origin, the government of that country, the religion and culture of the country, its achievements, or a particular movie( in this case), in the columns of newspapers in the US, Canada et al, as do Indians? Where are the Filipino, Indonesian, Congolese, Brazilian, Mexican, Thai and South Korean ethnics, slamming their country of origin? Don't they have controversies, issues, fault lines? That same observer could be forgiven for thinking that they don't!

Which other ethnic group writes so negatively, contemptuously, arrogantly, one-sidedly about their own country of origin, the government of that country, the religion and culture of the country, its achievements, or a particular movie( in this case), in the columns of newspapers in the US, Canada et al, as do Indians? Where are the Filipino, Indonesian, Congolese, Brazilian, Mexican, Thai and South Korean ethnics, slamming their country of origin? Don't they have controversies, issues, fault lines? That same observer could be forgiven for thinking that they don't!

The thing about Indians is that, unlike in other countries, most Indians don't mind selling themselves for a few dollars. Also, the cost of escalating such things is very low in India, and hence, elements hostile to the country have such audacity. The governments so far have done nothing and the current one, meanwhile good in administration, is soft on dealing with crushing undercurrents.

Until the cost of escalation is very high, this will continue.

^ That is correct and is one of the reasons for sure. A Chinese Canadian friend also observed that Indians are a very impassioned people, who like to discuss politics, religion and history. Whereas the other overseas ethnicities are just obsessed with making money and surviving, thriving.

One motive for selling themselves is the desire to sit at the 'high table' in the Western countries. You help yourself in that goal, by sticking your nose in the air and looking down at India, denigrating or belittling it in whatever way possible.

In India itself, the cost of this behaviour is very low, as you say. All these critics of the Kashmir Files, in India and out of it, would almost certainly not dare to to go to Kashmir and write the same derogatory, derisive lines about the various militant separatist groups. They know what the price of that would be.

This is what the Indians from other states need to do. Start taking out these traitors and maintain a silence of unity. Journalists, professors, media intellectuals, student leaders, etc., it doesn't matter. If they start nonsense against the country, don't report to the police. Take them out either with a sound thrashing or other means.

Do it a few times and see how things change overnight. And no, none of that wuss "Follow the law" crap.

where are the Indo-Canadians who are not Khalistanis speaking up? They need to speak up more against this moron. Otherwise the Indo-Canadian relationship will decline drastically.

They are not speaking up coz they are in minority and not supported by Canadian Govt. Canada is a kind of zoo with most anti Indian specimen collected. A bigger experiment than say UK. Be it lankan Tamils, Khalis, Evangees, leftists etc - you shall find them in abundance. India remembers that - and shall act accordingly.
