Real story behind Kargil war

The media story about Kargil war is the war was started by Pakistan by occupying the vaccant posts in winter. Later India fought and won those posts except one

I heard another story from youtube that War was has orchestrated through Pakistan by America and the goal was to make India sign CTBT, allowing American insurance companies in India, making Indian economy more liberal and such. Soon after pakistanis pull out, India signed several agreements with USA ( notably no CTBT) . Is their any truth behind this story?
