Highlights of the Railway Budget 2013-14:

1. Safety
2. Consolidation
3. Passenger Amenities
4. Fiscal Discipline.

Some Achievements/Initiatives

IR enters the one billion tonne Select Club joining Chinese, Russian and US Railways;

IR also joins Select Club running freight trains of more than 10000 tonne load;

'Fuel Adjustment Component' concept to be implemented linking tariffs with movement of fuel prices;

Target of Rs 1000 crore each fixed for Rail Land Development Authority and IR Station Development Corporation to be raised through PPP in 2013-14;

New fund – Debt Service Fund – to be set up to meet committed liabilities of debt servicing for WB and JICA loans for DFC and other future liabilities.

Measures for improving Safety & Security

Making a Corporate Safety Plan for a ten year period (2014-2024).

Elimination of 10797 level crossings during the 12th Plan and no addition of new LCs to the IR system henceforth.

Introduction of Train Protection Warning System on Automatic Signalling Systems.

Rigorous trials of the indigenously developed Train Collision Avoidance System.

Using 60 kg rails, 260 meter long welded rail panels and improved flash butt welding technology.

Introduction of 160/200 kmph Self Propelled Accident Relief Trains.

Induction of crash worthy LHB coaches with anti-climb feature.

Rehabilitation of identified 17 distressed bridges over next one year.

Provision of comprehensive fire and smoke detection systems.

Provision of portable fire extinguishers in Guard-cum-Brake Vans, AC

Coaches and Pantry Cars in all trains.

Use of fire retardant furnishing materials in coaches.

Measures initiated to deal with elephant related accidents.

Four companies of women RPF personnel set up and another 8 to be set up to strengthen the security of rail passengers, especially women 2 passengers.

Recruitment to RPF with 10% vacancies reserved for women

No hike in rail fares

This is most important. So does that mean that elections are round the corner or some 3-4 months away????
True all election gimmick but they ignored main things as usual


1) Introduction of new tech and fuel efficient trains/engines

2) passenger safety and facilities

3) speed and anti- collision devises

or am i missing something:confused::confused:

Highest ever plan outlay of Rs 63,363 cr.
Gross Budgetary Support - Rs 26,000 cr
Railway Safety Fund - Rs 2,000 cr
Internal Resources - Rs 14,260 cr.
EBR - Market Borrowing - Rs 15,103 cr;
EBR - PPP -Rs 6,000 cr.
500 km new lines, 750 km doubling, 450 km gauge conversion targeted in 2013-14.
Loan of Rs 3,000 cr repaid fully;

IT Initiatives
'Aadhar' to be used for various passenger and staff related services.

Setting up of 75 MW capacity windmill plants and energizing 1000 level crossings with solar power.
Deployment of new generation energy efficient electric locomotives and EMUs. (@blackwater: don't know what exactly this means but yes new gen locomotives will be used)
More usage of agro-based and recycled paper and ban use of plastic in catering.

Though no direct hike have been made, a fuel adjustment component would be adopted which will be dynamic in nature and change in either direction with revision in fuel cost.
So in theory price can come down. By the way things are, this will be only in theory i suppose.

Is this a monthly buget or annual buget?

Are these new locomotives or EMUs being manufactured in India or are they being procured. Either way nothing will happen for the next 4-5 years.

This whole budget is high on promises without substance.

Why should prices come down. We are not an economy in deflation where the prices should come down.

Bansal has bamboozled us with ‘reform’ talk in Rail Budget | Firstpost

The benchmark for what passes for 'reforms' in India is today so low that just about anything is hailed as 'reformist'. Railway Minister Pawan Kumar Bansal's budget on Tuesday has bamboozled sufficient numbers of even discerning media commentators into believing that it is a visionary document.

Yet, the fine details of the manner in which Bansal achieved the relative efficiencies in the operating ratio, and the fact that they have been offset by other measures, such as the pledge to add to the Railways' already bloated workforce, bode ill for the long-term health of the Railways.

As Firstpost noted on Tuesday, the "efficiencies" that Bansal touts were achieved be slashing the capital fund, the development fund and the provision for depreciation – which will be a drag on future expansion. Cutting back on new lines and on track renewals and scaling back on wagon procurement too helped to improve operating ratios. But they come with costs – in terms of foregone capacity and revenue and, more ominously, railway safety.

Yet, Bansal's gravy train of goodies made all the political stops that his political masters would have required of him, as Firstpost noted here. And although there is manifestly no money even for important projects, there's evidently enough available for what Mamata Banerjee may have considered its "social responsibility" – such as the decision to recruit 1.5 lakh new employees, evidently with an eye on the 2014 elections.

In a larger sense, it is the UPA government's regressive tinkering with the pricing mechanism in, for instance, fuel prices that has accentuated the problems to the macroeconomy by bloating subsidies. Recent efforts at deregulating diesel prices, for instance, are only a rearguard action to undo the damage of the past nine years.

Bansal has been given a free pass on his gravy train, with commentators buying too readily into his 'reforms' rhetoric even though he hasn't quite walked the talk.

Vision defying!

I don't think anyone would mind if the tariff rises.

They sure feel cheated when the service continue to be shoddy and even deteriorates!

Bengal has lot to be peeved about. The order for wagons is being reduced and the money saved is being shown as improvement in the operating ratio ( Ratio of earnings to expenditure). Kolkatta has many wagon manufacturers and they will be feeling the heat, especially as a couple of them are PSUs.

With air fares once again going through the roof, the railways will be the mode of transport for many.

Increasing trains by the year to satisfy the whims and fancies of the Minister and his Political Party (be it any Railway Minister from any political party) has been the bane of efficiency in the Railways. Also, it has been a great 'weapon' for political patronage to their loyalist through jobs and contracts.

Indian Railways is not a toy that can be moulded every year on whims and fancies.

It requires vision, organisation and operation as would any corporate entity.

One has to have an eye on the profit, as also being able to give the service that the customer expects and deserves by paying.

Currently, the manner in which the Railways operate or are manage is what would be called 'Ram Bharose'!
