RaGa's Rafale Allegations Blown. Will He Continue With This Charade?

RaGa and some of his illiterate Cong cronies insist that HAL was a nominated production agency for the 126 medium multi-role combat aircraft programme. However, it never reached the contract stage all thanks to the Cong that kept it pending for six long years. Why? But RaGa rushes off to HAL to lecture their employees that the Modi govt is denying the ‘experienced’ HAL the contract and claiming that Modi has helped the Ambanis by giving the contract to them and a windfall of Rs 30,000 crores and coined the phrase, “galli galli mein shor hai chawkidar (Modi) chor hai!!” Really?

Here are the facts……

On the issue lack of experience in making fighter jets, it is agreed that no company in India, except HAL, has the experience of making fighter planes. But then that would mean that we will never create any new capability beyond what exists and will continue to import more than 70% of our defence hardware.

The Cong allegations of Reliance Group benefiting with a ₹ 30,000 crore contract cannot be farther from the truth and total hogwash. Dassault’s share of offsets is only 25%, with the remaining offset obligations being shared by Thales, Safran, MBDA and others. Further, just 10% of the Dassault’s offsets for producing minor parts for the 36 Rafales that are being fully built in France have been given to DRAL (Dassault Reliance Aerospace Ltd). The remainder offsets are with 72 other Indian companies such as BTSL, DEFSYS, Kinetic, Mahindra, Maini, SAMTEL etc. Dassault and its other Tier-I suppliers have already indicated that more than 100 Indian companies will participate in the offset contracts.

As per the guidelines, the vendor is to provide the details of the offset partners either at the time of seeking offset credit or one year prior to discharge of offset obligation, which in this case will be due only from 2020. So how does RaGa keep saying that Modi has already put Rs 30,000 crores into Reliance’s pocket? Well, he must think that repeating a lie a thousand times will make it the truth. It just makes him look sillier!

In accordance with the policy of Make in India, Dassault Aviation had decided to make a partnership with India's Reliance Group. This is Dassault Aviation's choice, as CEO Eric Trappier himself had explained in an interview published in MINT newspaper on April 17, 2018. This partnership led to the creation of the Dassault Reliance Aerospace Ltd (DRAL), a joint-venture in February 2017. This was not Modi’s choice as RaGA contends.

The firm revealed that other partnerships have been signed with other companies such as BTSL, DEFSYS, Kinetic, Mahindra, Maini, SAMTEL etc. Other negotiations are continuing with a hundred more potential partners.

Due to the inability of the UPA government to conclude negotiations and sign the contract for 6 long years, there was no such agreement between Dassault Aviation and Hindustan Aeronautics Limited or any other Public Sector Undertaking. So why is RaGa creating a shindig now by castigating the NDA govt for not getting the agreement signed with HAL?? What were they doing for 6 years?

So Why Not HAL?

The monopoly of PSUs has led to serious delays and low quality work which has affected our forces for quite a long time. Case in point being, HAL takes 2.7 work hours to do the same task which a foreign company (here Dassault) takes 1 work hour.

On choosing Reliance Defence to be a major offset partner, Dassault said its main Indian partner in the past - HAL - was busy with several projects like the light combat aircraft and the choice was to go with a new entrant into the defence field.

"We were told that HAL was fully booked. We talked to Reliance and they were very keen to create such capabilities in India. They have a track record and the financial capability as well," Dassault’s CEO, Trappier said. Unknown to many is the fact that DRAL is already producing parts including nose cones, undercarriages etc for the Dassault Falcon Falcon jet.

Because HAL is not as productive as Dassault, it would have required a greater number of man-hours to assemble one Rafale than Dassault would have. Owing to the higher labour input, a made-in-India Rafale would have cost Rs 68 crores more than one built in France; in much the same way that an Indian-made Su-30MKI costs more than one purchased directly from Russia. The effort would also have required additional funding for machinery imports and personnel training. That would have increased acquisition costs further.

The bottom line is that the final deal could never be closed by the UPA government. By the time the BJP-led government came to power in 2014, the deal was completely deadlocked with Dassault refusing to certify key components of the jet which were to be built by the public sector company Hindustan Aeronautics Limited (HAL) unless a series of conditions were met.

Significantly for the Indian Air Force, which has faced enormous problems with the reliability of its Sukhoi-30 fighters, the French will guarantee the performance of the Rafale and provide complete logistics support to ensure that 75 per cent of the Rafale fleet will be battle-worthy when required. HAL had wanted the same guarantee for the Rafales from Dassault even if manufactured by HAL!! Dassault rightly refused. How could they guarantee the quality and battle worthiness of aircraft produced by HAL?

The stalemate between the Indian government and Dassault over the supply of 126 Rafale fighter jets, was not so much because of pricing as much as the Hindustan Aeronautics Ltd’s (HAL) competence to deliver on quality and timelines. Two reports by the then American ambassador to India Timothy Roemer and teams of specialists from Dassault, raised critical questions about low quality standards at HAL.

Defence Ministry sources said that Dassault, as well as top IAF officers, agreed that quality would have been compromised had HAL been the Indian partner of the French manufacturer.

Further, Roemer’s confidential report to the then US administration under President Barack Obama, just before his tenure as ambassador ended in 2011, said in clear terms that HAL was not competent to be a partner of either of the two American companies – Boeing and Lockheed Martin – that were keen to bid for India’s medium multi-role combat aircraft (MMRCA), purely because it did not meet the quality standards the two US giants sought.

Based on Dassault’s study of HAL’s Nashik facility the French government conveyed their displeasure over quality control once it was discovered that there were production-related problems over the manufacture of the SU-30s. Dassault’s conclusion was that the company “could not risk its global reputation” by partnering with the HAL, as the latter’s production facilities in Nashik were “in shambles,”according to top IAF sources.

Dassault submitted its report to the French government in early 2014.

Thus the UPA government with Anthony as the defense minister failed to get the deal finalized between HAL and Dassault as the latter had refused to team up with HAL for the reasons stated above.

We need 126 Tejas manufactured by HAL, but the production is woefully short as they are producing just 7 to 8 Tejas per year. This means by the time we get the full complement of Tejas it would be around 2035 by which time the Tejas would be well on its way to becoming obsolete! So what of the timeline of the Rafale, if manufactured by HAL? Less said the better!

So there it is. RaGa and his dirty tricks department need to get their facts straight instead of continuously flogging a dead horse for political brownie points.

His concerns were never genuine. He just did that to show that others are also corrupt. He belongs to the most corrupt family of the country. His father was among the people having huge amount in Swiss bank. Sonia's family in Italy was declared second wealthiest family of the Italy. Sonia was declared 4th richest politician of the world. This is a family of commission agents and decorates. We must kick their back and get back all the money they have looted.

How about this Gandhi bumpkin first sorting out his own scams before pointing fingers at others? These include:

  • The National Herald scam in which both mother and son are out on bail.
  • Bofors scam, a trademark scam of Gandhi family.
  • Coal Scam: CAG calculated it to be to the tune of 1.86 Lakhs crores, whoops mind-boggling!
  • 2G Spectrum Scam: To the tune of 1.76 Lakhs crore!!
  • Common Wealth Games scam: To the tune of 70,000 crores.
  • Chopper Scam: Perfect example of bribery and corruption in India worth more than $610 Million!
  • Robert Vadra's millions made in a couple of years and Pappu hasn't even batted an eye! Fantastic business model, what?
  • Tatra Truck scam.
  • MNREGA scam etc.
Has anyone heard even a squeak from RaGA about these scams as yet? But he's shooting away in the breeze as if there's no tomorrow and tilting at windmills on the Rafale deal praying that something sticks.

Funny thing is that Bharat Bandh was there on hearing of herald scam.
They are just implanting doubts in people's mind one after one, they start another to divert attention before their one is proved wrong. It's high level of propaganda ongoing.

His HAL visit also failed. He must have expected some unionbazi, dharna pradarshan etc, but none happened. Now he is gonna do standup somewhere else. I guess next step will be to romp in those ex air cheifs, retired HAL, MoD babus who are part of the congi cabal.

Doesn't matter. You think pappu is targeting the educated researchers like you? He is targeting the gullible villagers. He has realized the numbers are in the villages, not cities.

The other day I met an auto driver who believes a whatsapp message propagated by Akhilesh yadav and team about how the debt has increased per person in India under Modi.

He will continue to blabber about rafale all the way through the elections.

He will continue to blabber about rafale all the way through the elections.
My Roots are in Village (a big part of My My family lives in Village ) ,, trust me villagers these days go to his rallies for freebies like Free Sweets , desi daru or at times Bear and Money ... but most of them will vote to Modi ... Lots of things have changed in Villages the very first being LPG and 14 to 18 HRs electricity which never happned in last 70 Years ......

In a Facebook post, Gandhi alleged the NDA renegotiated the UPA deal to benefit crony capitalists and reduced India's prestige globally.

India could not get transfer of technology as negotiated during the UPA rule and it was shameful that Indian pilots have to put their lives at risk flying the ancient Jaguar aircraft as the new technology did not come into the country, he said.
He cited a media report to allege that instead of getting 126 Rafale aircraft together with transfer of technology that would have transformed theIndian Air Force, the NDA government renegotiated the deal to get only 36 aircraft made in France.

"Since 2014, instead of taking to closure deals that had been negotiated by the UPA Government, the present government has focussed on renegotiating those deals to benefit crony capitalists.
For instance, the UPA'sRafale dealfor 126 aircraft would have transformed the Indian Airforce allowing us to scrap and replace ancient aircraft like the Jaguar.

"It involved the transfer of technology to HAL which would have helped make us become more self reliant in the future. Instead, the deal was re-worked forAnil Ambani's benefit and reduced to just 36 aircraft - all made in France. These aircraft will take years to arrive in India," he claimed in his post.

Gandhi later tweeted, "Thanks to the PM's massive corruption, the best pilots in the world now have unlimited access to French junkyards for Jaguar spare parts, rather than new, Indian made planes."

Anil Ambani-led Reliance Group has denied the Congress' allegations in connection with deal.

Gandhi and his Congress party have been attacking the government and Prime MinisterNarendra Modiover the Rafale deal, alleging corruption and favouritism.

The Government has dismissed Rahul Gandhi's allegations, while the BJP has accused him of spreading lies on the issue.

The Congress chief alleged that India's pilots are forced to put their lives at risk each day, flying ancient Jaguars, that are kept in the air "using parts scrounged from junk yards in France and other parts of the world".

"Not only is this shameful, it reduces India's prestige globally and puts the lives of our pilots at risk," he said.

He cited a media report claiming that "India is the only air force in the world still flying the Jaguar aircraft, and will now ‘cannibalise' retired aircraft for spare parts".

In a recent video clip on Cong taking out a morcha to protest the Rafale deal protesters were asked by the correspondent what was this Rafale deal all about. They were totally clueless but continued to rant against Modi. Lol!

These buggers don't even know who the Raksha Mantri is and they're out protesting on something they know squat about!! One Congi even said that Rafale is a German aircraft with German technology!! WTF? :pound:Check it out.......


How they herd the gullible with free snacks and transport though they know zilch why they are being told to do so! Wow!

However the actual loss is much bigger. Out of 208 mines, only 30 mines auction has fetch government more than 3 lakh crore.

Puncturing another hole in the allegations of Congress President Rahul Gandhi, a former French Air Force official has come out to assert that there is no corruption and favouritism involved in the Rafal Deal.

Anil Ambani’s Reliance Group companies have filed defamation suits against 15 national, international and regional media houses and journalists in Ahmedabad’s city civil court claiming that that articles published by them regarding the Rafale fighter aircraft deal were “libellous and derogatory”.

The latest round of cases seek damages ranging from Rs 5,000 crore to Rs 10,000 crore.

The company has also filed a defamation complaint against Congress party spokesperson Abhishek Manu Singhvi for Rs 5,000 crore.

Amid Rafale dogfight, Defence Ministry audit finds HAL-made jets costlier

Fighter jets produced by the Bengaluru-based Hindustan Aeronautics Limited (HAL) under foreign licences are costlier than the same aircraft made by the Original Equipment Manufacturer (OEM), a recent Ministry of Defence (MoD) review has found.

The development comes amid the Modi government and Opposition slugfest on the state-owned company being excluded from the Rs 7.87-billion euro deal, under which Dassault Aviation, along with Anil Ambani's Reliance Group will produce 36 of the fourth-generation, twin-engine, multi-role fighter jet.

The review document has found that the HAL-made Su-30 MKI of the Indian Air Force is about Rs 150 crore costlier than its Russian counterparts produced by the JSC Sukhoi Company. The Russian versions cost Rs 269.77 crore, whereas the same jets produced under Russian license in India, come at a price range of Rs 417.69 crore.



“The aircraft produced at HAL comes at a significantly higher cost when compared to direct purchase from the OEM,” the document added.

The audit also found a huge cost difference between the British-made Hawk trainer aircrafts and the ones made in India. 24 of these 62 jets, bought in 2004, were acquired in a fly-away condition, whereas the remaining were to be manufactured by HAL.

While the British-made Hawks would cost Rs 78 crore, the HAL-made ones would come under the price range of Rs 88 crore per unit. The manufacturing costs in India shot up to Rs 98 crore and Rs 153 crores respectively, during 2010 and 2016.

As I had mentioned in my earlier post, the monopoly of PSUs has led to serious delays and low quality work which has affected our forces for quite a long time. Case in point being, HAL takes 2.7 work hours to do the same task which a foreign company (here Dassault) takes 1 work hour.

Do the Cogis even bother to read these stats? They probably do but continue to flog a dead horse in the hope of making corruption allegations stick and try and convert it into a bofors that brought the Cong down to its knees at the hustings.

At 1.20 sec. Rowl baba can be seen selling lies. He says UPA Govt gave Rafale contract to HAL. While we all know in reality no contract was ever signed.
But for one I like the way he misguides gullible voters(rural) that they wont get the prices of their agri produce coz Govt is giving their money to corporate defaulters. That s some creative story writing. Wonder how much the voters will believe it
