India is definitely be better with F 4 varients of Rafales India than have to go for their domestic productions if that to happen

Ordersize won't be big to produce domestically. 36 more. And few of our existing 36 already being equipped with few F4 features.

Absolutely.
All the export Rafale, excluding the first 24 for Egypt, are built to the latest standard. That means it is easy to upgrade to F4.2 (the most complete upgrade).
Older french Rafale and first 24 of Egypt are only upgradable to F4.1, with less hardware change.

Are the updates something that can be done at the BRD/squadrons bases or would they need to go to the OEM/DRAL?

I hope Modi makes some sort of long term deal with the French regarding more upgraded Rafales instead of another aircraft competition that lasts another decade.
