Never heard of any ToT with regards to R-73. BDL is though manufacturing ASRAAM in India under license.

I had heard Somewhere that BDL is Manufacturing R-73s under transfer of Technology here in India itself. I don't exactly recall when, maybe I might be mistaken with the ASRAAM?

IAF has always procured R-73 from Russia. I am yet to find an instance that R-73 were procured from BDL.
Our Astra-IR aka NG-CCM is also based on ASRAAM for which BDL is licensed manufacturer.
