3.Ship Design not being frozen and change in design during construction.

Main delay was in delivery of propulsion and MF STAR system from ukraine and Israel we can easily sort these things out by indigenising radar and ordering propulsion package from America.

There is a much cheaper and easier solution for that....

Is it possible to repurpose RBU launchers for something like this? I mean, a guided missile with somewhat similar dimensions can be developed and used instead of standard anti submarine munitions.

First ship of P-15B destroyers will still hvave 76mm Oto Melara naval gun. It will be later refitted with 127mm BAE naval gun.
