India to embark on a path of self-reliance in submarine design and construction: P75 I program soon to be announced: Manohar Parrikar

New Delhi, Nov 22, 2016. Shri Manohar Parrikar, Raksha Mantri, speaking at an International Seminar on Current and Future Challenges in Design and Construction of Underwater Vehicles, organized by FICCI with active participation of Indian Navy at Federation House, New Delhi, emphasized the commitment of government towards modernization of armed forces. He mentioned that the current government has cleared more than 2 lakh crore worth defence acquisition since it came to power and is resolved to order 3 lakh crore (cumulative basis) by the end of this financial year.


Mr Parrikkar commended Indian Navy for commendable track record in indigenously designing and constructing the advanced Front line Warships such as Destroyers, Frigates, Anti-Submarine Warfare Corvettes, Landing Crafts and is in the midst of constructing an Aircraft carrier. He further stated that in keeping with “Make-in-India” the indigenous content of the latest Naval Platforms is today a staggering 85-90 %.

During the deliberations he mentioned that the 24 submarines which are to be acquired as part of the 30 year submarine building plan of India, out of which 6 submarines have been ordered on MDL and the same are being built with the help of ToT from DCNS. Comparing submarine Construction programs in other countries Parrikar further said that India should rethink its submarine building program and expand its fleet beyond the planned 24. He brought out while the underwater platforms built under the aegis of ATVP achieved indigenisation content >70% P75 program has not achieved quantitative indigenisation and is limited to 30%.

While emphasising the importance the importance of strategic programs, he mentioned that RFP for the much awaited P75(I) program, under which 6 more submarines are to be built with the help of private sector will be under the Strategic Partnership (SP) Model. He quickly added that the chapter on SP is being drafted and would be finalised soon and thereafter cleared by DAC and then referred to cabinet for approval. With the approval of SP, the program P75(I) program will be fast tracked, having lost some time in finalising the model.

He further directed the Navy and FICCI to submit specific recommendations as an outcome of the day long seminar which he would like to take note of for future acquisition plans.

Admiral Lanba PVSM, AVSM, ADC, Chief of the Naval Staff, Indian Navy while addressing the audience mentioned that the Aim of Indian Navy is to indigenously design and construct the submarines with the help of industry, academia and R&D. He brought out that Naval Platforms operate for nearly 25 – 30 years and thus depend on the partnership with the industry. He was quick to add that the Naval Capability Building cannot be accomplished by Navy alone and it has to be a collective effort of the government agencies, R&D and industry. He emphasised on the fact that the above aim needs firm support of robust budgets and sound infrastructure. He shared Navy’s belief that self respect comes from self reliance. He rued that while Indian Navy achieved large scale indigenisation in Warship building the same cannot be said for Submarine design and construction. He was appreciative of the courage of the private industry having invested huge sums in this niche sector and has been resilient in withstanding the long gestation periods. He acknowledged that such efforts are to be supported by long term partnerships and commitments. He committed that Navy and industry would continue to grow on indigenisation. He talked of the Strategic Partnership model and said that it was a step in the right direction for building the much needed submarines at the required pace. He said Navy would continue to promote higher R&D in industry and partner with those who posses domain capacity and capability. He reiterated that life cycle support of the submarines is also to be given equal importance and emphasised that time lines for delivery of submarines is an important factor since delays would lead to obsolescence of technology on board. He highlighted the need for creativity, adaptability and flexibility to compress program cycle times. He directed that the dialogue initiated in the seminar would continue beyond to build long term partnerships.


Speaking on the occasion, Mr. Harshavardhan Neotia, President, FICCI expressed happiness over the highly collaborative work between Indian Navy’s Submarine Design directorate, MoD and Industry and stated that it is visible in industry’s highly productive and frank interactions with MoD staff to achieve vital national objective of Indigenous design and construction of underwater platforms. He further quipped that Indian industry believes that P75I program is on track and is looking forward to participate productively in this program as well as the subsequent ones. Mr. Neotia stated that industry sees Make in India (Defence) as an opportunity towards not only achieving self-reliance but also creating the eco system that would promote high technology manufacture and high skill jobs in the country.


Rear Admiral CS Rao NM mentioned of low visibility of DND (SDG) matching the underwater platforms and traced the history of the Submarine Design organisation of Indian Navy and reiterated the need to nurture the skills required for design and construction of these man made stealthy sea- monsters and brought out that these aspects would be addressed in two sessions; namely, synergy between key players and the emerging submarine technologies.

Calling for a rethink of its submarine building programme, Defence Minister.Manohar Parrikar Tuesday said India should look for greater numbers than the existing plan of constructing 24 such vessels.
Referring to the existing 30-year submarine building plan that envisages construction of 24 submarines, including both nuclear and conventional, Parrikar said India needed a longer term plan till 2050. The existing plan ends in 2030.
He also said that the strategic partnership model is in the last stage and once brought out, the ministry will fast-track the P75 India project under which six more conventional submarines are to be built. He rued that unlike the ongoing nuclear submarine project, the indigenisation on the Scorpene projects is very low (30-40 per cent).
Parrikar emphasised on the need to retain skill and skilled people engaged in submarine construction and said the focus should also be on maintenance. “We need to rethink about the real requirement based on our projection… We also need to assure that the skilled manpower and skills developed need to be retained,” he said.
The minister noted that prime contractors are chosen through stringent criteria aqnd are nurtured through award of contracts on sustained basis so as to retain the industrial base skills, capabilities and technology.
He said that Russia has built 595 submarines till date while the US has constructed 285 submarines. On strategic partnership, he said, “It has already been approved and the drafting of the chapters is underway. Approval is needed by the Defence Acquisition Council (DAC) and probably by the Cabinet as well as it has financial implications,” he said. Parrikar also called for a higher level of indigenisation in submarine-building.
“Indigenisation in Scorpenes is not up to the mark, but in the Advanced Technology Vessel (ATV) programme (nuclear submarines) it is over 70 per cent,” he said.

I think if a design is good enough for Germany, Israel, Portugal, South Korea and many other nations it should be sufficient for India. Trying "at all cost" to build a unique submarine carries a big price tag and Australia makes the same mistake for a second time.

The actual and final price for such a German submarine can be checked from various previous deals. And those are boats which swim and dive and exist not just on a promotional presentation given to some greedy politicians.
German has no experience in subs than more of 2000 tons. Their subs are mainly for costal use. German navy has no blue water experience until WW2i

The French win easily the Australian deal, because france has a unique skill in classical sub (ie samll ones) as in heavy sub (SSN and boomer).

All depends of what you want. A costal sub or a blue water one.

Spain, developping it's own sub directly from the Scorpene one (mainly a french design. Not to say a 95% french design), failed heavily.

Thats a rather selective example. Indian industrial capacity and knowledge base is far more comprehensive than Spain .

India will succeed. Its navy is most indigenous of three forces.

Scorpion has been a disaster first data leakages and now low indigenization.

All we need is a flagship project just like arihant in conventional submarine domain.
If we can put resources together we can achieve that.

Indian Navy should never never trust French now after French sold all confidential data of Scorpion.

Indigenousy Designed & Developed products are way to go.

Of course, Exporters will warn you of Failures !!

There is new info that German leaked the data on scorpene sub and if proven true then they are out so that leaves the French and the Russian only but due to the data leak of scorpene ,only the Russian remain

The navy wants a costal sub , the blue water one is with Akula II class sub and other nuclear sub .

The navy wants a costal sub , the blue water one is with Akula II class sub and other nuclear sub .
If you drive a SSK it would be a Coastal Sub, lurks near the shore for enemy sub

If a sailor drives the SSK, it go well beyond International boundaries

Only Russia remains means, there is nothing about P75I..it's wasting Tax payers money
Its not India mistake ,the German did it so now both the German and French are nearly out of race ,its our only option and if IN find the subs to be good and we get a ToT at good price then why not and may be a deal for Kalina Class. Tell me what do you want IN to do ?

P-75I submarines should have four torpedo tubes and two 650mm for popeye SLCM which had a range of 1500km..if Israel gives them

Indian Navy has a commendable track record in indigenously designing and constructing advanced front line warships such as destroyers, frigates, anti-submarine warfare corvettes and landing crafts. Currently it is in the midst of constructing an aircraft carrier. Among the three branches of the armed forces, the Navy has the distinction of having a staggering 85-90% indigenous content on the latest naval platforms in service.

However, while Indian Navy has achieved large-scale indigenisation in warship building, the same cannot be said for submarine design and construction. According to naval chief Admiral Sunil Lanba, “The aim of the Indian Navy is to indigenously design and construct the submarines with the help of industry, academia and R&D.”

“Of the 24 submarines which are to be acquired as part of the 30-year submarine building plan of India, six submarines have been ordered on MDL, and the same are being built with the help of transfer of technology from the French company DCNS,” points out defence minister Manohar Parrikar.

In comparison, India has to still work on its submarine building programme and expand its fleet beyond the planned 24. The underwater platforms built under the aegis of Advanced Technology Vessel Programme (ATVP) achieved indigenisation content of greater than 70% but the P75 India programme has not achieved quantitative indigenisation and is limited to 30%.

For enhancing its underwater surveillance capability, the Navy recently received four naval systems developed by Defence Research and Development Organisation (DRDO). The systems included Abhay—compact hull mounted sonar for shallow water crafts, Humsa UG—upgrade for the Humsa sonar system, NACS —Near-field Acoustic Characterisation System, and AIDSS—Advanced Indigenous Distress Sonar System for submarines. Defence Research and Development Organisation’s National Physical and Oceanographic Laboratory, based in Kochi, has designed the systems.

Sonar is a technique that uses sound to detect objects under water. Indian Navy and DRDO have been successful in developing several naval systems, which will provide a fillip to the quest for self-reliance in this critical area of technology.

The Navy has also launched the Integrated Underwater Harbour Defence and Surveillance System (IUHDSS)—a multi-sensor system capable of detecting, identifying, tracking and generating warnings for all types of surface and underwater threats to Visakhapatnam harbour. Also, the creation of the Sagar Prahari Bal (SPB), induction of Fast Interceptor Crafts (FICs) and commissioning of the IUHDSS are some of the Navy’s initiatives to strengthen security.

Abhay is an advanced active-cum-passive integrated sonar system designed and developed for the smaller platforms such as shallow water crafts and coastal surveillance/patrol vessels. Designed using the latest technology in hardware architecture and advanced signal processing algorithms, the sonar is capable of detecting, localising, classifying and tracking sub-surface and surface targets in both its active and passive modes of operation.

The prototype of Abhay installed on board a nominated naval platform has successfully completed all user evaluation trials to demonstrate the features as per the Naval Staff Qualification Requirements. This system is proposed to be installed on seven ships of three different classes of ships.

Spain, developping it's own sub directly from the Scorpene one (mainly a french design. Not to say a 95% french design), failed heavily.

So.... good luck.
Spain developed any Nuclear submarine ??

if we can develop a nuclear submarine then we can also develop a
diesel electric submarine.

No for Spain.
A boomer is a big device, with much space available than in a SSK. Appart the nuclear reactor, it's simple to study the bigger one.
But I'm sure you will succeed at the end with the SSK. Main "problem" is : when? and how efficient will it be?

INS Arihant is just 6000 Ton Nuclear submarine (we are building 12000 tons & 18000 Ton submarines too ) ......

fuel cell based AIP is developed , propulsion systems & Most of the sensors are developed .

& Now we have Experience of making submarines ..........

so we will be successful .

Appart the nuclear reactor, it's simple to study the bigger one.
