Batla House encounter case
Batla House encounter officially known as Operation Batla House, took place on 19 September 2008, against Indian Mujahideen (IM) terrorists in Batla House locality in Jamia Nagar, Delhi, in which two suspected terrorists, Atif Amin and Mohamed Sajid were killed while two other suspects Mohd Saif and Zeeshan were arrested, while one accused Ariz Khan managed to escape. Encounter specialist and Delhi Police inspector Mohan Chand Sharma, who led the police action was also killed during the incident. The encounter led to arrest of a number of local people, leading to widespread allegations and protests by political parties, civil society groups, activists,[1] especially teachers and students of the Jamia Millia Islamia University. Several political organizations like the Samajwadi Party and Bahujan Samaj Party (BSP) demanded a judicial inquiry into the encounter, in the Parliament, as "new versions" of the encounter, started appearing in the newspapers.[2][3] Subsequently, on the Delhi High Court's directive on 21 May 2009, the National Human Rights Commission (NHRC) in its 22 July report cleared the police of any violations of rights.[4] Public speculations and debate however continued.[5]
The incident took place a week after five serial blasts on 13 September 2008 that hit Delhi in which at least 30 people were killed and over 100 injured.[6][7] The killing of Atif Amin, who was the chief bomber of the Indian Mujahideen, had dealt a severe blow to the group, which earlier been blamed for terror attacks between 2007 and 2009, in Delhi, Ahmedabad, Jaipur, Surat and Faizabad, according to investigating agencies. On the two-year anniversary of the encounter a shooting took place at the gates of historic Jama Masjid, Delhi, in which two foreign tourists were injured, apart from that a car bomb with failed timer was also found in the vicinity.[8][9] The police had filed the chargesheet against Shahzad, Ariz Khan (absconding), Atif Ameen and Mohammed Sajid on 28 April 2010, accusing them of killing Inspector Sharma on 19 September 2008. On 15 February 2011, Additional Sessions Judge Ajay Kumar Kuhar framed charges against accused Shahzad Ahmed alias Pappu for the offences of murder (Section 302), attempt to murder (Section 307), section 333 (causing hurt to public servant), 353 (assault to deter a public servant from discharge of his duty), 186 (obstructing public servant in discharge of his public functions) and 201 (causing disappearance of evidence) of the Indian Penal Code, besides section 27 of the Arms Act for his role in the 'encounter'.
The case was referred to T D Dogra of AIIMS New Delhi for expert opinion, subsequently he appeared in court of law as an expert witness, he had explained the event through animation. On 25th Jul 2013, the Saket sessions court in its judgement convicted one of the suspects, Shahzad Ahmad, for murder of police inspector Mohan Chand Sharma and attempted murder of Head Constables Balwant Singh and Rajbir Singh. The court also found Ahmad guilty of obstructing and assaulting public servants, and grievously injuring the police officers to deter them from performing their duty.
After the verdict, Shahzad's defense counsel Satish Tamta said that the court had proposed its own theory while arriving at the conclusion that Shahzad had escaped after shooting at police officers.
On August 28, Yasin Bhatkal, the Chief of Indian Mujahideen was arrested from India-Nepal Border. Yasin had allegedly fled the Batla House, minutes before the encounter took place.
The encounter took place only after seven member police Delhi Police team led by Mohan Chand Sharma Inspector in the Special Cell of Delhi police, stumbled upon IM commander Atif Amin and his comrades in their rented address at L-18, Batla House in the morning of 19 September 2008. The team had received specific information that a suspected person wanted in connection with the serial bomb blasts in Delhi was hiding in a flat in Batla House area of Jamia Nagar.
Upon reaching the four-storied house the police's attempt to storm the flat on the second floor at around 10 30 AM (IST) led to a heavy exchange of fire. Sharma received the first burst of fire from the terrorists holed up inside. After the ensuing exchange of fire two suspected terrorist, Atif Amin and Mohd Sajid were killed, two other suspects Mohd Saif and Zeeshan were arrested, while one managed to escape.[19][20] Also two Delhi police personnel were injured, among which, Sharma who led the operation, later succumbed to the injuries. Later, the intelligence team said that the arrested allegedly had links with Dubai and further questioned if they had any link with Dawood Ibrahim.

Valley’s top counter-insurgency cop killed in LeT attack

Altaf Ahmad or ‘Altaf Laptop’ was the brain behind several online surveillance operations against militants since 2006.

He earned the sobriquet ‘Altaf Laptop’ within the police for his unmatched success in online surveillance of militant activities since 2006.

On Wednesday, sub-inspector Altaf Ahmad fell to bullets, while chasing Kashmir’s most-wanted Lashkar-e-Taiba (LeT) operational commander Abu Qasim.

Heading the Srinagar-based Special Investigation Team (SIT) for counter-insurgency, with 40 members reporting to him, Mr. Ahmad had been tracking Qasim — a foreign militant with a Rs. 20 lakh reward on his head — for long.

Sources said Mr. Ahmad was killed when he and his men were going after the militant commander in a private vehicle, following a tip-off from a source.

“We suspect it was a source trap,” said a top counter-insurgency official.

Mr. Ahmad had decided to carry out the operation on his own without laying any cordon, which counter-insurgency officials said “was a very casual approach.”

The source was right about the location of Qasim, who was “already alert.” Mr. Ahmad gave chase to Qasim’s car near Gund Dachin area of Bandipora, 40 km from Srinagar. Sources said Qasim and other militants stopped Mr. Ahmad’s vehicle and opened fire.

Mr. Ahmad, who was injured, was immediately rushed to the Army’s 92 Base Hospital, Srinagar, where he died.

Elusive Qasim is behind several high-profile militant attacks in the Valley since 2012, including the Hyderpora attack in 2013 that left eight Army personnel dead, attack on the Silver Star hotel in October 2012 and the attack on the BSF in Pampore in 2013.

Operating for the past five years in south Kashmir, Qasim, whose name figured in the Udhampur attack this year that left two BSF men dead, had apparently shifted his base to north Kashmir’s Bandipora district recently.

‘A big loss’

“The police officer was an asset to the department. He had done a tremendous job on the anti-terrorism front. It is really a big loss for us,” said Inspector General Police, Kashmir Range, Syed Javaid Mujtaba Geelani.

“It has broken the backbone of the counter-insurgency cell of the police,” admitted another top cop toThe Hindu.

According to the police, he was the brain behind 33 per cent of the operations against militants. It was because of him many top Hizbul Mujahideen commanders, including Qazi Misbauddin, Hanief Khan and Muzaffar Dar, were killed.

In 2012, Mr. Ahmad is believed to have played a key role in identifying constable Abdul Rashid Shigan’s militant activities, which included 13 attacks across Srinagar, by tapping phones.

Great loss to country. Salute to the brave soul , who valiantly put up his life on line to serve the Country.

Tukaram Omble

Tukaram Omble AC was an assistant sub-inspector (ASI), and a retired army man who had entered the Mumbai police. He died during the 2008 Mumbai attacks, fighting terrorists at Girgaum Chowpatty and played a pivotal role in catching Ajmal Kasab alive, the lone survivor who later was convicted and sentenced to death for committing the crime. The Indian government honored Omble, on 26 January 2009, with the Ashoka Chakra – for the most conspicuous bravery or an act of daring or pre-eminent valor or self-sacrifice.

Omble was an ASI with the Mumbai Police. His team was under-equipped for the attack, but managed to kill one terrorist and arrest the only terrorist taken alive - Ajmal Kasab. Unarmed, Omble held onto the rifle of the injured Ajmal Kasab, enabling other officers to apprehend him. In the process, Ajmal fired several shots, killing Omble. Citizens of Mumbai led by Sumaira Abdulali petitioned to have him receive the highest civilian honour for his contribution to the nation in his rare feat to catch a terrorist on a suicide mission alive. The Government of India awarded Tukaram Omble with the Ashoka Chakra, India's highest peacetime gallantry award.

Vinod Kumar Choubey

Rajnandgaon Ambush

The Rajnandgaon ambush occurred on 12 July 2009, when at least 29 members of the Indian Police were killed in an ambush attack by Maoist rebels in Rajnandgaon, 90 km (56 mi) from Raipur (India's Chhattisgarh state). The Rajnandgaon ambush is one of the biggest instances of naxal attacks in the state of Chhattisgarh in which 29 Police Personnel including The Superintendent of Police of Rajnadgaon district, Shri Vinod Kumar Chaubey, was martyred. Chaubey was a member of The elite Indian Police Service of 1998 batch. It was the first and only naxal incident in Chhattisgarh till date to have claimed the life of an officer of the Indian Police Service. For the immense gallantry displayed by Chaubey in this horrific incident, The president of India awarded him with the second highest award for gallantry in India, The Kirti Chakra. He is the only officer in the state to have received a gallantry award of The Ashoka Chakra Series. The citation for Kirti Chakra reads as follows - On July 12, 2009 at 0700 hrs, Shri Vinod Kumar Choubey, Superintendent of Police, Rajnandgaon received a message that naxalites have attacked Madanwara outpost of PS Manpur, District Rajnandangaon and killed two policemen. Sensing the serious consequences of the incident, Shri Choubey, SP, and the IGP rushed to the spot from their respective Headquarters. En route, Shri Choubey’s carcade was ambushed by the naxalites near police station Manpur. However, he kept moving and instructed the ASI at PS Manpur to come in a mine proof vehicle (MPV) with additional force. The naxalites had laid fresh road blocks on the road. Shri Choubey cleared the blocs and bravely reached the site where a fierce fighting was going on between the police and naxalites. The MPV of police was attacked with bullets and bombs. The men in MPV were in a perilous capture and death situation but were fighting. The IGP’s party and SP’s party kept attacking the naxalites. Timely intervention saved the trapped policemen in a fierce battle. A transport bus of civilians which had entered amidst the ambush was also rescued to safety. About 300 naxalites came from the forest firing fiercely. Many climbed up the trees and threw grenades incessantly at the police party. Police was caught in a precarious situation and were exposed in the open without any cover. They were being fired at from all directions. However, the police party led by Shri Choubey retained their nerves and despite the naxalites’ numerical and topographical advantage, courageously took on the attack and retaliated formidably while making concerted efforts to save the life of their men in grave situation with the reinforcement not in sight. In this adverse situation, Shri Choubey leading from the front as leader of the party decided to make a dent in the naxal attack, and moved from his position and sprang towards the naxalites in the trenches 10 meters away and fired at them. This bold and unexpected counterattack caused a flutter of panic amongst the naxalites and forced them to retreat behind the large rocks. Thus emboldened policemen opened fire and continued the attack. A fierce uneven battle ensued. Shri Choubey fought heroically with iron determination and raw grit. In the continued firing, he was grievously hurt, but continued to fire and ultimately made the supreme sacrifice of his life at the altar of duty. He displayed an exceptional quality of leadership and bravery worth emulating where an officer rose to the occasion and laid down his life saving his men from deadly attack of the naxalites. For this exemplary and gallant act he was awarded Kirti Chakra, posthumously.
