NEW DELHI: Blowing the lid off an organized espionage racket, Delhi Police crime branch has arrested a Border Security Force (BSF) head constable and a Jammu and Kashmir resident on charges of leaking sensitive information to Pakistani spy agency Inter-Services Intelligence (ISI).

Joint commissioner (crime) Ravindra Yadav told TOI that head constable Abdul Rasheed, who was posted with the intelligence wing of BSF in J&K, had provided specific information about deployment of security forces and IAF operations. The information was passed on to a senior ISI officer through email and messaging services like WhatsApp and Viber.

"The other accused is Kafaitullah Khan alias Master Raja, 44, from Rajouri district in J&K. He is a handler of Pakistani intelligence operatives and has contacts in different security agencies through whom he procures confidential information and supplies it to officials across the border," Yadav said. The two were arrested under the Officials Secrets Act.

Rasheed was one of the main sources of information for Kafaitullah, who is the handler of several agents in India, police said, adding that there may be more arrests in the case. Rasheed and Kafaitullah are also related to each other, the police said.

Talking to TOI, BSF director general D K Pathak tried to downplay the development. "Head constable Abdul Rasheed may not have had access to classified information at the Rajouri office. But he must have had information about troop movements and other details of the camps and border outposts," he said.

Even this limited information, sources said, was enough for the ISI as it could then push terrorists across the border from locations when BSF troops were not present.

The BSF said Delhi Police, after keeping watch on Rasheed and Kafaitullah, had informed the force a few days ago.

"Delhi Police had informed us about the spying activities of our officer a few days ago after which we interrogated him and carried out our own verification. He was handed over to the police for further investigation. Let's wait for the complete investigation on what all he may have passed on to Pakistani operatives," Pathak said.

Delhi Police's additional CP (crime) Alok Kumar said, "ACP K P S Malhotra had received inputs about anti-national activities sponsored by Pakistani intelligence operatives which had links with civilian handlers and security forces personnel. The information was developed and a few persons involved in the network were identified by this team."

Thereafter, surveillance was mounted over the members and evidence collected. On November 26, Kafaitullah boarded a train from Jammu for Bhopal.

A team led by DCP (crime) Bhisham Singh and ACP Malhotra laid a trap and the suspect was apprehended at a railway station. Crucial documents were recovered from him.

Kafaitullah disclosed that he was working as a library assistant at the higher secondary school in Manjakote. He had visited Pakistan in 2013.

"During his stay there, he came in contact with an ISI agent and agreed to provide secret information about defence forces in lieu of money. For this, he cultivated his sources in the Army and the BSF and started passing on the information to Pakistani operatives," DCP Bhisham Singh said.

Kafaitullah was taken to Rajouri to identify his accomplices and a thorough search of his house was conducted. Rasheed was arrested at his instance.

ACP Malhotra's team comprising Inspectors P C Yadav and SIs Neeraj, Ritesh, Gurmeet and Vijay among others are raiding several places in Delhi and J&K to nab other members of the ring, police said.

The arrested duo is being interrogated to ascertain the identity of their Pakistani associates. A team is camping in Jammu for further arrests.

Delhi Police Sunday claimed to have busted an espionage racket with the arrest of a suspected ISI operative and a BSF head constable, saying they were held on charges of providing confidential information to a Pakistan intelligence operative. They are relatives, said police.


Joint Commissioner of Police (Crime Branch) Ravindra Yadav said the accused were identified as Kafaitullah Khan alias Master Raja, 44, a resident of Rajouri district in Jammu and Kashmir, and Border Security Force (BSF) head constable Abdul Rasheed, posted in the intelligence wing of of the force in the same district.

Suspected Inter-Services Intelligence (ISI) operative Khan’s younger brother is in the Indian Army, said sources. “After their arrest, investigators are looking for a retired army havildar. Investigators are also likely to get in touch with Khan’s brother,” added the sources.

Yadav said Khan used to be in touch with the Pakistan intelligence operative, and Rasheed was one of his prime sources. “The espionage racket run by them is supported by Pakistan’s ISI.” Yadav said the duo was arrested under 3/9 Official Secrets Act (OSA).

Police said the racket was busted following work done on the basis of a tip-off about anti-national activities sponsored by the Pakistan intelligence operative. “Khan had boarded a train from Jammu for Bhopal. He was apprehended from New Delhi Railway station and documents having implication on national security were recovered from his possession,” said Yadav.

Khan told police during questioning that he works as a library assistant at Higher Secondary School, Manjakote tehsil, Rajouri district. “In 2013, Khan had visited Pakistan and come in contact with an ISI agent. He agreed to share secret information on defence forces for money,” said Yadav. He added that Khan later activated his sources in the Indian Army and BSF, and some of them allegedly started passing him secret documents.

Yadav added, “Khan was given specific tasks by the Pakistan intelligence operative, mainly concerned with the deployment of security forces and air force operations. He was going to Bhopal to allegedly recruit more persons for the racket. Khan had roped in Rasheed into the network, luring him with a share of the commission he received from ISI agents. Police raided Rasheed’s residence in Rajouri district and recovered more confidential documents.”

Explaining Khan’s mode of operation, Yadav said information was passed through email, WhatsApp and Viber networks.

Srinagar/New Delhi: In a major development, the Crime Branch of Delhi Police on Sunday busted an espionage racket supported by Pakistan’s Intelligence agency ISI and detained a suspected handler of this organisation and a serving personnel of Border Security Force (BSF).

According to news agency ANI, the serving head constable of the BSF has been arrested for being the main source for Pakistan Intelligence Operative (PIO) for procuring secret/confidential information detrimental for security of the country.

Both of them - BSF head constable and the Pakistan Intelligence Operative - have been arrested under the provisions of Official Secret Act.

The accused duo have been identified as Kafaitullah Khan alias Master Raja (44), a resident of Rajouri district in Jammu and Kashmir, and BSF head constable Abdul Rasheed, posted at the intelligence wing of Border Security Force in the same district.

According to the police officials, the operation was executed based on tip-offs about ongoing anti-national activities sponsored by Pakistan Intelligence Operative, which suspectedly has a network spread over civilian handlers and security forces personnel. Furthermore, Delhi Police's Crime Branch developed a network and a few suspects were identified.

"On Thursday, Khan had boarded a train from Jammu and was about to leave for Bhopal. He was apprehended by a police team at the railway station there and "documents having implication on national security" were recovered from his possession," PTI quoted Joint Commissioner of Police (Crime) Ravindra Yadav as saying.

The development comes two days after a high alert was sounded along the Line of Control (LoC) in Kashmir Valley.

In another case, three people were arrested by the Kolkata Police's Special Task Force (STF) today for allegedly spying for Pakistan.

Irshad Ansari (51), a contract labourer with Garden Reach Shipbuilders & Engineers Limited (GRSE), his son Asfaq Ansari (23) and relative Mohammed Jahangir were arrested this afternoon from Dr Sudhir Bose Road in the Iqbalpur police station area in the southern part of the city.

The arrests come days after suspected ISI agent was arrested in Meerut. Security agencies say there could be a link to all the arrests.

NEW DELHI: The interrogation of the arrested Border Security Force head constable Abdul Rasheed and his handler Kafaitullah Khan has led the crime branch to probe an ISI mole in the Pakistan High Commission in Delhi who may be facilitating anti-India activities.

Police said Khan had been called to Pakistan by his handlers in the Inter-Services Intelligence (ISI) to discuss developments in recruitments and information-sharing. However, his visa had expired so he was asked to meet a person at the high commission, whose identity has not been disclosed, and submit his passport.

"We are corroborating every claim he's making," a senior officer said. The cops say they are in touch with BSF officials to ascertain the authenticity of the documents recovered.

Regarding troops movement, cops said the leaked order of battle (ORBAT) plan has information on troop movement, their structure, strength and sensitive details like the unit which will move first and when, and which unit will form back-up and reinforcement.
"Leakage of such information compromises national security and the lives of our soldiers," said a police officer.

Sharif and Khan have been charged under the Official Secrets Act which indicates the cops have prima facie evidence that the documents recovered from them are genuine. The documents have been sent for forensic examination, sources said.

The two are being questioned at the heavily guarded office of the crime branch at Chanakyapuri and efforts are on to identify their Pakistan-based associates. Joint commissioner (crime) Ravindra Yadav has formed a special team of investigators led by unit veteran, ACP KPS Malhotra. Cops with prior experience in cracking espionage ring have been roped in.

Rasheed told his interrogators that he was selected for BSF in 1990 and posted in Gujarat and West Bengal before being moved to J&K in 1998.

"He has said he was 'cultivated' by Kafaitullah to gather sensitive information for money. His bank account details are being verified. Being with the Intelligence wing of BSF, he had access to classified information regarding troop deployment, border fencing, and movement of the troops," Yadav said.

NEW DELHI: Arrested ISI agent Kafaitullah Khan was selected for the BSF in 1992 but he did not join the service. Subsequently, in 1993, he was selected for J&K police and became a cop. After completing the training, he was posted with the J&K armed police.

In 1995, Khan got the job of a library assistant and left the police service. Since then, he was allegedly involved in harbouring terrorists and had developed close contacts with them. In 2013, he visited Pakistan for the first time and was tapped by ISI for information about the Indian Army and other security groups.

Khan was recently asked to visit Pakistan to debrief the intelligence and Pakistan Army officers about the recruitment of spies in the India. They also sought report on the existing network of Pakistani spies in India.

As his visa had expired, Khan was asked to go to Delhi and meet an ISI contact at the Pakistan High Commission, which was to facilitate his visa and other logistics.

"Khan was tasked by his handler, a Pakistani intelligence operative, to apply for a Pakistan visa," said joint commissioner of police (crime), Ravindra Yadav,

"The operative had briefed him to contact him once he reached the Pakistan high commission," he added. "He was supposed to meet his contact near the high commission and had to hand over the passport and a recommendation letter. The letter, addressed to Pakistan high commissioner, has been recovered from him," Yadav said, adding that the operative's contact was to supply him with all the logistics.

Khan had also come under the scanner for his plans to visit a religious congregation named Ijtima scheduled for November 28 to 30. During his interrogation by ACP KPS Malhotra, Khan revealed that he was tasked by the Pak operative to collect details of the persons attending the religious meet and recruit some of them.

Cops were tracking Khan's conversations with his Pakistani handler. The agencies had tipped off crime branch a few months ago after which they had been hot on his trail.

ACP Yadav said, "We got secret inputs about anti-national activities sponsored by Pak operative. On November 26, Khan boarded a train from Jammu for Bhopal. He was arrested at the railway station and the police found sensitive documents with implications on national security."

NEW DELHI: The crime branch of Delhi Police on Monday said that ISI agent Kafaitullah Khan was invited to Pakistan by the handler and was told that he would be given assistance by their people at the Pakistan high commission.

"Kafaitullah Khan was also invited to Pakistan by the handler and was told that their people at the Pakistan high commission will help him. He is not aware of the contact of the concerned person at the high commission. They were supposed to tell him at appropriate time," Joint Commissioner of Police (Crime Branch) Ravindra Yadav told the media here.

Yadav also said that Khan's associate Abdul Rasheed used Whatsapp, Viber, e-mail to pass information to the Pakistani handler while he was working at the Intelligence wing of the Border Security Force (BSF).

"Kafaitullah Khan's associate Abdul Rasheed, a head constable in BSF, was also arrested after our team went to Rajouri for further investigation. Incriminating documents were also found. Abdul Rasheed has been working in the BSF for many years and had been posted in West Bengal border and Gujarat border," he said.

"From the last three years Abdul Rasheed was posted in Rajouri, which is his hometown and was working at the Intelligence wing of the BSF. He used to pass information to Pakistani handler through whatsapp, viber, e-mail. Kafaitullah Khan had introduced him to Pakistani handler," Yadav added.

Yadav also said that the accused Kafaitullah Khan was apprehended in New Delhi while he was on his way to Bhopal for a religious gathering.

"One of the accused has been identified as Kafaitullah Khan, who was apprehended while he was on his way to Bhopal for a religious gathering. There were 50 more people with him from Jammu and Kashmir's Rajouri District. We had detained him when he arrived in Delhi and was later arrested after interrogation," he said.

Two espionage rackets were busted last week with arrests of five people from Jammu and Kolkata. One of the men caught is suspected to be a handler from Pakistan's Inter-Services Intelligence (ISI), the other is a BSF personnel, the police said.

A rifleman of the Army Farid Khan, codenamed 'surgeon', was arrested in connection with the espionage racket Khan taking the total number of arrests to five. Farid was arrested by a special team of Delhi Police's detective department from Sukna near Siliguri in Darjeeling district of West Bengal. He was attached to the Jammu and Kashmir Light Infantry and is the first serving Indian Army personnel arrested on charges of being a suspected ISI agent.

"A joint investigation by the Indian Army and police is now underway. Every possible aspect is being looked into to determine what damage has been done by Farid so far in connection with the country's internal security," a Ministry of Defence (Eastern Command) spokesperson told Mail Today. He said Farid was handed over to the Delhi Police team on Sunday and would be taken to the national Capital on a transit remand for further interrogation.

The MoD spokesperson said Farid used the codename 'surgeon'. He came under the scanner after a CD containing recorded conversations was recovered from his possession. He was booked under provisions of the Official Secrets Act.

"Prima facie, we have got some evidence, including disclosures, which were needed for his arrest"¦ right now we won't be able to comment on the documents and other details we have recovered from his possession. But we are looking into every possible angle like what was his work, assignments to find out the extent of damage he can cause, if he is linked to the ISI espionage racket," the MoD official said.

Muslims should not be allowed in defense jobs.Muslims are the easiest people to indoctrinate and make easy targets for ISI to defect.

I hope no Muslim is allowed on our new SSBN INS Arihant,those anti nationals could hamper our second strike capability.
