Hospitable India shall grant exiled Tibetans citizenship out of humanilitarian concerns and allow them to travel freely and worship their Ayotullah as much as possible. Anyway they've disowned China.

Tibetans are not only welcome in India, but in most Western countries. It would be political suicide for one of our politician to defend sending a Tibetan home to his occupied homeland.

Well he has a govt. which he heads.
He has subjects upon whom he has jurisdiction.
He has his council of ministers.

But he is no King. He is more than that to his followers.

But as you know, all this is temporary to be dissolved when his followers get what they deserve

To add to it this has not in any way adversely affected our democracy.

I welcome you to come over and experience this system first hand.
and I am sure followers of Dalai Lama will welcome you with a cup of Tibetan tea and not poison.
They are not like Chinese spy on a mission to poison adversary.
