To extend its reach to the Indian Ocean, China's PLA Navy may establish a fourth fleet after the North Sea, East Sea and South Sea fleets, according to Duowei News, an outlet operated by overseas Chinese.

Senior Colonel Yang Yujun, spokesperson for the Chinese defense ministry, said on Jan. 29 that the PLA Navy is ready to increase its activity in the Indian Ocean. In the future, the Chinese military will send different kinds of naval ships to take part in escort missions in accordance with the situation and need, Yang was quoted as saying by the UK-based IHS Jane's Defence Weekly.

Responding to concerns about the movements of Chinese submarines in the Indian Ocean, Yang said these are only "normal activities" of the PLA Navy and that not too much should be read into them. The Chinese military has sent various kinds of naval ships to the Gulf of Aden and the waters off the Somali coast to conduct escort missions since 2008, Yang said, adding that countries concerned had been notified of the PLA escort missions, which have included submarines.

Writing for the Diplomat, an English-language political website based in Tokyo, Prem Mahadevan from the Center for Security Studies at ETH Zurich said the PLA Navy may already be in the process of creating a fourth fleet which will ultimately consist of two carrier battle groups based in Hainan, the southern island province which is already home to the PLA's South Sea Fleet.

China at present has one aircraft carrier in service, a refitted Soviet-era vessel purchased from Ukraine that was commissioned in 2012, but is understood to be in the process of designing and building domestically constructed carriers which may enter service by 2020.

Indian Navy will rise and is more than a match for Chinese Navy in IOR.

Chinese economy is slowing, India's economy is projected to grow at faster pace in the next decade.

Only fools will believe that PLAN is planning deploy a fleet in IOR permanently when the world No.1 navy just staying out side her own harbour.

Considering Chinese economy is around 4 times of India's already, India need a 4 times growth to get even with China's advance on absolute dollar value, which means India needs at least 20% growth if China is growing at a 5%.

The best place for IOR base is southern coast of Sri Lanka. However Sri Lanka may find it difficult to turn over a port for a military base to PLA Navy; as it will face opposition from India as well as from USA.

Pakistan does not have a good location for PLA Navy base.

Actually, we don't know the real size of the Chinese economy.

Quite right.

Like the way China fooled the world with her 'Peaceful Rise' which turned out to be 'World to be in Danger Rise'.

One can fool the people one time, but not all the time.

Actually, we don't know the real size of the Chinese economy.
That seem to be the truth if one goes by regular reports that debunk Chinese estimates as humongous fudges.

japan, south korea can also outsource such services for indian navy into other areas.

IOR is India's main concern, China has many maritime domains like pacific, scs etc..etc..

India can easily match China and can also threaten China in IOR, if Chinese motives are disturbing the peace in this region.

But, you have to ask yourself: Is IOR the main concern for China? or put this way, is Indian navy the main threat to China?

Well, at least Chinese is offering a diplomatic talk while the one on the other side of Himalaya mountain just insists that everything is non-negotiable.

Keep abreast with the latest. Or is it that the Chinese Govt still keeping you in the dark as usual.

Just find out what is being talked by our Foreign Minister, who is in Beijing right now.

But, you have to ask yourself: Is IOR the main concern for China? or put this way, is Indian navy the main threat to China?
IOR is a main concern of China. Check the quantity of oil that comes through to China via the Indian Ocean and the much need resources and trade through it from Africa.

It is not only the Indian Navy, what has really spooked China is India endorsing the Asia Pivot initiative. Imagine the combined force level of all those who are partners of the Asia Pivot initiative.

indian ocean is not china top priority right now. china main concern are in ScS and yellowsea/east china sea

Depends on Chinese motives. Like the incident of Nuclear diplomacy done by Chinese in Srilanka with a nuke submarine.

Unlike Chinese in SCS India is working with nations which are located in IOR and there is an organization called IORA, which will play an active role.

Chinese navy is still coastal self Defence fleet. They are afraid of the deep, hence for next twenty years they are unlikely to present themselves for battle in the Indian Ocean. And if they do, Indian Navy can make a short work of their fleet.

US and Russia are status-quo powers, they don't bother us.

Chinese subs ducking at Sri Lankan ports go against ouyr national interest, and our government must convince Sri Lanka that it is completely unacceptable.

Isn't the Chinese fleet meant to counter pirates . FYI there is already a PLAN fleet in the IOR . This move just puts it under a separate command.
