Pentagon not to pay Pakistan $300 million in military reimbursements
WASHINGTON: The Pentagon will not pay Pakistan $300 million in military reimbursements after US Secretary of Defense Ash Carter decided not to tell Congress that Pakistan was taking ad equate action against the Haqqani network, a US official said.
Relations between the two countries have been frayed over the past decade, with US officials frustrated by what they term Islamabad's unwillingness to act against Islamist groups such as the Afghan Taliban and the Haqqani network.
"The funds could not be released to the Government of Pakistan at this time because the Secretary has not yet certified that Pakistan has taken sufficient action against the Haqqani network," Pentagon spokesman Adam Stump said on Wednesday.
The $300 million comes under the Coalition Support Fund (CSF), a US Defense Department program to reimburse allies that have incurred costs in supporting counter-terrorist and counter-insurgency operations. Pakistan is the largest recipient.
"This decision does not reduce the significance of the sacrifices that the Pakistani military has undertaken over the last two years," Stump added.
According to Pentagon data, about $14 billion has already been paid to Pakistan under the CSF since 2002.
The decision by the Pentagon is a sign that while it sees some progress by Pakistan in its military operations in North Waziristan, much work remains.
Pakistan rejects harbouring militants but says there are limits to how much it can do as it is already fighting multiple militant groups and is wary of a "blowback" in the form of more terror attacks on its soil.
"(The) Coalition Support Fund is one of the many cooperative arrangements between Pakistan and the United States to pursue common objectives," said Nadeem Hotiana, a spokesman for the Pakistani embassy in Washington.
Relations between the United States and Pakistan were tested in May by a US drone strike that killed Afghan Taliban chief Mullah Akhtar Mansour on Pakistani soil.
There has been growing resistance in the US Congress to sending money to Pakistan. Many lawmakers have expressed concern about its nuclear program, commitment to fighting terrorist organizations and cooperation in the Afghanistan peace process.
In March, Republican Senator Bob Corker said he would use his power as the chairman of the Senate Foreign Relations Committee to bar any US funding for Islamabad's purchase of $700 million of Lockheed Martin Corp F-16 fighter jets.

I know the level of knowledge of pakis is very very low, but never expected to fall it at such depths :doh: before who can think any country can donate $300 billions in aid.:troll:
entire GDP of pakistan is $250 billions. And no country in world pays even $30 billion in aid.:p

US need pak because If US do this.. us to be become alone in South Asia nd loss controls over Afghanistan..(us have to leave all pak airforce stations no more drone can fly.india is global partner for us but us nd everybody knows that never happens all indian military bases under work US)

also us can't put Pak nuclear weapons..in danger.. nd became situation like ISIS..

Pakistan is neighbor of 4 strategically important countries to USA:
  1. Iran
  2. Afghanistan
  3. China
  4. India
That's why Pakistan remained one of their key cold war allies.
After dissolution of USSR, US had got a unipolar influence for a period of time.
At the same time, many developing Economies had multiplied their economy and firepower.
Out of them, a communist China, that even with aggressive policies would pose a threat to US. So, they preferred other emerging country India.
As far as Indo US relations are concerned,
US is trying to use India as a sword so that it can prevent itself from involving directly in war,
India is trying to use US like a shield to protect itself from China till it itself catches up in league.
Who'll succeed, time will tell?

That's why they're supporting India's role in Afghanistan. If pak doesn't give route, India can do trade and military logistics with Afghanistan through Iran (simply raping pakistani strategic importance in South Asia:D).
Though costs will be high because of longer routes, we are making container hub ports to double our capacity and bringing the costs down.:)

US does have enough bases in South Korea, Philippines and Japan to attack China. Moreover, Indian bases are far away from SCS and mainly gonna be used if a war breaks out in IOR which isn't possible in near future.
As India has been patrolling and maping in South China Sea and took part in Malabar military exercise near SCS, US wants India to involve in a war.

Here, US doesn't need to do that. As long as China exists in neighborhood of pakistan it will itself take care that. Just like Russia in Central Asia and Eastern Europe (like Ukraine) and India in Subcontinent (Nepalese Revolution or Sri Lankan Civil war), China knows how to protect it's interest in pakistan.

Remember, most instability started because of Unipolar world.

CPEC and Gwadar port is nothing but an insurance policy of China.
If China is blocked through Malacca strait, they can use Gwadar.

That's why the Blaoch genocide is more important strategically than Sindhudesh or Pashtunistan.

Gwadar port is located in Baluchistan. If Baluchistan detaches, this will be a huge setback to PRC strategically.
And look, pakistanis who think CPEC is to make them Dubai are mentally disturbed or so naive to be fooled by anyone. What's the logic? CPEC is not to make enchance your cities. It's a route leading China to Gwadar through Pakistan.

in todays world every country on this globe is somehow dependent on US economy. so if US goes down it will take others too with them.and 1st one will be china followed by Europe and so on. world saw demo of it in 2008

China survives by the 500 billion trade surplus, if America falls no extra cash for debt servicing within China.

Pakistan ‘laments’ US blocking 300 mn dollar military aid

Pakistan has conveyed its disappointment to America that despite its “concerted and forceful” campaign against all terrorist groups, including the dreaded Haqqani network, the US did not “certify” its actions and blocked the 300 million dollar military aid to the country.
In a meeting with US President Barack Obama’s envoy Peter Lavoy, Pakistan’s foreign secretary Aizaz Ahmad Choudhary expressed concerns over the halt to the military aid.
US defence secretary Ashton Carter did not give Congressional certification to Pakistan for satisfactory action against the Haqqani network this year.
In the absence of the certification, the Pentagon blocked the release of the military aid to Pakistan under Coalition Support Fund, which is essentially reimbursement money for the expenses made by Pakistan Army in support of US operations in Afghanistan.
The Pakistan Foreign Office in a statement said Choudhary “lamented that despite Pakistan’s indiscriminate action against all terrorist groups, included the Haqqani Network, the US administration had decided not to certify the concerted and forceful measures taken by Pakistan.”
Referring to “certain recent developments” that had placed a strain on bilateral ties, Choudhary stressed that continued engagement was important to resolve differences of perception and understanding.
The Haqqani network - a guerilla insurgent group using asymmetric warfare to fight against US-led NATO forces and the Afghan government - has carried out a number of kidnappings and attacks against US interests in Afghanistan, the Afghan government and other civilian targets.
The group is also blamed for several deadly attacks against Indian interests in Afghanistan including the 2008 bombing of the Indian mission in Kabul that killed 58 people.
The Pakistan visit of Lavoy, who is also senior director for South Asia at the US National Security Council, is part of the regular high-level exchanges between the US and Pakistan.
The Pakistan foreign secretary in his meeting with Lavoy also reiterated the resolve of the Pakistani leadership to not allow anyone to use Pakistan’s soil against any country.
Lavoy “noted” that the US recognised the efforts and sacrifices made by Pakistan and its armed forces in the fight against terrorism.
He acknowledged Pakistan’s outreach to Afghan government and efforts aimed at securing peace and stability in Afghanistan.

These idiots have done nothing against the LeT/JeM and other assorted terrorist organizations who are being used by the Jihadi Paki Army for their proxy wars against India and Afghanistan, and they want to be rewarded with $300 million?

The Yanks have been taken for a jolly good ride by the Pakis since 9/11, who are running with the hare and hunting with the hounds. A typical case of the tail wagging the dog. It seems the Americans have finally realized that they are being double-crossed and taken for a ride by this fountainhead of terror.
