Pakistan Cricket Board Chairman Shaharyar Khan has threatened to boycott India in ICC and Asian Cricket Council events if the BCCI officially refused to play the proposed series againstPakistan in December, according to a report.

In a hard-hitting statement, Khan said it was disappointing that until now the BCCI had not even sought permission for the December series from the concerned ministry in India. "Nothing is final or decided as yet but if the Indian Board officially backs out of the series, then we have the option of boycotting all matches against them in ICC and ACC events as well," Khan was quoted as saying by 'Express' newspaper.

Khan, a retired career diplomat, said that with December approaching, the BCCI needs to come out with a clear reply to the letter sent by the PCB regarding the status of the proposed series. "I sent the letter on 28 August and I am still waiting for a reply. They (the BCCI) should tell us whether they want to play the series or not. Because if they say they don't have government clearance and refuse to play the series, then we reserve the right to act against the Indian Board for not honoring an agreement at every level," Khan added.

The PCB chief also said that since the secretary of the BCCI -- Anurag Thakur -- was a politician, that was why he was giving negative statements on Indo-Pak relations. Khan made it clear that if the BCCI backed out of the MoU signed for the proposed series, then Pakistan would have to consider several options and one of them could be the refusal to play against India in ICC and ACC events or at any level.

"I am not saying we have decided to do this or we will do it but certainly if we don't get to host our home series in December, then we have to consider appropriate action as well," he said. India and Pakistan have not played against each other since 2007, the last time the two countries played a proper bilateral Test series.

Pakistan toured India in late 2012 for a short one-day series, and apart from that tour, the two countries have only played against each other in ICC or ACC events.

Reacting to Shahryar Khan's recent statement of boycotting India in ICC tournaments if they refused to play the proposed series against Pakistan in December, IPL Chairman Rajiv Shukla on Saturday said PCB will have to bear the brunt in that case.

Pakistan Cricket Board Chairman Shaharyar was yesterday quoted as saying that "if the Indian Cricket Board officially backs out of the series in December, then we have the option of boycotting all matches against them in ICC and ACC events".

"Is this statement of Shaharyar Khan a threat to the BCCI or the ICC?," asked Shukla. "PCB is bound by the rules of the ICC, if it backs out it will have to bear the fine," he said at the 'Hindustan Shikhar Samagam' on Saturday.
Stating that no country wants to play in Pakistan, Shukla has asked the PCB if they could guarantee full security to the Indian players.

"I want to make an appeal...can you (PCB) guarantee the security to the players in its country? Because of security concerns, leave alone England and Australia, even Bangladesh team does not want to go there," Shukla said.

Refusing there is any possibility of a cricket series in December, Shukla said, "After finalising the cricket series with Pakistan, we will go to the Government for permission.

But before that there are a number of issues that have to be resolved, so there is no chance of a series in December." Meanwhile, Shukla maintained that he was not in the race for the post of the BCCI president.

Shukla applauded the contribution of former India openers -- Virender Sehwag and Gautam Gambhir -- who were also present on the occasion. In fact, he went on to say that in some ways he considered Sehwag better that even Sachin Tendulkar.

Sehwag expressed pleasure over the selection of Ganguly as the Chairman of Bengal Cricket Association, saying it is better if players take over the reins of associations as they will be able to understand things better.

On Shukla's suggestion for him to enter politics, Sehwag said, "I've been working hard on cricket in the last 15 years and can't do politics right now. Will think about it later." He added in a lighter vein: "The option of Rajya Sabha is better. As you have got Sachin there you can do the same for me also."

Gambhir, however, had different views. "I think it would be better if we contest and reach parliament so that we know whether people want to see us there or not."

Shahryar Khan and PCB executive committee head Najam Sethi are expected to meet with the new BCCI president Shashank Manohar and secretary Anurag Thakur along with other government officials in New Delhi.

A reliable source in the PCB said Khan and Sethi had both gone to India after holding discussions with the government's National Security Advisor Sartaj Aziz.

"The PCB is mentally prepared to even settle for a shorter series but want it to be Pakistan's home series and in the UAE," the source said.

He said Sethi, who heads the Pakistan Super League project, will also be officially asking the Indian board to allow some of their players to appear in the league scheduled for next February in Dubai and Sharjah.

New Delhi: A proposed cricket series between India and Pakistan in December will not be held now, sources in the Indian cricket board have said. The reported decision comes just a day after activists of the Shiv Sena tried to stop talks between Board chief Shashank Manohar and his Pakistani counterpart Shahryar Khan in Mumbai.

Here are the latest developments:

1. Sources in the Board of Control for Cricket in India (BCCI) say that Pakistan has expressed concern about travelling to India for the World T20 Championship next year.
2. This comes after Sena activists barged into the BCCI office in Mumbai and threatened to prevent Pakistani umpire Aleem Dar from umpiring in the fifth One-Day International (ODI) match between India and South Africa on Sunday.
3. Mr Dar was later withdrawn from officiating in the remaining two matches of the ongoing India-South Africa one-day series.
4. Citing security reasons, former Pakistani cricketers Wasim Akram and Shoaib Akhtar, too, decided against commentating in the fifth one-day match, which will take place in Mumbai. They have decided to return to Pakistan on Friday, a day after the fourth ODI in Chennai.
5. On Monday morning, just before the chiefs of the Indian and Pakistani cricket boards were to discuss a potential bilateral series between the two nations, Shiv Sena activists broke into the office of the BCCI.
6. Waving placards of "Shahryar Khan, Go Back", the activists crashed through the gates of the office in Mumbai's Wankhede Stadium. They entered Mr Manohar's cabin and crowded around his desk, shouting slogans and warning him against meeting Mr Khan. At least 10 protesters were arrested, but were granted bail within hours.
7. Sources said Mr Manohar drove to the Trident hotel, where Shahryar Khan is staying, and spoke to him. There will be no official meeting between the two cricket board chiefs till October 25, sources say.
8. The Indian and Pakistani cricket boards had signed a pact for six bilateral series between 2015 and 2023.
9. The Shiv Sena, which rules Maharashtra in alliance with the BJP, says it will not allow any engagement with Pakistan as long as the country is involved in acts of terror.
10. Leaders of the BJP disagreed publicly. "Mumbai should host an India-Pakistan match and if Pakistan cricketers come, the government should protect them," said state BJP chief Raosaheb Danve.

“The recent incidents clearly show that India is no more a safe country for hosting international sporting events, including the T20 World Cup,” said a senior government official on Tuesday.

Chances of Pakistan-India series slim, says Shaharyar

The official, who did not wish to be named, said the government would discuss the issue with the PCB and decide whether it was appropriate to send the national team for the mega event to be held in India early next year. “The PCB should take up this issue with the ICC and seek the change of venue,” the official added.

The PCB chairman, who is currently in New Delhi, on Tuesday dismissed speculations that Pakistan might boycott next year’s T20 World Cup. However, official sources said the final decision would be taken by the government. “The PCB is an independent body but when it comes to the security and safety of our players, the government will take the final decision,” he explained.

It is believed that the Foreign Office would also advise the PCB to stop ‘begging’ the BCCI for a bilateral cricket series. The foreign ministry believes the Indian government would not give the BCCI the go-ahead for restoring cricketing ties. “The situation is bleak. There is no chance of resumption of cricketing ties with India in near future,” said a Foreign Office official familiar with the development.

The official said if the current anti-Pakistan sentiments persisted in India, then it would be extremely difficult for the government to allow the national team to participate in the T20 World Cup.

Pakistan may boycott 2016 World Twenty20 in India: Zaheer Abbas

It is believed that Prime Minister Nawaz Sharif was keen on reviving bilateral cricketing ties with India in a bid to ease the worsening diplomatic relations between the two nuclear-armed neighbours. Cultural and sports exchanges in the past were used as a key confidence-building measure to improve not only people-to-people contacts but also create better atmosphere for talks on contentious issues.

Sources said Shaharyar was supposed to meet political authorities in India apart from BCCI officials in order to convince the Indian government for restoring sporting ties. However, he could not meet any political leader in New Delhi prompting the Foreign Office to conclude that PCB now must abandon efforts for cricket series with India.

Indian Punjab’s Deputy Chief Minister Sukhbir Singh Badal on Tuesday cancelled the sixth edition of the Kabaddi World Cup scheduled to be held in the state in from November 14 to 28. Badal, who also holds the sports portfolio, said that he cancelled the tournament as a “mark of grief over the recent incidents of sacrilege of Sri Guru Granth Sahib Ji”.

Sources in the state government told IANS that the event was cancelled owing to the volatile security situation in the state after the desecration of the Guru Granth Sahib.

“At a time when the entire Sikh community is shell-shocked with grief at the ghastly manner in which the Sri Guru Granth Sahib Ji has been desecrated, holding such a tournament is not appropriate,” Badal said in a statement. “My feelings, too, have been outraged and my conscience is not allowing me to preside over a tournament at a time when the Sikh community in India and all over the world is in grief.”
