Islamabad, Pakistan - Pakistan has recorded its biggest single-day spike in coronavirus infections, taking the tally to 107, amid reports of ineffective quarantine procedures as 61 of those are reported to be among those who had been held at a quarantine camp at the country's Taftan border crossing with Iran.

No deaths due to the coronavirus have been recorded, according to government data.

"[The spike in cases] was mainly because of the people who came from Taftan. They had been quarantined there, and then we moved them to our own facility where we tested them," said Meeran Yousuf, spokesperson for Sindh province’s health minister.

People currently in the Taftan camp told Al Jazeera they were not being adequately screened for coronavirus or treated for existing conditions. They also complained of squalid living conditions at the facility, which is housing hundreds of people.

Under current procedures, those released from the camp are being held for a further 14 days in their home provinces in separate quarantine facilities, where they will be tested if they display symptoms of the virus, Yousuf told Al Jazeera.

A provincial government spokesperson in Balochistan, where Taftan is, denied the claims that conditions were inadequate at the camp, and said staff were constantly monitoring those in quarantine for symptoms.

"The World Health Organization protocol calls for a 14-day mandatory quarantine," said Balochistan government spokesperson Liaquat Shahwani. "People can still develop symptoms after 14 days, or even 28 days. It differs from case to case."

'Five people to a tent'
"We are sleeping in tents, with up to five people to a tent because there is a shortage of space here," said Amir Ali, 26, a travel agent who was brought to Taftan camp on March 3.

"There are not enough bathrooms or enough water. The system for screening is not as they claim. They are not giving us all these medicines."

Ali shared videos from the camp that showed rows of tents, basic bathroom facilities and some people forced to sleep in close quarters on the floor of the town's main government building.

The videos also show rubbish littering the ground between the tents.


Since last month, more than 4,600 people have been held at the quarantine camp, Shahwani said. Of those, 1,822 had been released to their home districts on Friday, while several hundred remain at the camp, government data shows.

The 61 cases recorded in Sindh province were among the 1,822 people who were cleared last week.

Ali said medical services were inadequate at the camp.


"They used the thermometer on us the first day [of arrival from Iran]. Since then, they have not checked us at all," he said.


"There is no one available here to provide treatment if people have symptoms or any other illnesses."


Others at the quarantine camp echoed Ali's concerns.


"The conditions here are so filthy that if a person spends a few days here, even if they are healthy, they will get the corona [virus]," said Fatima Bibi, in a video recording shared with Al Jazeera.


"We are requesting the government to please take us away from this place as quickly as possible."


Bibi said the toilets were not properly maintained, and they smelled "so bad you feel like vomiting".


Others lamented the lack of medical facilities at the camp.


"There are no doctors here," said Khanum Jan, who had been in the camp for nine days. "There are no beds or blankets."


Balochistan government spokesperson Shahwani said the government was doing the best it could with limited resources.


"It's a desert area. It's far away," he said. "We are doing our level best."

On Monday, Pakistani Prime Minister Imran Khan chaired a meeting of the country's national coordination committee on COVID-19. No major announcements were made following the meeting.

Last week, after a high-level national security committee meeting, Pakistan's government announced the closure of all educational institutions across the country until April 3, the closure of all border crossings with Iran and Afghanistan and a ban on all public gatherings of any kind.

Since February, Pakistan has screened more than 975,634 people at points of entry, according to government data.

The country's National Institute of Health says its current risk assessment of the impact of the disease is "moderate".

Ali said he feared cases could rise, as those released from the quarantine camp "are not being screened".

"The increase in cases that is happening, this is only happening because of their incompetence," he alleged.

"When there were thousands of people here [in Taftan last week], people were sleeping within four inches of each other."

Dubai: Coronavirus cases in Pakistan has risen to 136 on Monday after the Sindh Provincial authorities confirmed 83 new cases.

Sindh is now the worst-hit province in Pakistan with 88 out of 136 total coronavirus cases reported until Monday afternoon. This is the single largest increase in novel coronavirus cases in the country as of today.

Some 68 new cases were reported in Sindh on Monday while Khyber Pakhtunkhwa (KP) reported 15 cases pushing the number from 53 to 136 Monday.

KP health minister Taimur Saleem Jhagra tweeted that 15 out of 19 received in the province from Taftan have tested positive for the virus

Murtaza Wahab, Advisor to Sindh Chief Minister on Law, Anti-Corruption Establishment, and Information, tweeted on Monday that 50 people who returned from the quarantine at Taftan border with Iran had tested positive for COVID-19.


Out of the confirmed cases, 25 are in Karachi and one is in Hyderabad. “Out of these 76 patients, 2 have recovered and the remaining 74 are being kept in isolation,” he added.

On Sunday, 20 were cases were confirmed by the authorities with Punjab reporting its first confirmed patient. Sindh confirmed 18 new cases while Islamabad reported one, reported the Express Tribune.


As of now, there are 76 confirmed cases in Sindh, 10 Balochistan, three in Gilgit Baltistan, four in Islamabad and one in Punjab.

Out of the 18 cases reported in Sindh on Saturday, 13 were of those quarantined in Sukkur. Three out of the remaining five had recently returned from the Kingdom of Saudi Arabia, one travelled from Balochistan and the fifth patient had no travel history.

Imran orders emergency measures
Meanwhile, Prime Minister Imran Khan has ordered completion of emergency measures to combat coronavirus. The National Coordination Committee on the Coronavirus is also going to consider closing off Sindh from the rest of Pakistan by sealing its interprovincial borders due to massive increase in coronavirus cases in Sindh.


“All decisions taken [in this meeting] have to be implemented without exception. The nation needs to be updated and informed regarding the coronavirus on a daily basis. We need to fight the coronavirus, not be scared by it,” he added.

Task force
Also, a coronavirus task force has been formed by the Khyber Pakhtunkhwa (KP)government with the provincial chief minister in the chair. The KP government has already initiated an awareness drive for the disease. Seventy buildings have also been identified to be turned into quarantine centers.

Civil Aviation Authority on Monday issued fresh instructions to control the issue of overcrowding at the airports. Under the new directives, non-essential persons will not be allowed to enter domestic and international arrival lounges.

Pakistan confirms 20 COVID-19 cases in a day

ISLAMABAD / KARACHI / LAHORE: Twenty more people were confirmed positive for the novel coronavirus on Sunday, the highest number reported in the country in a single day, pushing the tally to 53.

The first case of COVID-19 has emerged in Punjab, Sindh’s tally has reached 35 [including two patients who have been discharged after recovery) with 18 new patients, and another person has been diagnosed with the disease in Islamabad.

A 54-year-old patient, who returned from the UK on March 10, tested positive at a hospital in Lahore.

“It is the first #COVID19 case in Punjab so far. All of his close contacts are tested negative but they will be kept in isolation for 15 days as per SOPs,” Punjab government spokesperson Musarrat Cheema confirmed in a tweet.

In Sindh, 13 pilgrims, who arrived in Sukkur after coming from Iran via Taftan, have tested positive for the disease.

Sindh government spokesperson Barrister Murtaza Wahab said the pilgrims were “purportedly kept in quarantine at the border.”

Around 300 pilgrims who had recently arrived in the province from Taftan were quarantined in Sukkur.

The Sindh chief minister was informed during a meeting that samples from 40 pilgrims were tested and 13 of them were found to be positive for the disease.

The provincial authorities also confirmed five more case in Karachi.

Three of these patients had returned from Saudi Arabia a few days ago. The fourth one originally belonged to Balochistan and had reached Karachi on Saturday night. The fifth patient has no recent travel history.

The latest patient in Islamabad is the husband of the woman who had recently arrived from the US and tested positive. The woman is in a critical condition, receiving treatment at the isolation ward of the Pakistan Institute of Medical Sciences (PIMS).

A spike in deaths reported in Spain from 183 on Saturday to 288 on Sunday has taken the global toll to 6,036 from almost 160,000 infections, according to an AFP tally compiled from official sources.

Experts warn, however, that the real figure is likely to be higher as tests are not available to everyone and people can be infected without showing symptoms.

While China remains the country with the most deaths with 3,199, the pandemic is now spreading more rapidly in Europe.

The disease has now hit all global regions, ripping up sporting and cultural calendars, causing panic in stock markets and companies — particularly airlines — and prompting often contradictory responses from governments.

On Friday, Prime Minister Imran Khan chaired meeting of the National Security Committee (NSC) to cobble a unified approach to contain the outbreak.

The huddle was attended by Chief of Army Staff (COAS) Gen Qamar Javed Bajwa and Inter-Services Intelligence (ISI) Director General Lt-Gen Faiz Hameed provincial chief ministers, top advisors and cabinet members.

It was decided to close borders with Iran and Afghanistan, allow only three airports – Karachi, Islamabad and Lahore – to operate international flights in limited numbers while other airports will see domestic flights, and ban public gatherings.

The National Disaster Management Authority (NDMA) has been tasked to coordinate with provincial governments and lead the fight against novel coronavirus. It was also decided to close all educational institutions until April 5.

In a first, the Pakistan Day parade on March 23 has also been cancelled.

The Sindh government has banned public gatherings, shut down educational institutions, postponed religious celebrations and closed shrines, marriage halls, cinemas, gyms, social clubs etc. Punjab government is said to have made a similar decision.

In Khyber Pakhtunkhwa, the education institutions have been closed till April 5 and suspended wedding activities around the province.

Balochistan has also limited activities and closed educational institutions till the end of March.

According to the details, the Pharmacists Association has alleged that Federal Minister Dr Zafar Mirza smuggled a face mask with the connivance of deputy director of DRAP Ghazanfar Ali.

The FIA officials have taken action against the complaint and FIA Additional Director General has sought a report from Director North Islamabad within 15 days.

I don't think that masks were smuggled but rather they have been confiscated for rich and elite of pakiland. Aam Abdul be dammed.

Whole pakiland has been turned into a safe shelter for the apocalypse by corporate army.

This might be their protocol for nuclear war and continuation of Pakistan's future. I bet medicines, food and other supplies are being hoarded too. They are preparing for the worst outbreak and saving only few.

PSX dives over 2,400 points in record breaking session as coronavirus panic takes hold

The Pakistan Stock Exchange was a sea of red once again on Monday with the benchmark KSE-100 index closing down 2,416 points, or 6.7 per cent, at 33,644 – back to levels last seen about four months ago (Oct 24, 2019).

With today’s close, the benchmark index has recorded a decline of 17.4pc in the current year, falling around 12pc from the first reported case of COVID-19 in the country on Feb 26 and 22pc below the recent high of 43,218pts on Jan 13, 2020.

Today’s session also saw the worst intra-day decline since the 2008 financial market crash (on June 24, 2008) when the index slipped 7.9pc during the day.

Trading was halted around 10:13am today – marking the the fourth time such a measure was enforced in two weeks – when the large cap KSE-30 index crashed 5.53 per cent.

According to bourse rules, if the KSE-30 index moves over 4pc or more in any direction for a period of five minutes, trading is halted for 45 minutes.

Discussing today's slide with Dawn.com, Deputy Head of Research at AKD Securities, Ali Asghar Poonwala said last week's negative sentiment was continuing into this week, with investors panicking as Pakistan doubled its count of coronavirus patients over the weekend while trade disruptions and uncertainty resulting from the virus outbreak remain world over.

"The benchmark KSE-100 index opened lower by 500 points right from the start of the trading day, gradually falling a further 1,100 points to land down 1,650+ points at the 34,400 mark," he noted.

He maintained that the raising of circuit breakers to 7.5pc (from 5pc previously) starting today also exacerbated today's plunge, giving individual stocks further room for downward movement.

Meanwhile, Head of Foreign Institutional Sales at Next Capital Limited Faizan Munshey added that KSE-100 index followed the trend in world markets, for which coronavirus was a major reason.

Markets wilt as US Fed cuts rate
Stock markets and the dollar were roiled on Monday after the Federal Reserve slashed interest rates in an emergency move and its major peers offered cheap US dollars to ease a ruinous logjam in global lending markets.

Data out of China also underscored just how much economic damage the disease had already done to the world’s second-largest economy, with official numbers showing the worst drops in activity on record. Industrial output plunged 13.5pc and retail sales 20.5pc.

MSCI’s index of Asia-Pacific shares outside Japan slid 3.1pc to lows not seen since early 2017, while the Nikkei eased a relatively mild 0.14pc.

Shanghai blue chips fell 1.4pc even as China’s central bank surprised with a fresh round of liquidity injections into the financial system.

Southeast Asian stock markets also tumbled on Monday, with Malaysia hitting a near ten-year low, as drastic policy measures by the US Federal Reserve did little to soothe investor nerves over the lightning spread of the coronavirus.

“Ironically, markets might have perceived the Fed’s response as panic, feeding into its own fears,” Vishnu Varathan, a senior economist at Mizuho Bank, said in a note.

Malaysia's benchmark index shed 3.4pc to hit a near 10-year low, led by losses in the financial sector. Malayan Banking Bhd hit a near three-and-a-half-year low.

Philippine shares recouped some losses after losing as much as 7.6pc in early trade, but stayed firmly in the red.

Singapore shares dropped 3.4pc, and were set for a fourth straight session of losses, while Indonesian stocks dropped 4pc, ahead of February trade data expected later in the day.

Given Pakistan's history, I think it will try to capitalize on the crisis by making war with India. India should be ready to impose heavy price on Pakistan in the form of taking over POK.
