Chinese Embassy is not too far from Pakis there. So even if you have cut off diplomatic relations they will always have their eyes and ears here. So let them continue and keep them close. As it is said its better to keep enemy closer. Sometimes it helps in uncovering stooges as in this case. I believe for good reasons that this ring was busted by putting surveillance on this Akhtar. In fact many Paki spies are caught when try to contact their handlers working undercover in Pakistan Embassy.

Caught In The Act: More Than 50 Pakistani Spies Have Been Caught In India Since 2013
Following the Indian government's decision to sent back the Pakistani diplomat, who was held for running an espionage racket, the focus has shifted to Pakistan's hidden intelligence circuit within India's boundaries.
In a statement made in the Rajya Sabha during the March session of Parliament this year, the Indian government had shared that 46 Pakistani spies had been arrested across India between the years 2013-16.
The latest charges have taken this number to 53.

Also in November, contract labourer 51-year-old Irshad Ansari, his son Asfaq Ansari and another relative, Mohammed Jahangir were arrested in Kolkata. They had been working as ISI agents for more than 10 years and had been trained by the ISI. Abdul Rasheed, who was posted as a head constable with the BSF was also arrested.

Contract labourer 51-year-old Irshad Ansari, his son Asfaq Ansari and another relative, Mohammed Jahangir were arrested in Kolkata. According to police sources, both Irshad and Jahangir have relatives in Karachi and they were hired by the ISI during their visit to the neighbouring country. They have been working as ISI agents for more than 10 years and had been trained by the ISI.
Abdul Rasheed, Border Security Force (BSF) head constable, posted in the intelligence wing of the force in Rajouri district in Jammu and Kashmir was arrested.
Kafaitullah Khan alias Master Raja, a resident of Rajouri district in Jammu and Kashmir, was arrested. He worked as a library assistant in a senior secondary school in Rajouri district.
December 2015
STF of the Kolkata Police arrested another person on suspicion of carrying on espionage at the behest of Pakistan's ISI. According to the police, the accused Sheikh Badal is a resident of Karaya police station area in the city and was arrested near the Regional Passport Office at Brabourne Road in Kolkata.
Retired Army havildar Munawwar Ahmad Mir was arrested.

The Delhi Police arrested another person from Rajouri district of Jammu and Kashmir in connection with the alleged spying racket working on behalf of ISI.
An Indian Army rifleman was apprehended from West Bengal's Siliguri by Delhi Police crime branch team in a case of espionage linked to Pakistan's ISI. This is the fifth arrest made in the case between November 26 and December 6 from Delhi, Jammu and Kashmir and Siliguri. The rifleman was identified as Farid Khan.
Two suspected ISI spies were arrested by the CID in Rola village of Jodhpur, Rajasthan. They reportedly sent information related to military exercises in India to Pakistan.
An ex-Army man, identified as Gordhan Singh Rathore, a patwari in Khetolai, was arrested from a village closest to the Pokhran nuclear test site. A map detailing Pokhran field firing range had been recovered from his house.
An airman in the Indian Air Force, who allegedly shared secret documents with intelligence operatives backed by Pakistan's Inter-Services Intelligence (ISI), was arrested from Punjab by the crime branch of Delhi Police. The accused has been identified as Ranjith KK. He had joined the service in 2010 and was posted at Bhatinda Air Force Station.

An airman in the Indian Air Force, who allegedly shared secret documents with intelligence operatives backed by Pakistan's Inter-Services Intelligence (ISI), was arrested from Punjab by the crime branch of Delhi Police. The accused has been identified as Ranjith KK. He had joined the service in 2010 and was posted at Bhatinda Air Force Station.

Four postal department officials based out of Pokhran and Balotra in Jaisalmer were arrested for allegedly spying for ISI. They are said to be passing on Army-related letters and other documents to a Pakistani agent.
An ISI (Inter Service Intelligence) agent was arrested from Bhopal region. The operation was a joint effort of NIA officials and Bhopal Crime Branch.
An Indian national by the name of Irshad was arrested in Pathankot by the Punjab Police based on a tip-off provided by India's intelligence agencies. Irshad was an ISI agent who had managed to find an undercover job inside Pathankot Cantonment.

An alleged Pakistani spy was arrested by the Rajasthan police from Jaisalmer and items containing information on India's defence institutions seized from him. Nandlal, hailing from Sangad district in Pakistan, was arrested from a hotel in Jaisalmer.

NEW DELHI: Personal assistant of a Samajwadi Party's Rajya Sabha MP has been detained by Delhi Police in connection with the espionage racket in which a Pakistan High Commission staffer was expelled from the country and three persons were arrested.
Farhat, the PA of SP's Rajya Sabha MP Munabbar Saleem, was detained last night, said a senior Crime Branch officer, adding his interrogation is underway.
Delhi Police is also trying to nab other members of the racket who, it believes, were in close contact with Pakistan High Commission staffer Mehmood Akhtar who was caught receiving secret documents here on October 26.
Two others, Maulana Ramzan and Subhash Jangir, residents of Nagaur, Rajasthan, were held along with Akhtar. Another accused Sohaib was detained in Jodhpur and brought to Delhi by the police where he was arrested.

A high probability.. He is ISI trained..so he knows how to use the cover and get close to the certain VIPs for some snaps. MEDIA needs just that to create a political stunt and ARNAB WANTS TO KNOW scenes.
Actually..imagine the kind of physical security threat these moles of ISI can cause to senior ministers.. Not just BJP but for any party whom they would be harboring without knowing the true identity.
Being a party worker they will have access to the information about movements of politicians in and around India..events they will be taking part in..and when they gain the trust of the party ..some party members will even work as interlocutors between political parties and these moles can actually swing political directions in their favor.
This is a very serious threat...
ISI would know that with the political scene in India and political parties like AAP and Congress which one time even questioned the Indian army on their Mission beyond LoC,..
Such political scenary in India just made the work easy for ISI.
ISI can put out such staged pics through their stooges and make it POLITICAL thereby creating another mudsling fest in Indian political scene and saving ISI face in such spy ops

Its not about educated or not.
When you are a leader of a political party you will be meeting a whole group of party workers without knowing who is who when you are addressing rallies and events in various locations all over the nation..Especially a national leader.
Its simply not possible...
That means anyone can pretend to be a party worker and take a snap...Mostly ministers dont stop them from doing that because they want to feel more ...what say .."peoples man"..
Its a risk any minister takes for creating an ambiance that they are ONE.
We have seen such controversies about min. from various parties sharing stage with future offenders
who gets caught and then a pic or a video is dug up from the past to support the offender and crate a political slug fest.
