Pakistan likely to secure civil nuclear deal with US: report

The United States and Pakistan are in the process of negotiating an accord which may end up in a civil nuclear deal between the two countries, a report published in The Washington Post claimed on Tuesday.

“The White House is exploring what could be a diplomatic blockbuster: possible new limits and controls on Pakistan’s nuclear weapons and delivery systems,” David Ignatius, an opinion writer for the US-based newspaper said.

If media reports are to be believed, the US may be able to secure a civil nuclear deal in the near future with Pakistan, as it did with India in 2005. “Pakistan has been asked to consider what are described as ‘brackets’,” the newspaper quoted a source familiar with the talks between the two countries as saying.

The newspaper further suggested that Pakistan would agree to restrict its nuclear program to weapons and delivery systems that are appropriate to its actual defence needs against India’s nuclear threat. “Pakistan might agree not to deploy missiles capable of reaching beyond a certain range,” it quoted as an example of the accord between the two countries.

Pakistan, in return, can get the US’ support for an eventual waiver by the 48-nation Nuclear Suppliers Group, of which the US is a member, claimed the newspaper’s source.

At US’ urging, the same group had agreed to exempt India from rules that banned nuclear trade with countries that evaded the Non-Proliferation Treaty, allowing the Pakistani arch rival a partial entry into the club of nuclear powers in exchange for its willingness to apply International Atomic Energy Agency (IAEA) safeguards to its civilian programme.

The sources, however, said the negotiations between the US and Pakistan on the agreement would be slow and difficult due to the fact that Pakistan honours its nuclear programme and it is not yet clear if the country would eventually be willing to accept the limitations that would be required.

It revealed that the issue is being discussed quietly in advance to Prime Minister Nawaz Sharif’s upcoming visit to Washington on October 22, 2015.

The US considers this nuclear dialogue especially important because it would begin to address what US officials for two decades have viewed as one of the world’s most dangerous security problems.

The dialogue comes in the wake of a recent surge of Taliban violence in Afghanistan, building pressure on the US to address the issues of the nation it evaded a decade ago. “The US is quietly exploring some diplomatic options that could reduce the violence in Afghanistan,” the report said.

Considering the volatile situation of the region, the US is keen to adopt an aggressive diplomacy to reduce the Taliban’s threat which the Afghan government frequently blames to have been sponsored from Pakistan, a claim Pakistani officials have always denied.

The US recognised more than four years ago that the best way out of the Afghanistan conflict would be a diplomatic settlement that involved the Taliban and “its sometime sponsors in Pakistan”.

interesting...... very interesting. i did not see that coming. but it was expected sooner or later, as india has a similar agreement and Pakistan does have the right for the same or similar agreement too i guess.

US very well knows how to dangle a carrot in front of desperate Pakis.

Given Pak's international reputation as a terrorist supporter, it is super unlikely that they would get any waiver.

Yep, just like the way they dangled a carrot in front of desperate Indies but found themselves empty handed as they didn't get any export orders ten years since the deal was signed.

The 123 agreement practically killed the Nuclear apartheid and the double standards are for everyone to be seen. China and Pakistan took a good advantage
to justify the sale of new neactors and US couldn't do anything about it.

The devil is in details.

What Pakistani fanboys here will pretend showing happy face are cribbing against this deal at their forums.

All the Pakistani reactors operated by Chinese will come under American surveillance is a good thing for the region at large.

@Neo 's jibe that India didn't got any export order blah blah blah doesn't make any point here as India has stood its ground without compromising its nuclear weapon program.

Since Pakistanis copy what Indian do, it will be interesting to see if Nawaj Sharif will be able to do the same.

Adding late: The very article posted by OP doesn't show Pakistan in a good light. The author has tried to link it with moronic reason of Afghan Taliban deal when the negotiation have already failed and there is fight going on and US is sending additional 5k troops as we speak.

The whole American effort has come out from a narrative that Pakistani nuclear program is something very dangerous that they should have addressed early. Probably they were waiting for person like Nawaj Sharrif

Nuclear deal is also commercial deal with nuclear reactors costing 2-10 billion each who will finance this? Nuclear fuel and processing billions more. Doubt anyone would give credit for this. Chinese reactors do not compare to real nuclear reactors with a track record for decades like areva or ge , no other country uses them and even China imports reactors does not use own.

Pakistanis know it. They suffer from sever inferiority complex that was inflicted to them by Mr.G. Bush. Those were the time when I used to watch Pakistani news channels to have good fun as thy would literally cry everyday. This deal will salvage whatever little pride they are left with; to feel at par with India. I mean this how their propagandists will try to sell it to the gullible population.

Like I said the devil's in detail. We will have to wait for the details to come out before making any further assertions. One thing I am pretty sure that it is not happening in isolation. The American are putting check and balances on Pakistani nuclear capabilities and making inroads into their facilities; which are controlled by China.

I doubt this is true. If it is true it will take decades to implement.
India is still not in the nsg even after a decade so even getting a deal does not mean much. The Us-India nuclear deal has more or less froze. Deals with other nations France, Russia ,Canada ,Australia have moved rapidly.

Interesting point in one of the articles comments. This deal may be given to Pakistan as an outlet for nukes for Saudi? Well I guess nuclear proliferation and NPT are joke after all.

No it doesn't. India didn't proliferate nukes. Pakistan armed Iran and North Korea with nukes.

well yes it does, nobody cares about who gave what to who. if the world is concerned about iran then they should have gone to pakistan. nobody mentions that pakistan gave iran tech. india's and pakistan's nuclear stance are the same therefore should be treated the same too.
