Pakistan feels US has let it down


ISLAMABAD: In the run-up to the third round of strategic dialogue, Pakistani authorities are getting irritated over the lack of US interest in resolving the country's long-term regional issues and in providing economic support despite publicly declaring it a key ally in the war on terror and appreciating its sacrifices.

The authorities are also dissatisfied with the 'triple accounting' by the United States of its economic assistance to Pakistan, although the overall assistance remained less than $1.5 billion in a year. They also grumble that Pakistan has not been given market access for its products they believe it deserves in comparison to other countries.

"Since our engagement with US after 9/11 about more than nine years ago, the United States has made wide-ranging trading arrangements with Latin American countries, African nations and even some states in the Middle East but greater market access to Pakistan still remains far off," said a government official.

Officials said that these were some of the issues Pakistani delegation led by Army Chief Ashfaq Parvez Kayani would raise again with the US authorities as part of the Pakistan-US strategic dialogue to be held in Washington next week.

"The US actions and assurances do not match when it comes to Pakistan's role and returns it should get," the official said.

In background discussions, the official said the US leadership never missed an opportunity to assure Islamabad how central they considered a stable Pakistan to achieve global and regional peace and yet they looked the other way when the government discussed US role in resolving a 'proxy water war launched by India' besides the longstanding Kashmir issue that was the key to regional stability.

They said India had launched a full-scale water aggression against Pakistan by initiating a number of controversial projects on rivers allocated to Pakistan under the 1960 waters treaty.

Pakistan wanted the US to play its role in addressing its concerns, they said.

They said these irritants had repeatedly been discussed with Secretary of State Hillary Clinton and President Obama's special envoy Richard Holbrooke but without any tangible progress beyond diplomatic pleasantries. They, however, agree that the US has moved in appreciating Pakistan's concerns relating to the Afghan situation.

Sources said the United States had committed to provide $7.5 billion assistance in five years to Islamabad under the Kerry-Lugar-Berman Act at the rate of $1.5 billion in a year.

As part of Friends of Democratic Pakistan, the United States had assured last year to help Pakistan overcome its economic problems by offering more assistance but "when we got back to the US authorities for follow up, we realised that its pledges at FoDP were part of its earlier commitments made under the KLB Act".

The flood-related US support, the sources said, also came under the KLB amount of $1.5 billion a year.

Talking about trade facilitation, the official said that Pakistan had also not been able to materialise Reconstruction Opportunity Zones (ROZs) in areas affected by war and earthquake for which the US had given assurances many years ago. "We now believe that ROZs have lost their opportunity cost."

He said the even the European Union had been favourable in extending market access to Pakistan after the 2005 earthquake but the US did not make any progress on that account.

Between 2000 and 2009, the US trade with Latin America increased by more than 80 per cent because of North American Free Trade Agreement (Nafta), the Dominican Republic-Central America-United States Free Trade Agreement and bilateral FTAs with Chile while its trade with African nations increased by about 30 per cent under the 2000 African Growth and Opportunity Act, but Pakistan's ROZs and bilateral investment treaty remained a pipedream.

They said the US cooperation with Pakistan for resolving the energy sector problems had also remained limited to lip-service. Rather it opposed the Iran-Pakistan Gas Pipeline that was key to Islamabad's energy sector needs over the next couple of decades.

Do they even have a case of complaint here? Having achieved what nobody else has by taking the world's most powerful nation on a wild goose chase by blackmailing it, exporting terrorists and extorting aid for several decades with no net results? Who let down who? I think Pakistan must reverse the nominative and accusative in this very statement, i.e. it's Pakistan who let down the US, and did it in style and with panache!

This is fantastic. A nation which is responsible for around 2/3rds of the worlds headache and which is cosying up with a potential US advesary is accusing the US of letting it down.
What has it done for the US is a question that the GOP should ask themselves.

Another point to be noted is that Gen. Kayani will be taking up trade issues with the US. This seems to be an indicator of things to come in the near future.

Yes sure there are valid reason for pakistan feeling let down by usa reason being..........

1. Usa never helped pakistan to conqour red fort.
2.usa never helped pak in forcing new delhi to give kashmir on platter.
3.usa branded the soilders of islamic army like lashkar etc as terror groups.
4.usa has been nagging pak's ruling military-politico-feudal elites to pay taxes.

USA and world is fed up of pakistan support to terror...Its not working....One side pakistan is supporting terrorist and other side it taking money for WOT.
Now pakistan giving support to terrorist group openly. Its all because of USA, instead of asking Islamic terrorist republican of pakistan for help they should have attack pakistan....If it was done earlier till now WOT should have been over....

The Land of the Pure has become most Impure and the way there are at killing each other, especially the killing of Shias and Sufis, Pakistan is not really a nation created to escape the majority Hindu persecution. It was created for Sunnis to persecute the Shias and Sufis and for Punjabis to dominate every other community!

And to imagine that Jinnah was a Gujarati Shia!

What a let down!

Land of pure was always impure and it will become pure only when its whole population turns to wahabism.Thats the reason he himself was left to die on the road itself.

Friends of Democratic Pakistan

Under these circumstances it is understandable the FoDP wants Pakistan to do more to help itself. At the same time, it is imperative that the FoDP help the Pakistani economy in the short-term and medium-term. If they fail to do this, for whatever reason, the advances made in the war on terrorism will be undone, as poverty is the ideal soil for terrorist recruitment.

My exact words. Bush wasted his time in Iraq on a wild goose chase, costing billions for no reason. Instead of he'd focused on Pakistan and Afghanistan as a combo package, by now WOT would have been complete, Pakistan's nuclear arsenal would be in the hands of UN Security Council and we'd have one lesser headache to focus our energies on. This was apparently even conveyed by Indian generals and Gen. Vladimir Boldyrev of Russia during a request for joint military meeting with US generals in Afghanistan. Despite strong recommendations and Requests from both India and Russia about focusing more on AFPAK, Bush ignored the reasoning and continued with Iraq plans.

And see what happened? NO WMDs, billions wasted, a weak superpower, economy in hell, world still suffering Jihad's horrors etc etc. $3 trillion gone and no outcome.

Sorry for not replying earlier (I was busy laughing :emot15:), but I'd beg the heavens to make sure that they let me design the next space shuttle before Kayani starts trade talks. I'm pretty sure I'll do a better job.

yeah now pakistan feels let down coz US is not giving enough money,some of them even claims they have lost 45 billion dollars because of war on terror and US should pay for it,they r in a dillusion that they r doing it for someone else(jst like mercenaries)
even though it this is there war coz they r fighting there own created terrorists,still they beg and even though US has paid them more than 20 billion $ atleast they feel let down coz they should have paid more

so what pakistanis r doing now is sending there army(as talibanis)and attacking the NATO supplies and looting it and then sellin it to real talibanis

What Pakistan expect from US? F-22, nuclear deal, $ 1 trillion annual economic aid?????

Unless an untill Pakistani Generals and administrators change their attitude and policy they are never going to develop their nation and Pakistan will remain centre of terror and security threat not only to India and US but to whole world. No nation no matter how poor it is in terms of economy and infrastructure can dream of development and sustained growth by living on foreign aid and begging.

There are many examples of countries who in past received huge amount of aid moneys but now at present give good amount of money to other nations, one such example is S Korea.
