As i said before.

Ajmal kasab might be a pakistani(though captured in nepal and than brainwashed over a period of time in india)

so does there would be more pakistani in the case.

what the govt official said was the plan was of india to conduct such as raid to kill innocents along with a couple of muslims.

Plan was of indian.most probably the kids intelligence agency RAW.

*History of indian army involved in terrorist activities such as the samjhota express bombing and later blame everything on Pakistan
Proof is the indian army colonel purohit involved in terrorist activies

*Indian official claiming that india was involved behind the mumbai attacks

Based on this i have presented my conclusions of india could be very much involved in killing its own citizen
