Washington, June 6 (PTI) Pakistan has used a substantial amount of military aid from the US meant to fight terrorism to build up its army with modern weapons and equipment for a conventional warfare against India, Pentagon documents have revealed.

All this was done with the knowledge of the then Bush Administration, which not only provided USD 1.9 billion in Foreign Military Financing (FMF) but also signed agreements with Pakistan for military sales worth nearly USD 5 billion during the period, showed the documents accessed by PTI.

The Pentagon documents also revealed that a major post-9/11 American defence supply to Pakistan under FMF had nothing to do with its fight against terrorism.

While the Taliban and al-Qaeda gained ground in the tribal areas of Pakistan bordering Afghanistan, Islamabad bought eight P-3C Orion maritime patrol aircraft and their refurbishment worth USD 474 million. It also placed orders for 5,250 TOW anti-armour missiles worth USD 186 million. 2,007 of these have already been delivered and the rest are in the process of being supplied. PTI

New Delhi, June 6, 2009: Pentagon documents have alleged that Pakistan has diverted US money on building its army against India. The documents say that the Pakistani government has diverted huge amount of funds provided by the United States government to fight against Taliban on strengthening its army.

United States has provided more than US$10 billion of financial aid to Pakistan following Pakistan toed the US line of fighting terrorism along with the US.

Even now the US is planning a USD 2.8 billion military aid to Pakistan to successfully fight terrorism. The Obama Administration is planning to propose to the Congress a USD 2.8 billion military aid to Pakistan, in addition to the USD 7.5 billion non-military aid in the next five years as proposed in the Kerry-Lugar Bill, the Fox News said quoting unnamed Defence Department officials.

The officials said the US would have control over the spending of money under this fund, and it would ensure that the money is not spent in a way that would give Pakistan a greater capacity to attack another country, primarily India, it reported.

The US is playing both sides and wants to keep Pak as a long term ally in case India does not become a full fledged subservient state like Japan or South Korea. In that respect, there's no difference between China and the US.

We need to tread delicately and we need to grow our economic and military power independent of both these countries. At the same time, we cannot afford to antagonise the other major power, Russia, by tilting too much to the west. We have to keep all our options open, and in a game of high stakes such as this, carefully choose our friends and partners.

The Pentagon confirms one of South Asia's worst kept secrets - Pakistan diverted billions of dollars of US aid to boost offensive capabilities against India.

After the 9/11 incident, the Bush administration poured billions of dollars into Islamabad's coffers to fight the war on terror specifically to fight al-Qaeda and the Taliban. But Islamabad redirected a substantial amount to buy a mind-boggling array of conventional American weaponry to use against India, the Pentagon report revealed.

India has repeatedly pointed out that much of the military hardware on Pakistan's shopping list was not suited to anti-terror operations.

The Pentagon report points to the funds given to Pakistan by former president George W. Bush during the years 2002 to 2009. It says that the brazen diversion of funds from the time of former president Pervez Musharraf, were used to acquire arms ranging from anti-tank missiles to F16s.

It was quite clear that the purchased hardware were not suited for anti-terror operations but was meant to blunt India's edge in conventional weaponry. The Bush administration was "aware" of the misuse, the Pentagon said.

Musharraf was often described by Bush as America's 'strong' ally in the 'war against terror'.

Although US lawmakers have expressed concern that Pakistan is arming itself against India, Congress is currently debating another aid bill for Islamabad and that too, with a substantial military component, the Pentagon said.

Pakistan, which has shrewdly exploited the dubious distinction of being the epicenter of world terrorism, may have its way yet again, it said.

Whats new in this? Its common knowledge that Pakistan has been using US money to fight WOT to build up its both conventional and unconventional arsenal. Bush admin winked at it and Obama continues to do the same, infact give more money.

This isn't news!When they're getting billions of $ for free it's natural they'd spend it on defenses against India.
Fear of the Indian armed forces is deeply ingrained into the Pakistani psyche .They'd let the Taliban roam free but wouldn't move troops from the LOC for fear of an 'Indian invasion'.It's just pathetic
