ISLAMABAD: Pakistan has yet again raised the Kashmir issue as the first round of Indo-Pak foreign secretary bilateral talks began on Thursday between Nirupama Rao and her Pakistan counterpart Salman Bashir. India is waiting to see whether Pakistan will walk the talk and bridge the trust deficit between the two neighbours since the Mumbai attacks in 2008.

Foreign Secretaries of both India and Pakistan met in Islamabad today; the meeting is aimed at setting the tone for the next round of talks between foreign ministers in July. Efforts to rebuild trust and work out measures to counter terrorism are on agenda.

Times Now said doubts have been cast already over the outcome of the ongoing meet, after Pakistan once again played the Kashmir card. Pakistan had demanded that the Kashmir issue be looked into first. The Pakistani side has also demanded reduction of Indian troops from the border. Echoing the demands of the J&K separatists, Pakistan has asked for rollback of what they call 'draconian' laws.

Meanwhile Cross border Terrorism tops India's agenda, including taking action against 26/11 plotter Hafiz Saeed. India seeks to narrow the focus on terror instead of making it all inclusive. India is likely to avoid issuing a joint statement, and could stonewall references to the contentious Kashmir Issue.

Pakistan on the other hand wants to broaden the scope for talks. Their agenda focuses on de-linking terror from talks. They are looking to define terrorism as a common problem, raise the issue of Indian involvement in Balochistan and try and bring Kashmir back to the table as a core concern. Pakistan is also likely to raise the issue of the 1960 Indus water treaty.

Roll back the draconian laws?? I think we can start with Article 370 then and flood Indian all over to Kashmir and then sit for talks.

Just before the talks, a BSF party was pinned down from unprovked firing from three directions by pak rangers!!! A soldier of the rank of colonel Neeraj Sood died in an encounter with the terrorisrs in J&K. Local news paper reported that he was shot in the head, when his mobile rang up in the darkness. The flashing mobile attracted the militants long range rifle and was shot in the head. quite tragic. It is a futile effort to straighten a dog's tail.!!!!

Nothing new in it it was already known well before the Foreign Secretary-level talks or may be it was agreed upon between two sides during back channel meetings as following June 17th outlook article points out...

Pak May Seek Withdrawal of AFSPA from Kashmir

Pakistan is expected to seek the withdrawal of the Armed Forces (Special Powers) Act in Jammu and Kashmir and the release of political prisoners to improve the ground situation in Kashmir during the upcoming Foreign Secretary-level talks, diplomatic sources said today.

Senior Pakistani officials have broadly classified the issues to be raised during the meeting of the two Foreign Secretaries in Islamabad on June 24 into four categories.

These include outstanding issues like the Kashmir issue, humanitarian matters like the release of prisoners and fishermen, terrorism and trade and commerce, sources told
And that may be the only reason GOI decided to amend the AFSPA just to follow up on before the Foreign Secretary-level talks and to show something to pakistan that india is moving on kashmir according to pakistan's will, on june 20th as following TOI reports suggests.

Centre may amend AFSPA, Army could lose cover
NEW DELHI: Notwithstanding opposition from the Army and faced with reports of fake encounters, the government is planning to go ahead with certain amendments in the Armed Forces Special Powers Act which includes handing over of an Army personnel in case of extra-judicial killings to the state authorities.
Indication about moving forward on kashmir was given by Foreign Secretary Nirupama rao in her metting with press in the following TOI report....

Can't redraw border but can make it irrelevant: Rao

NEW DELHI: India is resurrecting PM Manmohan Singh's vision for a Kashmir solution — no redrawing of boundaries but making them "irrelevant" by encouraging cross-LoC trade and movement of people. This was part of the peace process during the Musharraf years between 2004-2008, which stopped abruptly after the Mumbai attacks.
Now about todays report it is just for the local pakistani awam consumption that they go back thumping their chest that we forced india on kashmir just like Pakistani foreign minister qureshi did when First Foreign secretary level talks were announced in Feb this year(watch from 1:04 min)

So todays report is just for fake H&D purpose for pakistani leadership.

They should learn something from their aka chinese. they also have border issue with Indians but still they donot hesitate in having a peaceful boundry and economic relation. Did you ever seen any pakistani delegate planning to dicuss any economic or any other issue ?
all they will discuss is Kashmir . It has sent their country to the doors of jahannoom but those fools are yet to realize.
May God save them by giving some akal.

To start with, Article 370 granting Kashmir a special status should be revoked. All people displaced by terrorism should be re-settled in Kashmir helping them financially too. Groups like PDP should be banned and members given a choice of either migrating to Pakistan or taking an oath as an Indian Citizen under the Constitution of India. This will send a strong message to Pakistan. Once these are accomplished, we can focus on how to take back POK, both covertly and overtly.
