Appeal for peace in Dima Hasao

HAFLONG, Sept 7 – Under the chairmanship of Dr M Ariz Ahammed, Commissioner of Hills and Barak Valley, a meeting on solidarity and integration was held at the conference hall of the Deputy Commissioner, Dima Hasao, here on Thursday.
Representatives of various ethnic groups of Dima Hasao district such as the Indigenous Peoples' Forum, Jeme Council, Church Elders, executive members and members of Dima Hasao Autonomous Council, public leaders and government officials participated in the meeting. The meeting appealed to the people to maintain peace and harmony in the district and ignore rumours spread by anti-social elements.

Dr Ariz Ahammed, Commissioner of Hills and Barak Valley, appealed to all sections of people to work collectively for peace and said that peace is the basic requirement for development. Public leaders like Dethang Naiding, president, Jadikhe Naisho Hosom, Athong Lienthang, president, Indigenous People's Forum, S Jeme from Jeme Council forwarded some suggestions for maintaining peace and harmony among the people living in Dima Hasao.

Earlier, Dilip Barthakur, Deputy Commissioner, Dima Hasao, delivered the welcome address and Barun Bhuyan, Principal Secretary, Dima Hasao Autonomous Council, offered the vote of thanks.

A few more large scale actions like these and these lunatic terrorists will be broken by the people's will. Nagas must join the rest of the nation and allow successful investments to be made in the state rather than just relying on funds from the local baptist missions.

Our entire NE has so much potential; we just need to realize it. Asking for "special" status won't get us anywhere.

Future of State bleak if steps against influx not taken: Sinha

GUWAHATI, Sept 9 – If a Government, which is not friendly to India, manages to assume power in Bangladesh, the situation in Assam will be just like that of Kashmir, warned former Assam Governor, Lt Gen (Retd) SK Sinha.
Talking to The Assam Tribune, Lt Gen Sinha, who also served as the Governor of Jammu and Kashmir, pointed out that fortunately, at present a Government, which is friendly to India is ruling Bangladesh. But if a government which is not friendly to India assumes office in Bangladesh, it will definitely take advantage of the presence of large number of illegal migrants in Assam to create disturbance in the State, he warned.

Lt Gen Sinha expressed the view that the future of Assam is very dark unless strong measures are taken immediately to deal with the problem of infiltration of foreigners. He also said that illegal migration is the main reason for the recent ethnic clashes in the State. At the same time, he expressed the view that total mismanagement of the law and order situation led to the deterioration of the situation in the State.

The former Governor, who warned the Government of the dangers posed by illegal migration in a report to the President of India in November, 1998, said that he had given as many as 15 recommendations to deal with the situation. But unfortunately, till date, none of the recommendations has been implemented.

Lt Gen Sinha said that the situation now is worse than in 1998 when he had submitted the report to the President of India and the demographic pattern is changing very fast. He alleged that the All India United Democratic Front (AIUDF) is now playing the role played by the Muslim League in 1947.

Lt Gen Sinha said that it would be unrealistic to expect deportation of all the illegal migrants living in Assam as the Government of Bangladesh would never accept those people as their citizens. The Government of India should take immediate steps to identify the illegal migrants and declare them as stateless citizens with no right to vote and to acquire land.

If the Bangladeshi nationals are declared stateless citizens, they would have no say in the political situation of India and the political parties will also stop appeasing them to create vote bank, Lt Gen Sinha pointed out. At present, most political parties support the illegal migrants to create vote banks but this disturbing practice will stop if the migrants are denied of the right to vote, he pointed out.

On the steps taken to check infiltration, Lt Gen Sinha said that the Government would have to show the political will to do so. He revealed that when he was the Governor of Jammu and Kashmir, around 700 kilometers of the international border with Pakistan was fenced by the Army in just over a year, that too in tough terrain of high mountains. But the 260 odd kilometers of fencing in Assam could not be fenced in 27 years since the signing of the Assam Accord, which showed lack of political will of the Government in sealing the border to check infiltration, he added.

Call for probe into BTAD conflicts

GUWAHATI, Sept 9 – The United Movement for People's Right has urged the Centre to conduct a high-level inquiry into the recent Bodoland Territorial Autonomous District (BTAD) violence by a commission headed by a retired judge of the Supreme Court.
A delegation of the organization comprising Brojen Mohanto, Shahajahan Talukdar and Hareswar Barman, among others, called on Union Home Minister Susheel Kumar Shinde in New Delhi today and submitted a memorandum in this regard.

The organization said in a statement that it had a discussion with Shinde on the issue and sought his intervention in restoring peace and calm in BTAD.

Stating that it was not opposed to detection and deportation of illegal foreigners from Assam, the organization said that in the name of detection of foreigners or updating the National Register of Citizens (NRC), "nobody should recreate restrictions in the way of resettlement of the lakhs of displaced persons in BTAD."

Alleging that the ethnic conflicts in BTAD were the "destructive outcome of the undemocratic and biased Bodoland Territorial Council (BTC) accord itself, the organization said that the Government had learnt nothing from the earlier incidents of violence in the area.

The memorandum submitted to the Home Minister contained nine demands including scrapping of the BTC Accord, unconditional rehabilitation of all the displaced persons at their own villages within BTC, seizure of all illegal arms, and holding of a round-table conference of all the ethnic groups of Assam including the Bodos to have an alternative solution to the issue of autonomy.

Anti-talk ULFA owns up city blast

GUWAHATI, Sept 9 – Police suspects the involvement of members of the hardline faction of the United Liberation Front of Asom (ULFA) in the grenade blast in the Paltanbazar area of the city last evening, in which one CRPF man was killed and five others including three civilians were injured.
Police sources said that the involvement of Manipuri militants also cannot be ruled out as there is possibility of the ULFA using them to launch the attack.

Meanwhile, Chief Minister Tarun Gogoi visited the Guwahati Medical College Hospital to meet those injured and directed the hospital authorities to take all necessary measures for providing best possible treatment to the injured.

Gogoi also visited the site of the blast and had discussion with the Kamrup (Metro) Deputy Commissioner and SSP AP Tewari. He said that different forces are trying to create disturbance in the state, but in last few days, the police managed to recover grenades and weapons from different parts of the state.

On the other hand, the hardline faction of the ULFA has claimed the responsibility for the blast and warned that such attacks on security forces would continue. The ULFA also apologised for causing injury to innocent civilians in the blast.

14 arrested for Dhubri violence

DHUBRI, Sept 9 – Altogether 14 people were today arrested for their alleged involvement in violence in Dhubri town following desecration of a place of worship, police said, reports PTI.
The district administration, which had advanced the night time curfew in the Dhubri Police Station area by three hours yesterday, extended it through the day indefinitely in view of the tension following the incident on Friday night.

The 14 people were picked up from various places in Dhubri, they said.

One person had died and four others were injured yesterday in two rounds of clashes

between two groups at Jogamaya Ghat and Indira Gandhi Road areas respectively following the desecration. Police had also resorted to firing six rounds in the air to disperse the agitators at Jogamaya Ghat.

Locals had blocked a road protesting the desecration of the place of worship and theft of ornaments worth Rs 2lakh from there and a spontaneous bandh was later observed.

Night time curfew had been clamped at 7 pm yesterday in Dhubri Police Station area instead of at 10 pm. Night curfew continues in the area since violence in lower Assam in July.

High security in Assam after ULFA messages intercepted

Guwahati, Sept 11 (IANS): Assam Police have intensified security arrangements after intelligence inputs that the anti-dialogue faction of the United Liberation Front of Asom (ULFA) led by Paresh Baruah alias Paresh Asom might try to attack police and security forces in the State.
The developments assume significance as the outfit had triggered two blasts in less than a week's time - on last Saturday in Paltan Bazar area of Guwahati and at Doomdooma area in Tinsukia district - killing one security personnel and injuring 25 others.

The official also said that the outfit had targeted security forces in both the incidents.

Police had also recovered five grenades and five detonators from a youth in Rangia under Kamrup district on Sunday evening. Police said that the grenades and detonators were being taken to Guwahati to carry out subversive activities. "We have information that the outfit is on the lookout for other outfits who can execute subversive activities for them in any part of Assam. The basic objective is to attack police and security forces," he said.

The intelligence wing had alerted the police after intercepting some messages between the ULFA commander-in-chief to ranks and files of the outfit.

Centre admits infiltration from Bangla

NEW DELHI, Sept 10 – Acknowledging that there was illegal infiltration from Bangladesh into the country, Union Home Minister Sushil Kumar Shinde on Monday played safe, stressing a negotiated settlement of the vexed problem, while expressing firm resolve to seal the Indo-Bangladesh border.
Addressing his maiden press conference after assuming charge as the country's Home Minister, this afternoon, Shinde chose not to court further controversy over the problem of illegal influx by opting for safe replies. The interaction with the media that lasted for over an hour was mostly focused on the recent violence in BTAD areas and the government's bid to rein in the social media. He announced his plans to visit the international border within the next 15 days.

When asked about the condition laid down by the BPF leaders for allowing re-settlement of only those migrants with valid papers, Shinde said that his Ministry is trying to convince the Bodo leadership to allow the rehabilitation process to go on, as people have lost documents during the riots.

"The leaders of the Bodos are saying that only those people who have got record would be rehabilitated first. However, these people were staying for pretty long time and when some houses were burnt they lost the records and do not know where they are.

"Both the parties are going into the details. Once it is settled, the whole issue can be resolved. We from the Ministry have been trying to convince them these people are staying for long over there," the Home Minister said.

About the influx problem, Shinde said the issue is very old and the population registration was not done. It was started in two places but stopped because of lot of objections, Shinde said, referring to the updating of National Register of Citizens (NRC).

"There was a demand that the border should be sealed and we have taken, as far as possible more rigid action to seal it. I am going probably in a fortnight to visit the border," he said.

"The illegal foreigners issue is very complex. The Assam Accord was signed in 1985. It means that there is infiltration from Bangladesh. The question that there is no infiltration does not arise. So far, no solution has emerged, though we are trying to solve it. We are considering how the people can be settled and also will ensure there is no further infiltration," he said.

When asked if India has decided to accept the illegal migrants, Shinde replied: "There is no place for the infiltrators to stay in this country but the question is about those who have already arrived and whether they have records."

Earlier, in his opening remarks, Shinde said it was unfortunate that the recent violence caused by the ethnic groups in Assam has been given communal colour and has resulted in heavy loss of lives and displacement of people to relief camps. "I am happy to note that normalcy is returning to Assam gradually and people are going back from relief camps to their native places. Sufficient security arrangements have been made by the State Police in vulnerable areas.

Due to rumour mongering thousands of people belonging to North Eastern States returned home from Southern States. Steps taken by these States have enabled them to go back to their places of work and studies and things are normal now. "I had requested the State Governments to take all possible measures to prevent recurrence of such incidents in future," he said.

About the ban imposed on some social networking sites, the Minister said the material that was provided was disturbing the social life of the people and thereby had to be. "We are looking for information on those people who played the mischief," he said.

Tension prevails in Dhubri

GUWAHATI, Sept 10 – Some elements are trying to create communal tension in Dhubri district by spreading rumours even as additional forces have been rushed to the district to bring the situation under control.
Official sources told The Assam Tribune that spreading of rumours was turning out to be a major problem in Dhubri as some unscrupulous elements are trying to create communal tension in the sensitive district by spreading rumours. Efforts are on by the police and security forces to nab the culprits involved in such rumour mongering.

The situation in Dhubri district was tense as a large number of people displaced in the ethnic clashes in Kokrajhar and Chirang shifted to the district and a theft in a temple sparked off tension.

Meanwhile, senior police officers including the Inspector General (Law and Order) LR Bishnoi and DIG of the Western range, Surendra Kumar are camping in Dhubri to monitor the situation.

Bishnoi said that with improvement of the situation, curfew was relaxed in Dhubri town from 12 noon to 2 pm to enable the people to procure essential commodities. No untoward incident was reported during the curfew relaxation period. Curfew was relaxed in Bilashipara sub division and Gauripur from 6 am to 6 pm.

Bishnoi said that one company of the Rapid Action Force (RAF) of the CRPF has been pressed into service in Dhubri and another company is scheduled to arrive tomorrow morning. He revealed that the Army staged flag march in the sensitive areas. The patrolling by the security forces is going on in the vulnerable areas, while, fixed pickets have been deployed in some of the sensitive areas.

The IGP said that 14 persons have been arrested in connection with the clashes in Dhubri and a few others are picked up for interrogation and the possibility of their arrest after questioning cannot be ruled out. Efforts are also on to nab the culprits involved in spreading of rumours. He expressed the hope that the situation in the district would be normal within the next couple of days as the police and security forces are keeping a strict vigil on the situation.

Call for sealing of Bangla border

GUWAHATI, Sept 10 – A meeting convened by Asom Gana Sanmilan at the Pensioners' Bhawan, Guwahati, has made a strong pitch for sealing the Indo-Bangladesh border at the earliest besides detecting and deporting the illegal migrants living in the State.
The meeting chaired by Munindra Deka, president of the Sanmilan, and attended by several distinguished citizens including Krishna Rongpi, Eli Ahmed, Charan Deka and Md Nekibur Zaman, were of the view that the unabated cross-border influx from Bangladesh was adversely impacting the State's demographic patterns and posed a serious existential threat to the indigenous populace.

The meeting noted with concern that as long as a 292-km stretch of the Indo-Bangladesh border was open, paving the way for large-scale influx of migrants. It demanded that the Centre and the State Government worked on a war-footing to seal the open border.

On the updating of the National Register of Citizens, the meet favoured its updating on the basis of the 1951 NRC and the 1971 voters list.

Massive rally against aliens in Lakhimpur

NORTH LAKHIMPUR, Sept 10 – A mammoth public rally was taken out in North Lakhimpur against the presence of illegal foreign nationals and continuous infiltration from across the Indo-Bangladesh border.

The rally was convened by the North Lakhimpur unit of AASU and twenty-six organisations representing various groups besides school and college students took part in it. It started from the playground of North Lakhimpur Govt HS School where thousands of students, youths, people of all ages and from various walks of life converged shouting anti-alien slogans and calling for their expulsion from Assam.

The rally also demanded sealing of the Indo-Bangladesh border, update of the NRC, and safety and security of the Assamese students and workers in other states.

BJYM demands action against infiltrators

GUWAHATI, Sept 10 – The Bharatiya Janata Yuva Morcha (BJYM) on Monday slammed the Congress, both in the State and at the Centre, for its policy of appeasement of illegal infiltrators and demanded of the government to take strong action against terrorists and infiltrators.
Addressing mediapersons here, MP and national president of the BJYM Anurag Singh Thakur said that policy of appeasement of the Congress has put the security and integrity of the country at risk and has threatened the existence of the indigenous communities in States like Assam.

"The Congress which has failed on all fronts and has set an unprecedented record in corruption and scams has never stood for the people of the country," said Anurag adding that all political parties should now work for the interests of the country and the indigenous communities.

The youth leader also expressed surprise at some parties including the Congress calling the BJP communal for raising issues concerning national security.

109 acres of ganja cultivation destroyed

GUWAHATI, Sept 10 -- A team of Narcotics Control Bureau (NCB) officers led by the Superintendent, Guwahati Zonal unit with the help of the State authorities, State Police, SSB and Forest officials, carried out destruction operations of illicit cannabis (ganja) cultivation in several villages under Kalaktang Police Station in West Kameng district in Arunachal Pradesh during a three-day drive ending on September 8.
The NCB team destroyed around 109 acres of illicit cannabis cultivation during the drive. On September 6, it destroyed 13 acres of wild plant of cannabis by incineration at village Tenzin, followed by destruction of another 33 acres of illegal cultivation at villages Boha and R/Pam. On the last day, 63 acres of illegal cultivation was destroyed at villages R/Pam and Ankaling, NCB sources said.

Intelligence agencies widely believe that for efforts to check illegal cultivation of cannabis or poppy to succeed, stringent enforcement efforts must be taken at the grassroots level by the diverse agencies, especially the Forest Department.

According to intelligence sources, vast tracts of encroached forestland in the North-East are under illegal cultivation of cannabis.

India to erect single row fence along Bangladesh border

AGARTALA, Sept 18 (IANS): India will erect single row fencing instead of double row fencing in several areas along the border with Bangladesh, officials said here Tuesday.
About 80 percent of the 856-km India-Bangladesh international border in Tripura has so far been fenced with double rows to check trans-border movement of militants, prevent infiltration, and curb border crimes.

"More than 61 patches of the India-Bangladesh border with Tripura could not be fenced following objectionS by villagers," a Border Security Force (BSF) spokesperson said.

"Bangladesh has been objecting to the fencing at the zero line," the spokesperson added.

The Tripura government had also asked the central government to build fences at the actual border (zero line) with Bangladesh.

According to international norms and the Indira-Mujib treaty between India and Bangladesh, barbed wire fencing has to be erected 150 yards inside each other's territory from the zero line of the border.

The spokesperson said: "A meeting was held Tuesday between senior officials of the BSF and BGB (Border Guards Bangladesh) at Sidhai in western Tripura, 30 km north of here. The meeting discussed erecting a single row fencing instead of double row fencing in the desired areas."

"BSF officials have handed over the proposal of single row fencing to their Bangladesh counterparts. The BGB would forward the proposal to their government for approval. Senior officials of BGB and BSF would soon jointly visit the areas where the single row fencing would be build," he added.

India is erecting a barbed wire fence and putting up floodlights along the 4,095-km India-Bangladesh border in West Bengal, Tripura, Assam, Meghalaya and Mizoram to stop trans-border movement of militants, check infiltration, and curb smuggling and various border crimes.

Bangladeshi Nabbed with Explosives in Meghalaya




Troopers of the Border Security Force (BSF) arrested a Bangladeshi national in Meghalaya with explosives and weapons, a BSF official said Monday. Azad Miya, 40, a suspected militant, was nabbed Sunday night from Umkiang village near the India-Bangladesh border in Meghalaya's East Jaintia Hills district,BSF spokesman Ravi Gandhi told IANS.
BSF troopers seized explosives, a country-made pistol, knife and a mobile handset with two Bangladeshi SIM cards and 10 Bangladesh taka from Azad Miya's possession. "Azad Miya appears to be a hardcore fundamentalist and a hard nut to crack. So far he has refused to divulge any details barring admitting that he is a Bangladeshi national," Gandhi said.
Meghalaya shares a 443-km border with Bangladesh, part of which is porous, hilly, unfenced and prone to frequent infiltration. The BSF have handed over the Bangladeshi national and the seized items to Meghalaya Police.
