Migrant workers flee Manipur after killings

Imphal (IANS): Hundreds of panic stricken migrant workers have started fleeing Manipur following frequent militant attacks on daily wage earners who don't belong to the State even as authorities began herding labourers into government relief camps, officials here said on Monday.

A police spokesperson said up to 200 migrant workers from West Bengal and Bihar had left Manipur over the weekend fearing fresh attacks on non-Manipuri workers.

"Despite best attempts at convincing them of adequate security cover, the workers were reluctant to stay back in Manipur," the police official said.

Four migrant workers engaged by local contractors for construction work at the Central Agriculture University here were killed by unidentified militants on Thursday, the latest in a string of attacks on labourers from outside.

"There is simply no security here as militants are capable of doing anything anywhere. Non-locals are not safe here in Manipur," said Prabir Mondal, a daily wage earner from West Bengal.

Mr. Mondal was among 100-odd workers who left Imphal on Sunday by bus.

"Most of the workers were from West Bengal, Bihar and Assam," Rajesh Jha, a middle aged construction worker originally hailing from Bihar and was working in Manipur for three years, said he left Imphal fearing for his life.

Authorities meanwhile began herding non-Manipuri daily wage earners into government run relief camps set up here.

"We are taking all possible steps to arrest the culprits and ensure security to the workers," said V. Zathang, the officiating Manipur police chief.

Despite the two relief camps set up where an estimated 250 people were put up, migrant workers were jittery.

"We are waiting for our dues from our contractors and once we get our money we plan to leave Manipur immediately," said Subir Das, a worker from Bihar.

The immediate provocation for Thursday's killings was not known, but of late there has been an attack on either Hindi speakers or workers from outside Manipur - at least 20 of them were killed since February in separate incidents in the State.

There are some 19-odd militant groups active in Manipur, bordering Myanmar, with demands ranging from secession to greater autonomy.

Woman injured in Manipur bomb blast

Imphal (PTI): A woman was injured when a powerful bomb, suspected to be planted by militants, exploded in Imphal West district of Manipur today, official sources said.

Sources said the bomb, attached to a two-wheeler, went off in front of the second Manipur Rifles battalion office at Pandon area near here at around 9.30 am injuring a woman passers-by.

The police and security personnel went to the high security area soon afterwards and began frisking passers-by.

The two wheeler might have been parked there either this morning or last night.

No individual or group has claimed responsibility for the explosion.

Black Widow militants kill 12 villagers in Assam

Guwahati (IANS): At least 12 people, including eight children, were killed and a cluster of huts set ablaze on Tuesday by separatist militants in Assam, officials said.

A police spokesperson said heavily armed militants belonging to the Dima Halam Daogah (DHD) group, more popularly known as the Black Widow group, attacked Misadui village in North Cachar Hills district, about 320 km south of Assam's main city of Guwahati.

“Suspected DHD militants first began torching down huts and then opened indiscriminate fire on fleeing villagers, in which about 12 people were killed,” district police chief Anurag Tangkha told IANS by telephone.

Among those killed were eight children and two women.

“At least a dozen of huts were set ablaze by the militants,” the police officer said.

The village is located in an inaccessible area and inhabited by the Naga tribes people.

“Police teams have since reached the spot and have launched a hunt to nab the rebels,” Mr. Tangkha said.

The district has witnessed a string of attacks. About 50 people were killed in the past three months alone with the DHD responsible for the majority of the incidents.

The Black Widow is fighting for an independent homeland for the Dimasa tribe in southern Assam since 1995.

The leader of the Black Widow Jewel Garlossa was arrested by Assam police from Bangalore last week.

Bomb blast against ‘liquor sale’

IMPHAL: Two persons, including a woman were seriously injured in a bomb blast on Tuesday at the main entrance of 2 Manipur Rifles here.

The remote-controlled bomb, fitted in a scooter, was left near the canteen where liquor was being freely sold.

Manipur is a dry State and women’s and various social organisations have been striving for total prohibition.

The outlawed underground organisation, the Kangleipak Communist Party (Military Council), has claimed responsibility for the blast. It said that security forces were smuggling in Indian Made Foreign Liquor for sale with impunity.

“This blast is merely a warning and if the sale is not stopped there will be more attacks,” it said. Police rushed to the canteen after the blast and confiscated hundreds of liquor bottles.

Three NDFB militants killed in encounter


Lakhimpur (Assam) (PTI): Three National Democratic Front of Bodoland (NDFB) militants were killed and an armyman was injured in an encounter in Assam's Dhemaji district on Wednesday, police said.

The incident happened when a joint team of Assam police and Army's 2nd Bihar Regiment launched an operation in Ghoghamukha Ouiguri area of Dhemaji district.

In the encounter that followed, three militants were killed and an army jawan was injured, police said.

Security forces found a 9 mm pistol with four rounds of ammunition, an AK-56 rifle, a 7.65 mm pistol with 19 cartridges and a 7.62 mm pistol with 50 bullets.

The injured armyman was air-lifted to Dinjan Army Hospital in Dibrugarh, the sources added.

IMPHAL: The police and 21 Assam Rifles shot dead a militant in Thoubal district in Manipur on Wednesday.

A 9mm pistol and some ammunition were recovered from his person.

Meanwhile, women launched a sit-in in front of the police station at Jiribam bordering Assam, protesting against the alleged harassment of the president of the Manipur Students Federation by some army personnel

Two militants killed in encounter

Guwahati (PTI): Two militants belonging to different outfits were killed in separate encounters in Assam on Friday, police said.

A National Democratic Front of Bodoland militant was killed in an encounter during a joint operation by the army and police at Kacharital village under Kalaigaon police station in Udalguri district, they said.

The security forces recovered a rifle and several rounds of ammunition from the slain militant.

In another incident, a militant belonging to Dima Halam Daoga (Jewel) faction, was killed in an encounter with security forces at Maibong in trouble-torn North Cachar Hills district.

The police recovered a rifle from the slain militant, sources added.

Four NDFB militants killed in Assam

GUWAHATI: Four militants of the National Democratic Front of Boroland were killed in two separate encounters with the security forces in Kokrajhar and Sonitpur districts of Assam on Saturday.

At Kachugaon, 20 km northeast of Gossaigaon in Kokrajhar district, three militants were killed in an encounter with the police and the Army. Three 9 mm pistols, five grenades, 27 rounds of AK-47 ammunition, extortion notes, a car and a motorbike were recovered. In the other encounter at Hathigate in Sonitpur district, a militant was killed. A 9 mm pistol and four rounds of ammunition were recovered.

Militants set fire to 27 houses in Dimasa village

Guwahati: Suspected militants set ablaze 27 houses in a Dimasa village in southern Assam’s troubled North Cachar Hills district on Saturday.

Police said the incident took place at Dolen Wattaling village near Maibong. A school student was reported missing after the attack.

The Asam Satra Mahasabha, the apex body of the Satra (Vaishnavite monasteries), alleged that there was a conspiracy to include the N.C. Hills district in the Greater Nagalim demanded by some insurgent groups of Nagaland. This, the organisation claimed, fuelled the current spate of violence in the hill district. The organisation also suspected that there was a design by preachers of a particular faith from neighbouring States to convert the tribal people of the hill district and alleged that it was one of the reasons behind the violence.

Asam Satra Mahasabha president Bhadra Krishna Goswami alleged that there was a conspiracy to wipe out the traditional culture and faith of the indigenous tribal communities of the hill district by certain quarters from neighbouring States.

Mr. Goswami, accompanied by Janardan Deva Goswami, satradhikar of the Natun Kamalabari Satra in Majuli and Bhaba Goswami, secretary of the Mahasabha were speaking to reporters after returning from a three-day fact-finding tour to the hill district.

Mr. Goswami said that apart from armed groups, preachers of a particular faith from neighbouring States had added fuel to the fire by sowing seeds of distrust among the tribes of the district.

Mr. Janardan Deva Goswami claimed that common people of the two tribes said to be in conflict were still living in harmony although some quarters have been trying to project the ongoing violence by miscreants as a clash between the two.

The satradhikar alleged that the government’s failure to arrest even a single miscreant had added to the feeling of insecurity among the affected villagers.

Two ultras killed in Assam
Guwahati (PTI): Two militants have been killed by security forces in central Assam's Sonitpur district, Army sources said on Sunday.

The militants were killed in a joint operation by army and police near the Dhekiajuli tea estate, about nine kms from the army's Missamari cantonment, at 9.30 pm last night.

Army sources said the identity of the ultras were yet to be ascertained.

One nine mm revolver, one AK-56 rifle and assorted ammunition was recovered from the spot.

Huge cache of arms and ammunition recovered in Assam

Dibrugarh, June 24: Two sacks of arms and ammunition, suspected to be hidden by ULFA militants, have been recovered from Namgdang Reserve Forest in Assam's Dibrugarh district on Wednesday, official sources said.

The arms and ammunition include one AK-56 rifle, one revolver, 3000 rounds of live ammunition, five grenades, three magazines, 30 detonators, two Rocket Propelled Grenades (RPG) and live cartridges of AK-47 series, the sources said.

The cache of arms was unearthed from Roumari area of the forest where it was hidden underground in two sacks, the sources said.

On a tip off, the police and troops of 11 Guards Regiment had launched a search inside the Reserve Forest beginning yesterday

ULFA bandh hits life in Assam; shops, banks shut

GUWAHATI: Normal life was hit in Assam on Thursday due to a day-long Assam bandh called by the banned ULFA to protest against the stepped up operation by security forces against it.

Shops, business establishments, banks, financial and educational institutions remained closed while traffic was thin on the national highways, official sources said here.

Barring a few government-owned buses, there was no traffic on roads but trains and flights plied as scheduled.

Security measures have been tightened as all major entry and exit routes of important cities and towns were sealed.

Additional police pickets have been posted atop the Neelachal hills where the Ambubachi mela of Kamakhya temple was on with lakhs of devotees thronging the temple.

The ULFA called the bandh to protest against heightened operation by security forces against it and other militant outfits in what it termed as fake encounters.

Nearly 30 ultras, including six of ULFA and 24 others belonging to the National Democratic Front of Bodoland (NDFB) have been killed in operation by security forces in the last one month in the state.

Two militants killed by security men

Guwahati (PTI): Two militants were shot dead by security forces in Assam on Thursday where an ULFA-sponsored day-long bandh to protest operations against it affected normal life.

A hardcore militant of the ULFA was tracked down by the police at Rani village in Kamrup (rural) district in the outskirts of the city in the early hours. The police shot dead the militant when he tried to escape in a motorcycle. A pistol and a hand grenade were recovered from him.

In another operation, the Army and police shot dead a NDFB ultra Rajesh Basumatary in Kokrajhar district.

Basumatary, who had recently returned from Bangladesh after receiving training was involved in an extortion racket in the district, police said. A 9.62 pistol, six rounds of ammunition were recovered from the ultra

Two NDFB militants arrested in Assam


Guwahati, June 25: Two NDFB militants and three linkmen of a militant outfit were arrested in Assam's Sonitpur and North Cachar Hills district, police said on Thursday.

Two NDFB cadres were nabbed by the police from Gohpur in Sonitpur district and a motor-cycle was seized from their possession today.

In another incident, three linkmen of an unidentified militant outfit were arrested from Haflong town in North Cachar Hills district for allegedly extorting money from businessmen, the police said

Govt plan to deploy forces in hills opposed by locals

Imphal, June 26: The Manipur government's plan to deploy police commandos and India Reserve Battalion personnel in the hill districts has met with resistance by a large number of people.

Hundreds of people took out a rally in interior Ukhrul town yesterday demanding revocation of the state cabinet's decision on the deployment of security personnel in the five hill districts of Ukhrul, Tamenglong, Senapati, Churachandpur and Chandel.

Hill-based social organisation United Naga Council (UNC) in a memorandum to Governor Gurbachan Jagat, urged him to intervene and revoke the cabinet decision, which, it said was a 'deliberate move to disturb Centre-NSCN-IM peace talks' continuing since 1997.

Official sources said the government's decision to deploy state police commandos and IRB personnel was to effectively control the deteriorating law and order situation in hill districts.

They said commandos and IRB personnel were also deployed presently in four valley districts of Imphal East, Imphal West, Thoubal and Bishenpur.

Militants set ablaze 115 houses in N.C. Hills

Guwahati: Suspected militants set ablaze 115 houses, gunned down one person and injured two others during an attack at Dimasa, a remote village in the troubled North Cachar Hills district, late on Thursday afternoon.

The attack came even as the district administration is awaiting the release of funds by the State government for creating the necessary infrastructure in nine identified villages. They will be converted into clusters of Dimasa and Zeme Naga villages and 10,000 people of 50 villages will be shifted to the proposed clusters.

The shifting is being planned to launch a full-scale counter-insurgency operations in the depopulated villages.

Fleeing ULFA rebel held along Bangla border

Shillong, June 28: An ULFA cadre, who reportedly fled one of the outfit's camp in Bangladesh, was on Sunday apprehended by BSF along the international border.

Mantu Dhar of Barpeta in Assam was caught near Halchati in West Garo Hills district of Meghalaya, BSF sources said. Some Bangladeshi Taka was seized from him, they said.

Mantu along with some four to five other youths from Barpeta were recruited by the ULFA about a year and half back.

The BSF said Mantu developed some confrontation with senior cadres of the outfit and fled the Gandhigaon camp in the neighbouring country.

He is being interrogated.

Four militants killed in Manipur encounters

Imphal(PTI): Four militants have been killed in three separate encounters in Manipur, official sources said on Sunday.

The first encounter occurred at Kwakta area in Bishnupur district between combined forces and armed militants on Saturday.

During the encounter two unidentified militants were killed. One carbine with five rounds and one 9 mm pistol with four live rounds were recovered from the spot.

In another encounter between police commandos and armed militants at Iroishemba area in Imphal West, a militant was killed.

One 9 mm pistol with four live rounds were recovered from the spot, the sources said.

An activist of the Kuki National Front (KNF) was killed in an encounter with Assam Rifles personnel at Heipi village in Manipur's Senapati district.

Two KLNLF militants killed in Assam encounter

Diphu, Assam (PTI): Two Karbi Longri National Liberation Front (KLNLF) militants were killed in an encounter on Sunday with security forces in Assam's Karbi Anglong district.

Acting on a tip-off, a joint team of the police and Army's 5th Rajputana Rifles launched an operation in Thekerajan Milik Basti under Manja police station area.

The security forces were attacked by a group of KLNLF militants and in the ensuing encounter two of the ultras were killed.

Two 7.65 mm pistols with two magazines, eight live cartridges and some combat dresses were recovered from the slain militants.

Two days earlier also, two militants of the same outfit were killed in an encounter.

Meanwhile, the KLNLF has alleged that the security forces were "indulging in fake encounters and killing innocent people."

To protest against these killings, they have even called for a 36-hour strike in Karbi Anglong district from July 1, KLNLF'S publicity secretary R. Dera said.

Three NDFB militants, school headmaster arrested

Nalbari (Assam), June 28: Three NDFB militants, including two women cadres, were arrested on Sunday in this Assam district.

The trio were taking shelter in the house of Joseph Basumatary, a primary school headmaster at Bamunditari village, who has also been arrested, police said.

The militants have been identified as Khanin Basumatary, Purnima Brahma and Bilasi Daimary, they said.

An Australian grenade, 44 AK-47 bullets, 20 SLR bullets and 20 .9 mm pistol bullets were recovered from them.

The three militants along with Joseph were later produced before the Chief Judicial Magistrate's Court and were remanded in three days' police custody.

Meanwhile, the police has said that it has received Intelligence reports that a group of over 70 NDFB militants have sneaked into Assam through the border district of Dhubri to carry out serial blasts in Kokrajhar, Nalbari, Chirang, Barpeta, Baksa and Kamrup districts.

'Manipuri outfit has 3 terror camps in B’desh, Burma'

New Delhi, June 28: Delhi Police on Sunday claimed that the banned Manipuri outfit Kanglei Yawol Kanna Lup (KYKL) was running three terrorist training camps abroad, including two in Bangladesh.

Police, which arrested Raj Kumar Raghunath Singh (37) from south Delhi yesterday, also claimed that the terror outfit collects two per cent cut on all the contracts awarded in the state and 1.5 per cent from the salary of employees.

"The KYKL has two terrorist camps in Bangladesh and one camp in Burma. They are using sophisticated weapons like AK-47, Rocket Launcher and SLR," Deputy Commissioner of Police (Special Cell) Alok Kumar said.

The Special Cell arrested Singh yesterday from South Extension around 1:30 pm following investigations into a tip-off from Manipur Police and HQ 57 Mountain Division that he was regularly visiting Delhi to take shelter and collect money for terrorist activities.

Singh, wanted in several cases of murder, extortion, kidnapping and unlawful activities at behest of KYKL, was also planning to set up a base in the capital, he said.

"The purported objective of KYKL is to rebuild Manipuri society by clearing it of all vices like immoral activities, drug peddling and corruption. But KYKL actually indulge in extortion in a big way sparing none.

"They get a two per cent cut on all the contracts awarded in Manipur and 1.5 per cent cut from the salary given," Kumar said
