Insurgencies are like Hydra,you cut one,another one will grow in it's place.Unless you go and bomb the camps nothing matters.
Cross border surgical strikes, drone bombings, Xinjiang level surveillance is need to kill an insurgency so that the next generation will never know an insurgency happened in Nagaland.
The best way to end it is cut it's life line which is popular support by winning over the people. It was achieved in Punjab,Mizoram and to a large extent in Assam.
As i said heavy handed approach proves counterproductive.Neither the British military could quell the Irish troubles nor the US military could defeat the taliban insurgency.Both of them had to settle for negotiations.
