**** Dear Roma, Situation in Eastern Part of India is very detoriating. Many militants have taken shelters in kolkata city, south 24 Pgs and other districts of west bengal. They are not fighting with arms and not jungles, now they are in open market sharing their agenda, thoughts with city public. Collecting funds with fraude names and are not able to controlled by city police, due lack of informations gathering, Technologies updated,equipments etc.
It is quite painful that this militants have joined hand with bigger politicians and now trying to destabilized law and administrations process. They are putting pressures to govt recruitment agencies that only their selective Boys and Girls are allowed to get jobs and can joined in Govt offices and MNCs, others are not allowed.
It is not only their demands but trying to run a parallel Govt and can slowly converting to a miliant organization dominated Government Offices.
I just want to tell you that peoples are loosing trust over state Govt, due to negligences in dominating militant outfits in the city premises.
It is now time to whistle blowing and arrested militant cadres one by one. All type of favorable communications and technologies using by miitants in the city must be caught red handed,deliberated to media.
This may bring normalcy in the city premises.
Thats all.

The same way as all terrorists are combining forces.

NSCM and NSCN are actively involved in helping Maoists. These terrorists are all the same colour and want only their power.

Sadly, we are not half as aggressive as we should be to deal with these lunatics even under PM Modi who is already burdened by a traitorous media who is funded by nefarious interests abroad. We need to first deal with and regulate news media with regulatory guidelines and clear definitions and only then can we proceed to clamp down on terrorists.

Just as there are khali-stanis hiding in US and other western countries, there are a bunch of Anthony Shimray and Khaplang supporters.

Union Home Secretary Rajiv Gauba today ruled out disturbing territorial integrity of northeastern states while implementing the “framework of agreement” signed by the Government of India with Naga rebel group NSCN-IM in August 2015 as a definite step towards finding a solution to the long-drawn Naga peace process.

“I would like to point out that it has been already clarified even at the highest level of the Union Government that territorial integrity of none of the northeastern states will be disturbed because of the final solution to be reached with Naga group NSCN-IM in the light of the ‘framework of agreement’ signed with them by the Government of India,”

Gauba said while talking to the media after he had chaired a security review meeting here today. There have been apprehensions by many quarters in Assam, Arunachal Pradesh and Manipur, which have boundaries with Nagaland, that territorial integrity of these neighbouring states was at stake in the view of the closely guarded ‘framework of agreement’ signed between the Government of India and he NSCN-IM.

The Union Home Secretary while mentioning about the request made by Assam Chief Minister Sarbananda Sonowal for improving the border infrastructure and fast-tracking of borer fencing work along the India-Bangladesh border said: “The border fencing work is being fast-tracked while in certain areas physical fencing is being supplemented by state-of-the-art electronic devices.”

Scheme of budgetary support for cash component of CGST and IGST for eligible industrial units for residual period in States of North Eastern region and Himalayan states

Pursuant to decision of the Cabinet Committee on Economic Affairs for grant of budgetary support equal to Central share of the cash component of CGST and IGST paid by the affected eligible industrial units for the residual period in the States of North Eastern region and Himalayan States, a scheme of budgetary support has been notified by the Department of Industrial policy and Promotion (DIPP) vide notification dated 05.10.2017 and can be accessed at http://dipp.nic.in/budgetary-support-under-gst-regime.


The amount of such budgetary support under the scheme shall be the sum total of 58 percent of the Central tax paid and 29 percent of the integrated tax paid through debit in the cash ledger account maintained by the units.


To claim budgetary support for the quarter ending September 2017, it has been decided that unit would be registered by filing an application manually. The sanctioned amount shall be credited into the bank account of the beneficiaries through the PFMS platform.


Circulars providing the application form and the procedure to be adopted by the units has been issued on 27th November 2017 and 30thNovember 2017 by CBEC, which can be accessed at www.cbec.gov.in under “Central Excise”. This can also be accessed at http://dipp.nic.in/budgetary-support-under-gst-regime.

A couple of days before the “part draft” of the National Register of Citizens (NRC) is published in Assam, a senior government official said here on Friday that if someone’s name was not on the list, it did not imply that he or she was not an Indian citizen.

On Supreme Court directions, the Registrar-General of India will publish the list on December 31 to distinguish Indian citizens living in Assam from those who illegally entered the State from Bangladesh after March 25, 1971.

The official said the initial list would contain the names of nearly two crore of the 3.28 crore who applied for inclusion in the registry from 2013.

He said the list would be put up at 2,500-3,000 government “seva kendras” and on the website of the Registrar-General. In addition to this, those who have registered their mobile numbers with the State government would get messages on December 31.

“There is a major concern among the people of Assam that those names that don’t feature on the draft list, which is only the first in a series, cease to be Assamese citizens. This is not true; it only means that their verification is pending. There is another stage of claims and objections. If anyone has been excluded, their names will be included. That is why only the part draft is being published as enumerators were still verifying lakhs of documents submitted to support the claims,” the official said.

A Home Ministry delegation led by Union Home Secretary Rajiv Gauba visited Assam a few days ago to take stock of the security situation.

Just first of a series

There are apprehensions that the publication of the registry could lead to protests and other law-and-order incidents as many names are expected to be excluded initially. The official explained that the December 31 list would be followed by “subsequent drafts”.

The court on November 30 said that on December 31, the draft NRC, pertaining to 2.38 crore claims, would be published.

The exercise to update the NRC is being carried out in Assam following a decision in 2005 after a series of meetings between the Union and the State governments and the All Assam Students’ Union (AASU) in an attempt to document bona fide Indian citizens living in Assam.

Assam, which faced influx from Bangladesh since the early 20th century, is the only State having an NRC, first prepared in 1951.

Of the 3.28 crore applications submitted, there was confusion over the inclusion of 29 lakh people who had submitted certificates issued by ‘gram panchayats’ as proof of identity, after a Gauhati High Court order in February had deemed ‘panchayat’ certificates invalid, the official said.

The Supreme Court set aside the High Court order and upheld the validity of the certificates as identity proof if they were followed up with proper verification.

When the NRC was first prepared in Assam way back in 1951, the State had 80 lakh citizens.

A six-year agitation demanding identification and deportation of illegal immigrants was launched by the AASU in 1979. It culminated in the signing of the Assam Accord on August 15, 1985 in the presence of then Prime Minister Rajiv Gandhi.

China on Friday said it has sought details from India of a Chinese national reportedly arrested along the Myanmar border in Manipur.

“According to the information we received, the Chinese embassy in India has requested the Indian side to notify the relevant information,” the Chinese foreign ministry said in a statement to the media here.

“We will continue following the development of the incident closely,” the ministry said.

Media reports said a person, identified as Qin Min Xiv Xiang (55), hailing from China’s Fuzian province was arrested by the Assam Rifles in Manipur’s Tengnoupal district a few days ago. He was in possession of Chinese, Vietnamese and Myanmarese documents besides, foreign currencies, a pen drive and a compass.

Apparently after the incident, the Chinese embassy in New Delhi issued an advisory warning its tourists to abide by local laws, including avoiding straying into restricted areas, adding that illegal behaviour will not be tolerated.

The notice posted on the website of the embassy on Wednesday did not give details of any violations, but warned its citizens to abide by laws covering six areas.

These included not carrying prohibited items such as ivory and rhino horns, not overstaying visas, not working in India illegally and not breaching the law by entering areas barred to foreigners.

“There have been consecutive cases of Chinese citizens being detained, fined or investigated, charged or even sentenced due to alleged law breaking in India,” the statement said.


Anyone violating the laws could be fined or jailed, it added.

“The embassy can protect the safety of Chinese citizens and the rightful claims of Chinese enterprises and personnel in India...but (we) cannot tolerate any illegal behaviour,” it said.

A militant allegedly involved in the recent kidnapping of a policeman has been arrested in Dima Hasao district, police said.

The militant was apprehended during a joint operation conducted by the police and Assam Rifles yesterday.

The militant was identified as S S Maj Naimeyning alias Aboy of Zeliangrong United Front (ZUF), the police said.

A pistol with live ammunition was recovered from his possession

A joint team of police and troopers of 43rd and 22nd battalions of Assam Rifles had on January 1 rescued Prafull Phukan, the abducted personal security officer (PSO) of the executive magistrate of North Cachar Hills Autonomous Council, from Hungrum village in Dima Hasao district.

Phukan had been abducted on December 31.

18 Delhi-Bound Rohingyas Arrested in Tripura

Eighteen Rohingyas from Myanmar, including three children and four women who had entered India illegally, were on Thursday apprehended in western Tripura, a police official said.

According to the Khowai district police chief Krishnendu Chakraborty, the 18 Rohingyas were arrested in Khowai district’s Teliamura — 70 km north of Agartala, he added. They were later taken to the Teliamura Police Station for questioning.

“We are yet to get exact details on their presence in Tripura. The intruders are being questioned by senior police and intelligence officials. They would be produced in a local court soon,” Chakraborty told IANS.

Another police official said that the Rohingyas entered the state on Wednesday and were trying to go to Delhi in search of jobs.

The Rohingyas from Myanmar have illegally entered Tripura and a few other northeastern states via Bangladesh in the past in search of work. But, subsequently they were pushed back following legal and security formalities.

Over 670,000 Rohingyas, a mainly Muslim minority living in Myanmar, have fled the northwestern province of Rakhine since the end of August last year after a wave of persecution and violence that the United Nations described as an attempt at “ethnic cleansing”. Efforts are on to repatriate them to their homeland in Myanmar.

Border Security Force (BSF) Tripura Frontier Inspector General S.R. Ojha told the media that since 2015, many Rohingyas entered Tripura and other northeastern states via Bangladesh.

Tripura shares an 856-km border with Bangladesh, most of which is fenced except a stretch of nearly 20 km. Other than Tripura, the other states sharing the 1,880-km international border with Bangladesh are Meghalaya (443 km), Mizoram (318 km) and Assam (263 km).
