Bangladeshi Nabbed with Explosives in Meghalaya

Troopers of the Border Security Force (BSF) arrested a Bangladeshi national in Meghalaya with explosives and weapons, a BSF official said Monday. Azad Miya, 40, a suspected militant, was nabbed Sunday night from Umkiang village near the India-Bangladesh border in Meghalaya's East Jaintia Hills district,BSF spokesman Ravi Gandhi told IANS.
BSF troopers seized explosives, a country-made pistol, knife and a mobile handset with two Bangladeshi SIM cards and 10 Bangladesh taka from Azad Miya's possession. "Azad Miya appears to be a hardcore fundamentalist and a hard nut to crack. So far he has refused to divulge any details barring admitting that he is a Bangladeshi national," Gandhi said.
Meghalaya shares a 443-km border with Bangladesh, part of which is porous, hilly, unfenced and prone to frequent infiltration. The BSF have handed over the Bangladeshi national and the seized items to Meghalaya Police.

India use drones to protect rhinos from poachers

GUWAHATI: Wildlife authorities are using aerial drones to oversee a sprawling natural game park in Assam to protect the one-horned rhinoceros from armed poachers.

Security officers conducted flights of the unmanned aircraft over the Kaziranga National Park on Monday and will fly drones at regular intervals to prevent rampant poaching in the park in the remote area of Assam.

The drones are equipped with cameras and will be monitored by security guards, who find it difficult to guard the whole 480-square kilometer reserve.

"Regular operations of the unmanned aerial vehicles will begin once we get the nod of the Indian defense ministry," said Rokybul Hussain, the state's forest and environment minister.

The drones will also be useful during the annual monsoon season when large areas in the Kaziranga reserve are flooded by the mighty Brahmaputra River and three other rivers that flow through the game park, park officials said.

Hussain said the Central Bureau of Investigation (CBI) will soon begin investigations into the steep rise in rhino poaching this year.

Poachers armed with automatic rifles killed 22 rhinos last year, but have killed 16 rhinos already this year.

Rhino horn is in great demand in China and Southeast Asia where it is believed to have medicinal properties.

A rhino census conducted in Kaziranga reserve two weeks ago put their number at 2,329, up from 2,290 in 2012.

In recent weeks, wildlife authorities in Assam have deployed 300 armed guards to protect the rhinos in Kaziranga but they have been no match for organized gangs of poachers who have been managing to strike at the rhinos with increasing regularity.

"What worries us is the use of automatic weapons like Kalashnikovs by the poachers," said Assam police chief Jayanta Narayan Choudhury.

Bangladeshi agent held, Pakistani spy jailed in Tripura
gartala, June 3 (IANS) A secret agent of the Rapid Action Battalion (RAB) of Bangladesh was arrested in Tripura, while a local court here sentenced a Pakistani spy to four years in jail, officials said Monday.
"Milon Hussain alias Milon Mia, a secret agent of RAB, was caught by Indian villagers at Kalamchaura in western Tripura Sunday night in connection with a smuggling incident. Later, he was handed over to BSF (Border Security Force), and then to police," a senior police official said.
Senior police officials are now interrogating the RAB agent, a 38-year-old man.
RAB is an elite anti-crime and anti-terrorism force of the Bangladesh Police.
In a second incident, Chief Judicial Magistrate Biswajit Palit here sentenced to rigorous imprisonment of four years Monir Khan, a spy belonging to Pakistan's Inter-Services Intelligence (ISI) agency.
The judge also fined Khan Rs.10,000.
Tripura shares an unfenced 856-km border with Bangladesh, which is porous because it extends over mountains that are densely forested.

Six Kuki militants killed in Manipur
IMPHAL: Assam Rifles personnel gunned down at least six suspected Kuki militants in an encounter in a remote jungle of Senapati district in Manipur early on Sunday.

Six AK series rifles, one A3 gun and an M16 rifle with bullets were recovered from the slain ultras. Their identities could not immediately be ascertained, but the police believed they were cadres of a Kuki militant group.

Acting on inputs, troops of the Assam Rifles 10th battalion had gone to the jungle area in the morning, about 7km from a dam at Singda village bordering Imphal West district.

Moments later, an exchange of fire ensued between them and the militants. The gun battle lasted for about 10 minutes. Later, the security team recovered six bodies from the spot, police sources said.

It was way back in August 1999 in Guwahati, when the first arrest of any 'ISI operative' was made in the country. The Assam Police had arrested four alleged terrorists, two of whom were Pakistani nationals - Md Fasiullah Hussaini alias Hamid Mahmood alias Khalid Mehmood of Hyderabad (Sind) and Md Javed Waqar alias Md Mustafa Abdul Rahman Danish of Karachi. Both of them were alleged to be top operatives of the Pakistan-based Harkat-ul-Mujahideen.

In 2008, a report was tabled in the Assam assembly disclosing for the first time about the presence of Muslim terrorist organizations in the state.

Affirming Ulfa's strong links with the Islamist terror outfits in Bangladesh and the ISI, and presence of Islamic terrorist organisations, which are different from the ethnic terror groups like Ulfa, NDFB etc., Maj Gen (Retd) Dhruv Katoch, director of Centre for Land Warfare Studies (CLAWS), is skeptic about Gogoi's claims. "It's a serious issue no doubt, but I fail to understand why the Assam CM instead of giving the facts and figures to Central intelligence agencies, went public about it. Is it to create fear in the minds of people and divert their attention from any weakness of his government," he questioned.

"After the Bangladesh government has thrown Ulfa out, it has been operating from India-Myanmar border, which is virtually a 'no man's land', and Gogoi's claim needs a thorough investigation by the Central government. After all, the onus is on the CM," said Katoch, who has had a long stint as a counter-terrorism expert. "The forthcoming festival season is a very sensitive period in the state. Following, the Intelligence Bureau's countrywide alert on 4 September after the Al Qaeda released its video, and the CM expressing his concern over the possible link between Al Qaeda and Ulfa, the state is closely monitoring the situation, so that no untoward incident occurs," a senior official in Assam government said on condition of anonymity.

Terror threat: Why Gogoi's remark on Ulfa-Qaeda link needs to be taken seriously

Tripura withdraws AFSPA after 18 years

The Tripura government on Wednesday decided to lift the Armed Forces Special Power Act (AFSPA) from the state, where the controversial law was in effect for the last 18 years to curb insurgency.
Chief minister Manik Sarkar, who is also the home minister of the state said this decision was taken in the meeting of the council of ministers during the day. “We have reviewed the situation of the disturbed areas of the state after every six months and also discussed the issue with the state police and other security forces working in the state.
“They suggested that there is no requirement of the Act now as the insurgency problem has largely been contained. We would soon issue gazette notification in this regard,” Sarkar told reporters.
This Act was imposed in the state on 16 February 1997 following spurt of violence by the ultras. “When the Act was imposed there were only 42 police stations and two-third of the entire police station areas were under this act.
“The number of police station areas at present are 74 and out of 74 police stations 26 police stations were fully and four police stations partly under this Act till recently,” he added.

Security of NE is closely linked with the situation in Myanmar ad Bangladesh. Bangladesh has got no good reason to support the NE insurgents. I don't think that Myanmar is providing tactical support to the NE insurgent groups as a state policy. China had been manipulating Myanmar by providing covert support to the anti-government insurgents.

Recent developments suggest that the warring factions, at least the major groups are ready to sit down and negotiate peace, that is because Mainstream Politics is a profitable business. Those who refuse to be a part of the peace initiative will be hunted down by both the government forces and the pro-talks groups.

Two militants killed in Ukhrul district of Manipur
The troops saw three armed militants and asked them to stop, they opened fire, prompting the jawans to retaliate.

http://indianexpress.com/article/in...litants-killed-in-ukhrul-district-of-manipur/

Security forces on Tuesday night gunned down two militant cadres belonging to an unknown group in Ukhrul district of Manipur, and recovered from their possession one AK-56 rifle and some ammunition. In Nagaland on the other hand security forces have busted an illegal arms manufacturing unit allegedly run by the NSCN(IM).

A press release issued by the Assam Rifles said troops of the 44 Assam Rifles gunned down the two militants during an operation launched in Grihang and Kamjong areas in Ukhrul district on Tuesday evening. While the troops saw three armed militants and asked them to stop, they opened fire, prompting the jawans to retaliate.

“While two of the underground elements were killed on the spot, the third managed to escape under cover of darkness. One AK-56 rifle along with magazine, 12 live rounds of 7.62mm and five fired cases of 7.62mm have been recovered from the spot,” the press release said. The bodies, identities of which were yet to be confirmed, were later handed over to the police, it said.

Meanwhile, troops of the Assam Rifles on Wednesday also busted an illegal arms manufacturing unit that was set up by the NSCN(IM) in the outskirts of Dimapur in Nagaland. Official sources said troops of the 18 Assam Rifles, in a joint operation with the state police also apprehended one NSCN(IM) cadre – identified as Simon Yepthomi – and recovered one 7.65 mm pistol, 36 rounds assorted ammunitions, weapon spare parts, tools, and incriminating documents from his possession. The militant cadre was also selling such illegal weapons in Dimapur, it said
