Weapons looted from Imphal mainly by Meiteis while Kukis looted weapons from Churachandpur. But mainly the larger share is with Meitei militant groups.

The Army chief of staff has said it is not a counter-insurgency in Manipur but to maintain law and order. The center doesn't want to derail SOO so the CAP and Army are not directly engaging the militants unless under extreme circumstances hence most of the time it is the State Police, hence you can see lots of frustration from the civilian population.
