Government laying emphasis on improving connectivity in the Northeast: Dr Jitendra Singh

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh has said the Government has given a big push to a diverse range of infrastructure projects in the region.

Briefing the media after releasing the Calendar for the year 2018 of the Ministry of Development of North Eastern Region (DoNER), Dr Jitendra Singh said the Government under the leadership of Prime Minister Shri Narendra Modi has laid emphasis on improving rail, road, air and inland waterways connectivity in the NER and with a host of power projects, the region is already on course to turning power surplus.

Prime Minister Narendra Modi said in Aizawl, Mizoram on December 16, 2017 the Centre is committed to put all the state capitals of the northeast on the rail map and is executing 15 new projects of 1,385 km length, at a cost of over Rs 47,000 crore in the region. With the dedication of the 60-MW Tuirial hydropower project at the hands of the Prime Minister, Mizoram became the third power- surplus state in the north-east after Sikkim and Tripura. The Tuirial project, which was announced and cleared in 1998 by the then Atal Bihari Vajpayee government, is the first major central project to be successfully commissioned in Mizoram, the Prime Minister said.

The Airports Authority of India (AAI) has taken initiatives to strengthen regional air connectivity in the North Eastern States. A new terminal building is being constructed with an estimated expenditure of Rs 500 crore at Agartala Airport and the AAI would spend Rs 2,500 crore in North East States in next three years, AAI Chairman Shri Guruprasad Mohapatra said at Agartala on Dec.15, 2017. As many as 92 air routes connecting state capitals in the region are being planned as part of the Centre’s Udaan scheme.

Reflecting the improving regional connectivity and tourism potential, over 1.6 lakh foreign and 77 lakh domestic tourists visited Assam and the other Northeastern states during 2016, registering a 5.2 per cent increase over the previous year. Last year, the region registered a significant quantum jump of more than 15.8 per cent.

In a major boost to the Inland Waterway Transport System in the northeast, Union Shipping Minister Shri Nitin Gadkari on December 29, 2017 flagged off cargo movement on the Pandu-Dhubri route of the Brahmaputra river. Transportation of cargo on the National Waterway 2 -- from Pandu in Guwahati to Dhubri along the Assam-Bengal border would reduce logistics cost and save 300-km road travel. The 891-km stretch of the Brahmaputra river between Sadiya in the easternmost part of upper Assam and Dhubri was declared the National Waterway-2 in 1988. Five bridges would be constructed on the river to ease transportation. The bridges would connect Jorhat with Nematighat, Disangmukh with Tekeliphuta, Louit with Khablu, Numaligarh with Gohpur and North Guwahati with Guwahati, the union minister said at the flagging-off ceremony in Majuli Island in Assam. Another roll-on, roll-off (ro-ro) ferry service to transfer passengers and vehicles in large numbers will start here soon, Shri Gadkari said. Dr Jitendra Singh said the Northeast is all set to get India’s first-ever "Air Dispensary" based in a helicopter and the DoNER Ministry has already contributed Rs. 25 crore as part of the initial funding for this initiative. The proposal put forward by the Ministry of DoNER, he said, has been accepted and is in the final stages of process in the Union Ministry of Civil Aviation.

Dr Jitendra Singh said Arunachal Pradesh welcomed the New Year by keeping its promise of making the state Open Defecation Free. It has become the second state in North-East after Sikkim to achieve ODF status. Arunachal Pradesh has managed to do this before the deadline of October 2, 2019. The state government had cut short the national ODF target by one year and ten months ahead of the national target and set 31 December, 2017, as the final target to achieve ODF status in Arunachal Pradesh. The project undertaken under Swachh Bharat Mission (Gramin) saw the light of day only after the State Government extended an incentive of Rs 8,000 per toilet. This is in addition to the Centres support of Rs 12,000, raising the grant for constructing a toilet to Rs 20,000.

Four new species of balsam from various locations in Arunachal Pradesh

Throwing fresh light on the uncharted biodiversity in India’s north eastern region, researchers from the University of Calicut have reported the discovery of four new species of balsam from various locations in Arunachal Pradesh.

The team came across the new species while scouring the Eastern Himalayas as part of an expedition supported by the Department of Science and Technology and the International Association for Plant Taxonomy, Slovakia.

Commonly known as jewel weeds because of the diverse colour of the flowers, balsams are distributed throughout the Eastern Himalayas and the Western Ghats, Sri Lanka, South East Asia, Africa and Madagascar. The genus is scientifically named as Impatiens, signifying the impatient nature of the fruits which explode suddenly when touched.

The researchers have published their findings in the international journals Phytotaxa and Webbia.

Reported from Pongchan, Impatiens Haridasanii was named after Haridasan, former scientist, State Forest Research Institute, Arunachal Pradesh, for his contribution to the taxonomy of the North East. The species is characterised by small pure yellow flowers and hairy leaves.

Impatiens pseudocitrina, discovered from Anjaw district, sports bright yellow flowers with small red spots on the throat and a long spur at the back. The species name denotes the similarities with I.citrina.

A magnificent species discovered from the Lower Dibang valley, Impatiens nilalohitae grows to a height of more than one metre and has dark purple flowers with pale yellow throat and green stalk. The name nilalohitae denotes the dark purple colour in Sanskrit.

Another spectacular balsam, I.roingensis, was found growing in Roing and Upper Siang. The plant has clustered white flowers with yellow patch on the mouth and hooked spur.

According to the authors, road widening works, deforestation and other development activities are posing a threat to the natural habitat of the new species.

The researchers have also reported the rediscovery of another species I.agastyamalayensis from the Western Ghats after a gap of more than a century.

India is home to more than 230 balsam species.

Earlier this year, scientists had reported the discovery of Impatiens Arunachalensis, a critically endangered species, from the Upper Siang district. Another balsam species Impatiens walongensis has been reported from Anjaw district.

Achievements of NEC


A total number of 628 projects at approved cost of Rs.5427.24 crore have been undertaken by North Eastern Council (NEC) in all the eight States of North East, till date. An amount of Rs.1725.41 crore has also been approved for 157 projects, which have been undertaken under agencies other than the State Governments of the North East States.

Budget allocation of Rs.3394.10 crore has been made in the last three years and the current financial year and the total expenditure incurred is Rs.2936.09 crore in these years (till November, 2017).

A total number of 284 projects at an amount of Rs.2011.03 crore, undertaken by NEC, have been completed in last three years and the current financial year, till November, 2017 and total 430 numbers of projects for an amount of Rs.3210.39 crore have been sanctioned in these years.

A total number of 126 projects at an amount of Rs.2992.12 crore have been sanctioned under Non-Lapsable Central Pool of Resources (NLCPR) scheme of Ministry of Development of North Eastern Region during the last three years and current financial year. An amount of Rs.2549.67 crore has been released and Utilization Certificates for an amount of Rs.2668.05 crore have been received during these years.

This was stated by the Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh in a written reply to question in the Lok Sabha today.

Celebration of World Wetlands Day at Deepor Beel in Assam

Union Minister for Environment, Forest and Climate Change, Science & Technology and Earth Science, Dr. Harsh Vardhan has said that Wetlands play a vital role for the cities and for the humanity. “They serve as a source of drinking water; reduce flooding and the vegetation of wetlands filters domestic and industrial waste and improves water quality. Save them, save humanity”, the Minister said on the occasion of World Wetlands Day today.

In a message on the World Wetlands Day 2018, Dr. Harsh Vardhan said, “On this World Wetlands Day, I appeal to all of you to put your heart and soul into developing a strong movement for “Green Good Deeds” in this country. I think this is our Green Social Responsibility towards the society and the nation and of course for this whole planet. It is our solemn duty to protect the rights of the children, who are yet to take birth. It is our duty also to ensure that we give back to our children an environment which is clean and green.”

On the occasion, Dr Vardhan also interacted with hundreds of school and college students, who came to observe the Day with him. An exhibition of posters on “World Wetlands Day” was also put up by National Museum of Natural History, under the Ministry of Environment, Forest & Climate Change.

The Ministry of Environment, Forest and Climate Change (MoEF&CC) in collaboration with Department of Forests, Assam government is organising the national-level celebration of World Wetlands Day (WWD), 2018 at Deepor Beel, a Ramsar Site in Guwahati, today. The 2018 theme ‘Wetlands for a sustainable urban future’ marks the role of healthy wetlands play in making cities and towns liveable, through their role in groundwater recharge, buffering floods, filtering wastewater, enhancing landscape aesthetics, providing income generation opportunities and ultimately supporting well-being.

Secretary, MoEF&CC, Shri. C.K. Mishra, delivered the keynote address at the event. The event is being preceded by a painting competition amongst school children. A technical workshop on Wetlands is also being organized wherein experts will deliberate on strategies for conservation and wise use of wetlands and their resources.

Every year, February 2 is celebrated as World Wetlands Day, to mark the date of adoption of Ramsar Convention on Wetlands. The Convention on Wetlands, called the Ramsar Convention, is an intergovernmental treaty that provides the framework for national action and international cooperation for the conservation and wise use of wetlands and their resources. The Convention was adopted in 1971 at the Iranian City of Ramsar. India is a party to the Convention since 1982, and committed to the Ramsar approach of wise use of wetlands.







The Ministry of Environment, Forest and Climate Change, as the nodal Ministry for wetlands conservation has been supporting the State Governments/ Union Territories since 1985, in design and implementation of Management Action Plans for conservation and management of wetlands including Ramsar sites. Financial and technical assistance has been provided to State Governments for implementation of Management Action Plans for over 140 wetlands.

According to National Disaster Management Authority, over 40 hectares which means 12% of land in India is prone to floods and river erosion. Wetlands in India account for 4.7% of the total geographical area.





The Environment Ministry also has urged people from all walks of society to use World Wetlands Day as an opportunity to promote awareness on the significance of wetlands.

WTC to be a trendsetter for being a major trading hub and increase economic Interlinkages : Puri

Shri Hardeep Singh Puri, Minister of State (I/C) for Housing and Urban Affairs has stated that the government has enacted a pro-active “Act East Policy” to elevate and harness the strengths of North-East India and reduce the isolation of the region by improving all round connectivity and civic infrastructure. The Government of India has planned an investment to the tune of approx. Rs 45,000 crore for the development of India's North-Eastern regions bordering China, Bhutan, Bangladesh and Myanmar. He was speaking at the MOU signing ceremony on Twin Tower Trade Centre between the Government of Assam & National Building Construction Corporation in Guwahati today.

Addressing those present, Shri Puri informed that Guwahati is one of the 100 Smart cities chosen in a determined bid to recast the urban landscape of the country. It is being established as a Regional Hub for the North East India and a World Class Guwahati City by anchoring and reorienting the city towards its natural assets. The proposed Twin Tower Trade Centre will definitively add to this transformational plan. “I am truly excited by the prospects and possibilities this trade centre will generate once established and made operational, by connecting us with South East Nations and being a major trading hub thereby increasing economic interlinkages”, he added.

“I do realize, that a vision can only be realized when we have the determination to do our very best, take the right decisions and pursue a mix of policies that create the most appropriate environment to facilitate the realisation of that vision. I am aware that NBCC, which comes under my Ministry, is fully equipped with technology, technical capacity, design and intuition to implement this illustrious project and shall proactively work along the lines of sustainable and quality development and deliver the project to Govt of Assam on schedule”, he further added.

Commerce Minister Suresh Prabhu kicks off consultations on the New Industrial Policy

Commerce and Industries Minister Mr Suresh Prabhu set off a series of nation-wide consultations with the industry on the proposed new Industrial Policy. The first consultation was held at Guwahati on February 02. The event, organized by Department of Industrial Policy and Promotion (DIPP) in partnership with Federation of Chamber of Commerce and Industry (FICCI), was attended by more than 120 industrialists from the North East in addition to government officials from the North Eastern States.



In his speech, the Minister emphasised that this exercise being done after 25 years truly listens to and objectively equips Indian industry for the future. The prior attempts in 1956 and 1991 were formulated at a time of financial crisis. The minister underscored how the government was coming to the industry to understand their concerns rather than the other way around. The Minister stressed the focus of the government to make business easier for industry. Mr. Prabhu highlighted multiple initiatives of the government to reduce the burden of regulations for the industry. He also talked about the importance of centre-state cooperation and the need for change even at the district-level.



The event was also attended by Mr Chandra Mohan Patowary, Minister of Industries & Commerce, Government of Assam. In his remarks Mr Patowary emphasized the North East region’s potential as a gateway to South East Asia. He highlighted the need for an Industrial Policy for the North East



Ms Vandana Kumar, Joint Secretary DIPP, made a detailed presentation on the key highlights of the future policy. She mentioned the dual challenge of dealing with existing issues and in preparing the industry in the wake of global mega-trends such as servification, industry 4.0, responsible industrialization and rising protectionism. The New industrial policy envisions to create a competitive Indian industry that is equipped with skill scale and technology. Ms Kumar also highlighted some of the key ideas such as a single ID and digital platform for all G2B services across the business lifecycle, paradigm shift toward self-certification and third-party certification, plug and play infrastructure for SMEs, privatizing maintenance of industrial estates and creating a national R&D vision.



PuneetDalmia, Chairman FICCI Manufacturing Committee stressed the need to bridge the trust deficit and further the ease of doing business. Mr Atul Chaturvedi, Additional Secretary DIPP, Dr Sanjay Baru Secretary General FICCI, Dilip Chenoy Director General of FICCI were also present.



The session concluded with a vibrant Q&A session moderated by Dr Sanjay Baru SG FICCI with the industries, who highlighted their wishes and concerns.

Arunachal Pradesh finally gets connected with Guwahati by a commercial flight


GUWAHATI: The long-cherished dream of having air-connectivity in Arunachal Pradeshwas fulfilled with flagging off of the first fixed-wing commercial aircraft from Pasighat to Guwahati by Chief Minister Pema Khandu.

“Today is a historic day and I congratulate the people of Arunachal in general and people of Pasighat in particular for this new milestone that would remain engraved in history as a huge step in the development of our state,” said Khandu in a simple ceremony at the civilian terminal of the Pasighat airport.

According to the state government on persuasion of the state government , the Air India Ltd agreed to start ATR-42 services of Alliance Air to Pasighat from Gopinath Bordoloi airport at Guwahati, connecting the state with rest of the country.

Under the Udan scheme eight locations in Arunachal Pradesh have been selected by bidders, out of which Pasighat and Tezu have been selected for fixed wing while Ziro, Daporijo, Itanagar, Tuting, Wallong and Yingkiong have been selected for helicopter services.

Air-Connectivity by fixed wing and rotary wing under Regional Connectivity Scheme (RCS) at the aforesaid locations will start after necessary formalities and fulfilment of some statutory requirements.

Khandu expressed hope that in the near future cargo services will also be introduced that will immensely help the farmers of the foothills in marketing their produces.

The 42-seater Alliance Air ATR will fly between Guwahati and Pasighat thrice a week for the start. Besides Alliance Air, which is a subsidiary of Air India, Zoom Air and Turbo Jet are set to commence their services in the state soon as formalities are being chalked up at the moment.

The State Government is also in the process of hiring a small 8-10 seater fixed wing aircraft under Chief Minister’s Air Connectivity Scheme to connect some other locations including Mechuka.

Arunachal Pradesh, in fact, had air-transport facility right from the pre-Independence period and many helipads and Advanced Landing Grounds (ALGs)/airstrips were built for defence as well as civil purposes. There are about 120 helipads and 10 ALGs (Ziro, Pasighat, Aalo,Tuting, Mechuka, Vijaynagar, Walong, Tezu, Daporijo and Alinye) in the state. Earlier in the eighties, small fixed wing aircrafts called Vayudoot also operated in some of such airstrips like Ziro, Aalo, Pasighat, Tezu etc. for civil passenger services.
