Former US military commander Gen (R) David Petraeus has said that during his long association with his Pakistani counterparts and interaction with ISI as head of CIA, he could never find a convincing piece of evidence which supported the alleged double game by ISI or its explicit support to elements associated with terrorism.

This statement was given by the general while answering a question during an interactive discussion session that was held at Royal United Services Institute (RUSI) in the last month during which the commander talked about wide range of issues and challenges likely to be faced by the next US administration.

During the discussion, an Afghan female student from Buckingham University asked the general about the alleged complicity of Pakistan in fomenting trouble in Afghanistan, double role played by ISI and why US was not using its influence to reign in Pakistan. The general gave an elaborate reply and talked for about 7-8 minutes. He said that during his long association with his Pakistani counterparts and interaction with ISI as head of CIA, he could never find a convincing piece of evidence which supported the allegation of double game by ISI or its explicit support to elements associated with terrorism. He said like any other intelligence agency, ISI might have had some sort of communication channels to engage with them and there may have been some degree of accommodation but the talk about explicit support or double game is more of a journalistic conclusion with no concrete evidence. He said that Pakistan Army’s campaign against the Taliban in Swat in 2009 and its subsequent progress in most of the Tribal belt under General Kayani and his successor, General Raheel Sharif, was impressive.

“Pakistan Army suffered casualties and had limited Intelligence, Surveillance & Reconnaissance (ISR) capabilities though the US did try to help and there existed enormous amount of cooperation between the two militaries. However, the unfortunate episodes of Raymond Davis and publications of book by Bob Woodward and WikiLeaks did impact negatively on this cooperation”. Petraeus added that he looked hard to establish any linkage between Pakistan Army, FC and ISI with any of the terrorist elements and did not find any supporting evidence. What Pakistani military has not been able to achieve has more to do with its capacity rather than it being complicit. He again said that the popular narrative about ISI double game etc was a journalistic thing. He said that some people refer to Pakistan as FRENEMY but again exact pinning down the blame on Pakistan for attacks on US soldiers in Afghanistan remains ‘very very difficult’.

As regards the leverage, there is a limit to what US can achieve. US did cut of all aid, stopped F-16s but it did not help and the two countries only came together after 9/11. He said that managing its relationship with Pakistan would be among the top two or three challenges for the next administration”. Considering his background as one of the top US military leaders in Afghanistan and Iraq and former head of CIA, comments of General Petraeus against the popular Afghani, Indian and Western propaganda maligning Pakistan Army/ISI is considered very helpful in setting the record straight especially considering the significant attendance of the event by people from various backgrounds. The session was moderated by Sir Peter Ricketts, Senior Association fellow of RUSI.

The event was attended by around 150 people, including members of RUSI, academia and diplomatic community. Another question relating to Pakistan was posed by a British Pakistani (from Mirpur AJ&K) named Owais Rajput which touched multiple issues like Kashmir, terror financing and need for UK-based legislation to check terrorists’ financing. The general first said that he did not understand the essence of the question. Later on, he added that Modi had handled the Kashmir situation well and the retaliatory action by Indian military was a fairly skilful move”.

Ashraf Ghani slams Pakistan for harbouring terrorists; praises India

Kabul: Afghan President Ashraf Ghani has hit out at Pakistan for providing safe havens to terrorists and said having state-to-state ties with the neighbouring country a "bigger challenge" for his government than combating terror groups such as al-Qaeda and Taliban.

The Afghan President also said that Kabul was proud of its friendship with India as New Delhi shares Afghanistan's democratic aspirations.


In contrast, Ghani said that Pakistan provides sanctuaries to terrorists and trains them, making relations with Pakistan, the bigger challenge for his country.

"We cannot understand when Pakistan says it will not allow a group of terrorists to amend its constitution, army act and prepares a National Action Plan against them.

"Simultaneously, Pakistan tolerates another group which attempts to undermine the government and bring horror, death and destruction to Afghanistan," Ghani told Geo News.

The 64-year-old Afghan president said he can provide addresses of Taliban leaders in the Pakistani city of Quetta, Dawn quoted the Afghan president as saying Saturday, a day Kabul witnessed the deadliest terror attack in 15 years which killed 80 people and left hundreds injured.

Ghani claimed that Afghan forces have bombed the chief of Tehreek-i-Taliban Pakistan (TTP), Mullah Fazlullah, 11 times along with attacks on his close aides.

"Can you show me a single operation against the Haqqani network, against Mullah Omar, against Mullah Mansoor, Mansoor traveled on a Pakistani passport out of Karachi, does Fazlullah travel on an Afghan passport out of Kabul," asked Ghani.

The Afghan President also alleged terrorists wounded in Afghanistan are openly treated in Pakistani hospitals. "Afghan designated terrorists also hold open meetings in Islamabad," he said.

Ghani rejected allegations that Afghan government had leaked the news of former Afghan Taliban chief Mullah Omar's death, which resulted in suspension of Pakistan-facilitated dialogue between the Taliban and government in the Pakistani resort city of Murree.

"The news of Mullah Omar's death came from the Taliban. We did not leak it, we just gave an official statement. After the news was leaked, we confirmed it from 19 sources, all within Taliban network," said the Afghan president.

Responding to a question, Ghani said Afghanistan was proud of its friendship with India, as India shares Afghanistan's democratic aspirations.

"India is a historical friend of Afghanistan, India is building dams in Afghanistan, it is a democratic country and shares our democratic aspirations," said Ghani, adding that his country's foreign policy is no other country's business.

Ghani presented a three point agenda in order to build trust measure with Pakistan.

He asked Pakistan to go after declared terrorist groups, saying "if you don't take action against them, we won't trust you."

Ghani said all countries should act on the quadrilateral process, regarding reconcilable and irreconcilable (groups).

Thirdly, he said those who reject peace talks should be evacuated from Pakistan.

Afghanis know their problems better than FORMER US military commander Gen (R) David Petraeus.

Now that there is a change of flag in white house we can expect such brews from US media.
but its gonna last only for another couple of weeks or so..

How come a group of 6 or 7 thousand people take on NATO with out any country support and training?

It is a known thing to the world that the taliban are a creation of Pakistan and it nurtures, trains and gives asylum to these guys.

And no insurgency can survive without the active support of a nation. In this case it is clear as day that the Paki Army and its adjunct the ISI are actively supporting the Taliban with arms, ammo, training and safe havens without which they would have withered away within a year or so. Them lasting 16 years fighting the NATO in Afghanistan would have been impossible.

David Petraeus is sure trying to obfuscate the issue and bail the Porkis out. Why? That's the million dollar question.

Americans do these kind of flip flops, because they have their own interests in this region. One of them is to make sure Afghanistan is unstable and as a result the countries around its should not have trade, economic and diplomatic relations.

They lit the fire in heart of Asia and they make sure it burns by using Pakistan.

This guy knows very well about pakistan's taliban support, he employed death squads to kill and eliminate taliban leadership during their recent resurgence.

They gave gulbudin Hikmatyar a loads of money to bomb kabul and they bomed kabul to ruins. Ex afghan spy chief Amrulla saleh told this in his interview.

People who worked in Govt in such a senior position after retirement usually go into lobbying, where every govt they worked with during their tenure is a potential customer. Those lobbying contracts are worth literally millions of dollars.

Who wouldn't say nice things when such huge amounts of money are involved?

Never was a fan of Petraeus, James steel worked under him though not under his command but Steel would get away with anything.

Petraeus has no moral so forgot about when he said that "I will catch the next flight out"

Considering that pakistan created and trained the Taliban with the blessings of the US it is ridiculous to ask Gen.Petraeus this question or for him to cite lack of evidence.

@Neo if you want to believe what petreus says about pakistan in aghanistan, then you will have to take his word on Surgical strikes. He says Modi had to take out terrorist targets across the border. This debate took place on Oct 5th, after surgical strikes.

Good catch. Let's also appreciate how much alike US and Pakistan are in their functioning. Both are controlled by the deep state, both have puppet governments for keeping their domestic population fooled, both have sham democracies, both believe in the use of terrorism as state policy. Just putting it out there so that the Trump fans realize that he is not going to change American *policy* towards India, at the most he will change American *rhetoric* about India. Policy is always controlled by the deep state, by people like Patreanus.

Only realpolitik can solve our problems, and the more powerful we are the better we can bargain with the deep states of other countries. If you notice his wording carefully "Modi *realizes* the costs that India would face if they escalate", what he basically means is that "we have told India in clear terms that we (the US) will impose costs on India if it tries to change the status quo. India has been told that they are only *allowed* to do basic tactical operations, beyond that, the US will support Pakistan over the sanctity of the LOC."
