The Ministry of Power (MoP) has issued The Electricity (Rights of Consumers) Rules, 2020 laying down the rights of power consumers to minimum standards of quality.
The rules cover the rights of consumers and obligations of distribution licensees, the release of new connections and modifications in existing ones, metering arrangements, billing and payment, disconnection and reconnection, reliability of supply, among other areas.
One noteworthy provision in the rules is the provision that mandates net metering for loads up to 10 kW and gross metering for loads greater than 10 kW. This provision was created under the section addressing the rights of consumers as prosumers. The section said prosumers would enjoy the same rights as the general consumer. They will also have the right to set up renewable energy generation units, including rooftop solar systems themselves or through a service provider.
In September, the MoP had proposed net metering for rooftop solar projects of capacity up to 5 kW, and projects above 5 kW to have gross metering. The ministry had invited comments and suggestions from all the stakeholders regarding the regulations proposed.

Under gross metering, a consumer is compensated at a fixed feed-in-tariff for the total number of solar energy units generated and fed into the grid. The consumer then pays the DISCOM a retail tariff for the solar power consumed. Here the feed-in-tariff is always lower than the retail tariff. On the other hand, in net metering, the exported solar power is adjusted in the electricity bill against the energy consumed.
Net metering has been the primary impediment for rooftop growth in the country. Even though the net metering policy exists in most states, implementation has been rocky. Mostly, distribution companies (DISCOMs) are vehemently opposed to net metering across states. The primary reason for this aversion to net metering is that it deprives DISCOMs of the opportunity to earn more revenue from premium consumers.
Many rooftop installers believe that net metering is one of the major unique selling points which draw people towards solar installations.
In the new rules, the Ministry also established a Consumer Grievance Redressal Forum (CGRF) to include consumer and prosumer representatives. DISCOMs are expected to specify a timeline for addressing these grievances and the maximum timeline to address them is 45 days.
The new regulations stipulate that it is the duty of distribution companies (DISCOMs) to supply electricity based on the request made by an owner or occupier of any premises. Consumers have the right to a minimum standard of service for the supply of electricity from DISCOMs.
The new regulations aim to ensure that new electricity connections, refunds, and other services are delivered in a timely manner and the government has imposed penalties on any infringements to consumer rights. These rules will benefit over 300 million existing and prospective consumers in the country, it added.
New connections and modifications to existing connections must be released in a transparent, simple, and timely manner. They must be done within seven days in metro cities, 15 days in other municipal areas, and 30 days in rural areas. No connections must be issued without a meter.
Distribution licensees are now expected to supply power 24×7 to all consumers. Respective state commissions can specify shorter durations for certain categories like agriculture. Licensees are expected to implement an automated mechanism to monitor and restore power outages if any. These measures come on the heels of several support measures announced in the past to help improve the status of DISCOMs. Despite financial support and incentives, DISCOMs owed over ₹110.67 billion (~$1.5 billion) to renewable energy generators (excluding disputed amounts) in overdue payments across 439 pending invoices, according to data from the Ministry of Power.

The cost of solar panel in India has fallen several fold in the past few years. When Solar power was pushed by Modi govt in 2014 as if its the be all and end all of all our power problems, I was one of the very few who opposed it at the time because it was too costly at that time. Still the modi govt pushed it down the throats of the industries, hotels businesses and other commercial establishment. At that time, the price of solar power was around 8 Rupees/unit and was actually a net loss for the businesses which installed them at the time. So the govt was wasting precious Tax money on incentivising this sector through 30% subsidies. They did it by mandating that all the major businesses and industries above a certain threshold install solar through bureacracy and legislation.

However, thanks to mass manufacturing across the world, the price of Solar has actually fallen four fold today. Now the cost of Solar power is at 2-2.25 Rupees/unit. So, nowadays, many commercial establishments, specially which run mostly during the day time like schools, colleges, hospitals, retaurants, Industries and manufacturies have started adopting the solar power as it is very cheap(2-2.5 Rupees/unit) as compared to the electricity bill they pay at a rate of 8 Rupees/ unit in most states. So the sector is actually growing spontaneously on its own without any wastage of tax payer money as the government has stopped the 30% subsidies and is on the verge of becoming almost universal on all roof tops in a few years.

So what do the greedy clueless swines in BJP government do? Destroy this sector by mandating that all solar installations above a certain threshold should only sell power to the Discoms(electricity boards of the various states) at 2.25Rupees and instead buy their electricity from the state discoms at 8 Rupees per unit. Now again we are back to square one, where no body has any initiative to construct their own solar plants to reduce their electricity costs. For instance, before this regulation, Industrial scale users of solar power would install solar panels to cut their electricity bills but now they wont as they still will be required to pay the same electricity bill as before.

Seriously, there is a reason why the economy has been reeling with pain under these swines since this govt took over in 2014. There is no policy consistency. All they do is fuck with industries which are doing fine at the hopes of earning extra paise from it, killing that industry in the process so that they can subsidise their thousands of useless welfare yojanas for cheating poor people. Just think about this, these greedy swines were pushing solar power when it was economically unviable and are now making laws to prevent solar power from taking over the lives of Indians because it has become too economically viable. There is no policy stability whatsoever. Only policy stability I see in them is their consistency in fucking the economy with high taxes

This is the kind of money grabbing tax vulture policies which has been killing every industry in india after these greedy swines took over. If these swines continue screwing with the economic growth like this, I seriously wonder if these BJP's good work wrt article 370, Ram temple, national security vis a vis chipak is enough for me to ignore the massive beating these turds give to the economy with their brilliant policies

BTW how is this not a carbon copy of the garibi hatoa policies of India gandhi which pushed india into economic brink during the 1970s? - nationalism, protectionism, license giri etc?

See bhakths, this is one example of BJP directly fucking with the economy which your kind cannot circle-jerk away with magic words like "aatmanirbar/make in india'
