New Delhi: Even before the row over Army Chief General VK Singh's age was settled, his likely successor Lt Gen Bikram Singh has been hit by a slew of allegations.

Lt Gen Bikram Singh has been accused of staging a 2001 shootout in Kashmir in which an alleged foreign militant was killed. The allegation can mar his chances for the top post.

Bikram Singh is currently the senior most Lieutenant General of the Indian Army and is tipped to be next chief of the 1.3 million force.

With the Defence Ministry rejecting Gen VK Singh's contention that 1951, and not 1950, be considered his year of birth, he is set to retire on May 31 this year.

A writ petition has been filed by a Kashmiri mother, Zaituna, alleging that the militant killed in the March 1, 2001, South Kashmir shootout may be her son Abdullah Bhat, a resident of Machil border area in North Kashmir.

The Lieutenant General was then brigading the 5 Sector Rashtriya Rifles unit headquartered in South Kashmir's Anantnag district. The shootout took place in Janglat Mandi under Bikram Singh's control.

The Army had then claimed to have killed Mateen Chacha in a gunfight with militants that also led to the death of two civilians and two Army personnel.

Bikram Singh, now commanding the Eastern Command, was also injured in the cross fire. The police in their report on the shootout had confirmed the Army claims.

But a decade later, Zaituna filed a petition in the Jammu and Kashmir High Court last year claiming the militant was her son. Zaituna's daughter Jana is a co-petitioner.

The petition seeks reinvestigation of the case and remains of the alleged militant exhumed for DNA test.

"The photographs of the victim (killed militant) taken by police must also be shown to the family for identifying," the petitioners said.


The court in its order on October 13, 2011, asked the state government and the Defence Ministry to file their responses to the petition and sought all records pertaining to the case for perusal. The case has come up for hearing several times in the court but has been consistently deferred to next dates.

It is now expected to be taken up for hearing in February when the High Court re-convenes in Srinagar after a month-long winter vacation.

Asked if the allegations could affect the chances of Bikram Singh for the top job, the Army Chief said: "I have got no clue on this."


"The report (about Bikram Singh) is not with us. When it comes to us, we will let you know," Gen VK Singh said.

Apart from this case, an MP is also reported to have written to the Prime Minister saying it would not be right to promote Lt Gen Bikram Singh to the rank of Army Chief as his daughter in-law is from Pakistan. The intelligence establishment had however given a go ahead for Lt Gen Bikram Singh when sought a view by the PMO.

There have also been anonymous complaints against him regarding his posting in Africa as part of a UN peacekeeping mission, and his alleged failure to ensure discipline among Indian soldiers. Accusations have been levelled against several members of an Indian Army battalion that they had illicit sex with local African women and fathered children there.

I am not aware of the case or of his daughter in law.

Now, if the case is revived, it can cause problems. Even the daughter in law issue does not appear very comfortable a situation.

But, as I said, I have no idea and will have to await the unfolding of the issues.

I am also rather intrigued as to how a Brigadier (that was his rank then) can be involved personally in any shooting case.

No mate, No conspiracy. It happens. I don't think most of the people even thought of Sikh. He is already Chief of eastern zone which is itself a very high rank post. Media do such kind of own vigilant investigation for their news. Sometime, they are even right but they don't understand Army compulsion in such situation. Since, it's for top post for Army. Hence, These noise. IMO, Such small issue should be avoided and if he is eligible, Then he should become next army chief.

If our chiefs are so much diverted form completing main objectives..

Is fake shoot out is more important NOW when some one is nominated for Army chief ?


How will army will Modernize ? How will army Improve it structure ?

How about the moral of Family Men fighting at front for their people at back ?






There is no doubt who is playing all these..

This is total BS news, how does it matter, and over and above now - when he is gonna become army chief (Salon ko pehle yeh sab yaad nahi aya jab eastern command di thi?). I think he is due for promotion and GOI (especially a particular political party and a family's coterie) does not feel comfortable with this man and his guts.....knowing how the current COAS has taken on Babus and the party of looters...he could be even more nationalist than our current chief viz a real threat for money laundering maffia families running this country in the guise of sham democracy (and of-course our very own favorite magic wand known as secularism)!

Remember COAS and the President of India were two institutions/posts which did not allow an illiterate Italian waitress/working-woman to become PM of India/Hind (which resulted in the drama of renunciation played on and on on TV channels by NDTVs and IBNs; as if the dumb Italian had done some favor to us dimwitted black Indians or we did a crime by not letting a foreigner rule us?); now President's post secured through the appointment of a stooge - now it's the COAS!

At the moment Lt Gen Parnaik seems to be the least controversal person for the job, he is from Raj Rif (so my regt looses out on having the next COAS).

But it seems the govt would prefer a controversal COAS so that they can use him as a puppet!

Politicians and Babus should keep out of this.

But it seems the govt would prefer a controversal COAS so that they can use him as a puppet!
If Gen VK Singh resigns, it will be Lt Gen Ghosh, Guard and ex 5 Mahar, GOC in C Western Command.

And if for some reason, Lt Gen Bikram is not considered and Gen VK resigns as planned, it will be Lt Gen Parnaik.

On the controversial chap required you could not be more correct! Just so true!

They should not buck the system of promotions. That is correct.

But they have to be there since the Army functions within the democracy!

i think just a march of tanks form army in delhi to MoD offices and a solid rap to government not to play politics with armed forces would keep every`s body mouth shut
