Woman gangraped in Assam, cops' sons among 8 arrested

NEW DELHI: A Mizo teenager was gangraped by a group of Class X and XII students, among them sons of three policemen, hours after a woman suspected to be involved in trafficking handed the girl over to the group.

The incident, which took place in Silchar in Assam on Thursday evening but came to light on Saturday. All are students of Class X and XII of a reputed college and a private secondary school.

Three of them are sons of police officers, including the personal security officer of a deputy commissioner and an MLA.

Man pushes wife and daughter from hilltop

BANGALORE: A man allegedly pushed his 19-year-old wife and child to their death from top of Shivaganga hills in Nelamangala taluk in Bangalore Rural District, police said on Saturday.

The woman's elder brother told police that her husband Girish had pushed her and their three-and-a-half year old daughter to death from atop the hills on Friday.

Police said Girish (21), a BE student, had told them that his wife and child were pushed to their death. Police suspect foul play and are questioning the woman's mother, relatives and neighbours. Girish has been taken into custody for questioning, police said.

4000 students take part in rally to promote blood donation

NEW DELHI: In an initiative to create awareness about voluntary blood donation, a walk was organized by the Rotary Blood Bank on Sunday morning in Rajpath. The event saw the participation of over 4000 schoolchildren from 45 schools in the city. The rally was flagged off by deputy chairman of planning commission Montek Singh Ahluwalia.

Speaking at the occasion, Ahluwalia said, " Let all healthy adults donate blood regularly and thus act as role models to the school children present today to become blood donors once they turn 18. It is our social and moral obligation as enlightened citizens."

With colourful processions of school children, students took part in demonstrations to create awareness for the importance of donating blood. The rally saw the presence of several dignitaries including CWG gold medalists Krishna Poonia, Ashwini Ponappa and Anisa Sayyed Khan. Special guests attending the event included Nafisa Ali, Sonal Mansingh and Shibana Narayan.

" Blood donation is a selfless . By organising 'Walk for Blood' we hope to reach out to the young generation and to inculcate among them a sense of responsibility towards fellow human beings," said Sudarshan Agarwal, chairman of Rotary Blood Bank.

Fourth suspect in DK gangrape arrested

NEW DELHI: A fourth suspect was arrested from a Haryana village late Saturday night for the shocking gangrape of a 30-year-old BPO staffer near Dhaula Kaun. Police, meanwhile, said they were in " hot pursuit' ' of the gang leader, Kamru alias Mobile, who earlier gave cops the slip despite being spotted.

Iqbal alias Bada Billi was nabbed from Sohna district in a police raid, 11 days after five men in a pick-up tempo had abducted and raped the Mizo woman as she was walking home with a colleague after getting off her office cab.

"We have arrested the fourth person. Only Kamru remains to be nabbed," said DCP (south) H G S Dhaliwal.

Police said Iqbal was arrested with some other criminals. He, along with three other men sitting on the front seat, had allegedly dragged the victim to the rear of the vehicle.

Police said Iqbal then got on to the rear of the Mahindra Pik Up and was one of the men who raped the woman.

He was produced in court on Sunday and has been sent to judicial custody. He will appear in a test identification parade (TIP) on Monday.

The cops claimed to have cracked the case with the arrest of Shamshad and Usman from Dhauj village in Mewat region on December 2.

Fake diesel manufacturing unit unearthed in Delhi

NEW DELHI: Delhi Police today claimed that it has unearthed a fake fuel manufacturing unit in the capital and seized over one lakh litres of spurious kerosene and diesel.

The unit was discovered in Asola village last night. Nobody has been arrested in connection with the incident.

The raid came following investigations into an input about the unit being run in the basement of a building in the village, a senior police official said.

During the operation, the official said, they seized 10 tankers carrying around 50,000 litres of kerosene and 50,000 litres of diesel.

According to the official, CCTVs were installed at the entry of the factory to monitor movement in the surroundings.

The officials said the locals told police that the factory was running for the past five to six months and tankers were regularly coming in and going out of the facility during night hours.

"Efforts are on to arrest those running the factory," the official said adding experts have collected samples from the illegal factory.

Rape case filed against IFS officer cancelled finding it false

NEW DELHI: An IFS officer posted in the ministry of external affairs (MEA) was accused of raping his domestic help here but investigators said the FIR has been withdrawn after they found that it was a "false case".

This was the second case registered against an IFS officer in the past one week on charges of raping a domestic help, the other being the one filed against Ketan Shukla, a 1986-batch officer, by his servant who claimed that he sexually assaulted her in Kenya where he was posted.

In the latest case, police sources said, a woman approached Parliament Street Police Station on November 29 claiming that a Director-level officer of 1991 batch allegedly raped her after serving her sweets laced with sedatives on November two.

She claimed in her complaint that she became unconscious after having the sweets and when she woke up, she realized that she was sexually assaulted.

Following this, a case of rape (Section 376 of IPC) and administering stupefying drug with the intent to cause hurt (Section 328) was registered against the IFS officer.

The woman was taken to a government hospital for medical examination but the tests did not confirm sexual assault, the sources said.

"After our investigations, it came to light it was a false case and we withdrew the case against the officer," a senior police official said adding, no action has been taken against the woman so far.

Earlier on December three, Delhi Police had registered a case of rape and criminal intimidation against Shukla, presently posted in Ahmedabad, following a complaint by his domestic help.

The 22-year-old woman hailing from Jharkhand had claimed that Shukla had sexually assaulted her during their stay in Kenya where he was working at the Indian mission as its Deputy High Commissioner. Shukla, who was posted there between 2007 and 2010, has denied the allegations.

Blood clots in head, MLA brought to PMCH

PURNIA: Bihar's ruling JD-U MLA Bima Bharati, who was severely beaten up by her spouse on Tuesday and Wednesday, has been shifted from the Purnia sadar hospital to Patna Medical College and Hospital (PMCH) for treatment. ( Read: MLA beaten up by hubby, hospitalized )

Purnia civil surgeon Dr Ram Charit Mandal on Thursday said an X-ray done on the Rupauli MLA revealed severe inside injuries as well as blood clots in the brain. "Since her condition was serious, we referred her to PMCH," he said.

The three-time legislator's husband Awadhesh Mandal, against whom at least 30 cases of serious offences like murder and kidnap are pending, has been forwarded to jail. He along with his driver Dinesh Mahto was ar-rested from the couple's village home at Bihta in Purnia district after the MLA gave a distress call to SP NH Khan.

Mandal and Bharti, married for about 20 years, have two sons and a daughter. "The couple's relations soured of late and battering wife became a favourite pastime for Mandal," a senior police official said and attributed the frequent incidents of domestic violence to the heartburn caused to Mandal by wife's steady rise in politics.

While Mandal unsuccessfully contested the 1995 assembly elections from Rupauli as an Independent, Bharti has been representing the con-stituency in the legislature since 2000, almost continuously. She initially won as an Independent and joined RJD. On the eve of 2010 polls, she switched her allegiance to ruling JD-U.

Police said Mandal on Tuesday battered Bharti at her MLA Flats in Patna where she had gone to take oath as an MLA. While returning to Bi-hta the same day, she was forced to leave her car near Kursela and "kidnapped" by her husband in his SUV. All through the night, she was tortured and beaten up, cops quoted the diminutive MLA as having told them.

Mandal, who is a member of Purnia Zila Parishad, has been booked under the Violence Against Women Act and various IPC Sections, includ-ing 307 that pertains to attempt to murder. Besides Mandal and driver Mahto, eight others --- Niro Mandal, Amar Mandal, Mithilesh Mandal, Jogi Mandal, Bhujangi Mandal, Mahabir Mandal, Mandal's bodyguard Brajesh Rai and another driver Madhusudan Mandal --- have been named as accused in the FIR. The eight accused are absconding.

A terror in the inhospitable terrains of Rupauli-Bhawanipore area on the junction of Katihar, Madhepura and Naugachhia districts, Mandal is the founder of dreaded Faizan gang. The gang members gruesomely chopped off the heads of their opponents in the past, police said.

The rivalry between Faizan gang and North Liberation Army of another criminal Shankar Singh led to several incidents of gory violence in the area. "We shudder at the mention of their names," said a Bhawanipore local.

There was, however, a brief respite when the arch rivals tried their hands in politics. Shankar as an LJP candidate defeated Bharti in February 2005 assembly polls. Bharti, however, avenged the defeat by winning the next assembly election in November the same year.

MLA beaten up by hubby, hospitalized

PURNIA: In an ironic rebuttal of claims about women empowerment through political elevation, Bihar's ruling JD(U) MLA Bima Bharati was thrashed mercilessly by husband Awadhesh Mandal at their village home at Bihta in Purnia district on Wednesday.

Mandal, a notorious gangster who is also a member of Purnia Zila Parishad, and his driver have been arrested on the charge of brutally bashing up the three-time MLA from Rupauli. Police said five more accomplices of Mandal have been named in the FIR lodged in this connection.

Purnia SP Nayyar Hasnain Khan told TOI he got a phone call from the MLA, alleging she was mercilessly beaten by her husband. "She was quivering and sounded a bit incoherent," the SP said.

On reaching her home, police found Bharti lying almost unconscious on the bed. "She has received multiple injuries and has her arm and leg fractured," the SP said and added she was immediately taken to the referral hospital from where she was shifted to the sadar hospital at the district HQ.

Police said the diminutive MLA was always physically and mentally tortured and tormented by her husband. As early as Tuesday, she was thrashed by her husband at her MLA flat in Patna.

It could not be immediately known what led to the ugly incident of domestic violence. The couple, married in 1990s, have two sons and a daughter.

Mandal has several criminal cases pending against him. His war of attrition with Shankar Singh, another criminal who unsuccessfully contested the just-concluded assembly elections, resulted in several incidents of mayhem and bloodbath in the area, police said.

Inter-caste marriages up in Bihar

PATNA: Amid reports of honour killings in different parts of the country, an ambitious initiative of the Bihar government to encourage inter-caste marriages is bearing fruits.

The state's department of social welfare provided monetary incentives to 200 and odd brides who opted for caste exogamy from April till November 2010. According to sources, the state government has allotted Rs 50 lakh to districts for the purpose in the financial year 2010-11. The allotments for the year 2009-10 and 2008-09 were only Rs 35 lakh and Rs 22 lakh respectively.

With girls making a beeline for the money and districts spending the funds, the allotments have been growing steadily over the years. For instance, Nalanda has been allotted Rs 2.5 lakh this year as against just Rs 25,000 in 2007-08. Ditto with Aurangabad. This year it has been allotted six times more than Rs 25,000 given to the district in 2007-08. Other districts too have reported similar "growth". The highest allotment of Rs 3.75 lakh this year has been made to Patna district while Kishanganj, besides Nalanda, has got the second highest allotment of Rs 2.5 lakh.

The incentive was launched in 1979. Buoyed by its success, the government in 1999 increased the amount from Rs 5,000 to Rs 25,000. To get the incentive, the bride should be a Hindu native of Bihar.

Department of social welfare director Ashish Kumar said the growing allotment of funds for inter-caste marriages is a pointer to the changing social trend in Bihar, including the countryside. "The incentive is aimed at breaking caste barriers among Hindus. But it also empowers women as it indirectly checks child marriages and encourages registration of marriages," a senior official said.

It has been more than 10 years since the amount was increased. Asked if there was any move to increase it further, Kumar said the social welfare department may make a recommendation to the effect to the government if the trend further catches up.
