Kolkata, Jun 1 (PTI) A CPI-M worker today succumbed to bullet injuries in hospital, two days after he was shot by a Tripura State Rifles personnel at a booth in Patuli during civic elections.

CPI(M) state secretary Biman Bose condoled the death of Bapi Dhar and described as "unprovoked" the firing at the booth on the city's eastern outskirts during Sunday's civic election.

Bose, a CPI-M politburo member, also took exception to an alleged remark by Trinamool Congress chief Mamata Banerjee that the policeman could have been killed had he not fired.

The CPI(M) leader claimed that her comment that Dhar was a "notorious criminal" was "in bad taste".

"The man (Dhar) was popular in the Patuli area of South 24-Parganas district and was known as a social worker. The opposition leader's comment is irresponsible and against political culture of the state," Bose said.

HIV woman refused admission, gives birth by roadside

HYDERABAD: An HIV-positive woman was forced to give birth to her baby by the roadside after a government-run hospital allegedly refused her admission.

The shocking incident took place Sunday evening in Suryapet town of Nalgonda district, about 170 km from here.

According to delayed reports reaching the state capital, some women in the town helped deliver the baby after the pregnant woman collapsed by the roadside.

Alivelu, wife of a daily wage labourer from Kesaram village in Nalgonda, reached Government Area Hospital in Suryapet. After the blood examination, she was found HIV-positive and the staff on duty allegedly refused her admission saying the doctors were not available.

The 28-year-old was asked to come to the hospital the next day. Some relatives accompanying her tried to get her admitted to a private hospital but could not arrange the money. In the meantime, she developed labour pains and some local women came forward to help her.

Shocked by the incident, Health Minister D. Nagender announced a probe. "We will take action against those who refused to admit the woman," the minister told reporters.

Alivelu, who had returned to the village with the new-born Sunday night, was brought to the town and admitted to the hospital by health officials.

R.V. Chandravadan, director, Andhra Pradesh AIDS Control Society, said there was no reason for a government hospital to deny admission to any HIV-infected person. "Action will definitely be taken against those found guilty," he said.

Congress downplays Mamata's absence from cabinet meeting

New Delhi, June 1 (PTI) Congress today downplayed absence of Railway Minister Mamata Banerjee from the Union Cabinet meeting saying ministers should essentially attend the parleys only when its agenda has items concerning their departments.

"It is essential for ministers to attend cabinet meetings only if there are items from their departments in the agenda of the meeting....moreover she has herself rejected the projection of any difference between her party and Congress," Party spokesperson Shakeel Ahmed told reporters here.

When further asked whether the Congress expects all ministers to attend cabinet meetings, he quipped, "ministers whose department-related issues are not in the cabinet agenda sometimes turn up, sometimes not."

Ahmed also evaded a direct reply when asked whether there was any difference between Banerjee and Home Minister P Chidamabaram on the Jnaneswari Express attack incident saying "only they can reply to it".

No truth in allegations, says Lt Gen's wife

New Delhi, June 3 (PTI) Neerja Nanda, wife of Lt General A K Nanda, today dismissed allegations of sexual misconduct levelled against him and vouched for his character.

"I have been married to my husband for the last 35 years. I know he is an upright, principled and disciplined officer with a high code of moral conduct. I vouch 100 percent for his character," she said reacting to reports of a Colonel-rank officer's wife accusing Nanda of misbehaving with her during a recent trip to Israel.

"I accompanied him on the trip in question. I was with him throughout. I vouch no such incident took place," Neerja insisted.

Referring to reports about Nanda, she said the "rumours that are being circulated are fictitious. There is no element of truth whatsoever".

"Let the army conduct an inquiry. Truth will prevail," she said.

NEW DELHI: Environment minister Jairam Ramesh was among one of the four who were given tickets to contest the Rajya Sabha elections from Andhra Pradesh by Congress. Messrs N Janardhana Reddy, V Hanumantha Rao, J D Seelam too have also been renominated. Former minister for women and child development Renuka Chowdhury, whose name was being touted as a possible candidate, lost out in the race.

The party needs 164 MLA votes to win the four seats. Its shortfall of six has been met following an understanding with Chiranjeevi's Praja Rajyam Party (PRP), which has 18 MLAs in the state assembly.

Party president Sonia Gandhi, who met with PRP leader on Saturday, succeeded in securing PRP's support for Congress and overcome the threat possessed by the Jagan Reddy camp. Initially, Chiranjeevi had sought Congress support for a PRP candidate. However, following the meeting, the PRP leader agreed to withdraw his party's candidate. The understanding provides an insurance against any possibility of revolt by MLAs loyal to the late chief minister YSR Reddy's son Jagan Mohan. Though Congress appears to have reigned in the Kadappa MP, the additional votes from PRP will provide a cushion.

D-link: CBI seeks info from UAE on Bollywood actors

MUMBAI: CBI has written a letter of rogatory to the UAE seeking details of a few Bollywood personalities who stayed in Dubai hotels in the 1990s and reportedly enjoyed the hospitality of underworld don Dawood Ibrahim.

Officials said they had asked the Dubai authorities to furnish details of all the Bollywood personalities who visited Dubai frequently. It was common for Bollywood stars to have their stay at hotels sponsored by ganglords and join in lavish parties. Some were reported to have attended underworld dons' kin's weddings and entertained them.

The letter of rogatory has specified the names of at least four stars. Two of them are female always thought to have been associated with Dawood gang. One, officials said, had ''very intimate'' relations with the don and the other actress, a recent entrant in the political scene, was known to be associated with Dawood's brother, Anees Ibrahim.

One of the two actors whose details the CBI has asked for is a controversial personality who has joined a political party that has its base only in Uttar Pradesh. Other film personalities under CBI scanner include a few producers and a director who has made successful movies on underworld. The director first came under the Mumbai Police's scanner for talking to Chhota Shakeel on the phone.

Officials admitted the information they had sought would not help them in any ongoing investigation. ''But we want to keep all these records as some of them are still in touch with the underworld,'' an official said.

The relation between the UAE and India has improved recently with authorities there helping Indian agencies get their hands on several gangsters staying in Dubai. The most recent example was Abdul Samad of Bhatkal, Karnataka, who was forced to fly back to India. He has been booked in a 2009 arms case.

3-year-old girl succumbs to borewell ordeal

DHEERA (GURDASPUR): The three-and-a-half-year-old Dilnaz, who had fallen into a 180-feet deep and two-feet wide borewell while playing on Wednesday at around 1 pm, died on Thursday afternoon due to asphyxiation. The villagers laid the onus on reckless attitude of the parents and kin for not covering the borewell, which led to the mishap.

The victim, daughter of Gurbhej Singh and resident of Thikriwal village, had come to her maternal grandfather Rattan Singh's house at Dheera village, about 13 km from Batala, three days ago to enjoy her summer holidays.

In their rescue operation that continued for more than 25 hours, Army personnel from Tibri Cantonment brought out Dilnaz after cutting the pipe and took her to Batala Civil Hospital. But doctors there declared her brought dead.

Col Pawan Bhardwaj (JAK Rifles) said all possible help was rendered to save the child. "We faced difficulties to reach her as soil was caving in around the borewell. Ultimately, we had to cut off the pipe when we reached her level to retrieve her."

Meanwhile, the people who had gathered at the site raised fingers at the victim's kin alleging that their negligence to cover the borewell proved to be her deathtrap. "My daughter had died due to an unknown disease and I am feeling guilty as I failed to save her," said Gurdial Singh, a native of Dheera.

Patient's death: Probe finds GMH nurse guilty, fired

CHANDIGARH: A magisterial inquiry conducted into the mysterious death of a 55-year-old woman at Government Multispecialty Hospital-16 has revealed that deficient services were provided by the nurse. Following these findings, the services of nurse Amarjeet Kaur were terminated with immediate effect. Administrative action will also be taken against the doctor treating Mauli Jagran resident Tarawati, who died at the hospital on May 27.

The deceased's family had alleged that she had died due to the hospital's negligence. Home-cum-health secretary Ram Niwas, who was in the hospital at the time for his annual medical examination, marked a probe into the incident.

Though a two-member doctors' panel conducted an inquiry, Niwas was not satisfied with the findings and marked another probe to SDM Prerna Puri.

Confirming the termination of services, deputy medical superintendent Dr Gurbachan Verma said the SDM probe had found deficiency in services provided by nurse Amarjeet Kaur. He added administrative action would be taken against Dr A Joshi, who was treating Tarawati.

The patient's son, Sawariya Dass, claimed they had brought her to the hospital around 6.30pm on May 26 after she complained of stomach pain. Around 8.30pm, the woman was shifted to the surgical ward, where she was given two injections but no medicine, he added. Dass claimed that around 10pm, the nurse asked the patient's family members, except one, to leave. ''During the wee hours, my mother's condition worsened and my wife, who was there, rushed to the duty nurse's room. But nobody came to help,'' Dass said.

Though the patient's daughter-in-law reportedly tried to get help, it was too late. By the time she returned, Tarawati was dead.

Probe against Mohali teacher accused of corporal punishment

MOHALI: After sacking a teacher for allegedly thrashing a Class 8 boy during a school trip, following which the mother of the student died of shock, the Yadavindra Public School (YPS) here has initiated a probe against another teacher who faces similar allegations.

"We have started an inquiry into similar allegations made against another teacher Anil Pathania. Corporal punishment is totally intolerable. If we find him guilty, he too will have to leave his job," Anita Kashayap, vice-principal of the school, told IANS here.

"This is a very sensitive issue and we do not want to rush things. We are looking into all aspects of the matter. We are recording and cross-checking the statements of students who were part of that trip," she added.

The sacked teacher, Harish Kumar, beat up 13-year-old Rattanpreet Singh Friday during a trip to Manali in Himachal Pradesh, following which the student made a panic call to his home here.

Gurpreet Kaur, the mother of the boy, died of shock the same day after she learnt that her son was thrashed and humiliated for no fault of his, the family said Tuesday.

Fifty-seven students of Yadavindra Public School had gone on a compulsory weeklong trip to Manali May 23.

Kumar and Pathania allegedly collected Rs.500 from Rattanpreet and Rs.200 from another boy as students were not allowed to carry more than Rs.500 each with them.

When Rattanpreet demanded the money back on their return Friday, Kumar beat him up.

Alerted about the beating, his doctor-parents reached the school, where his mother suffered cardiac arrest and died.

"Sir had taken the money from me. When I told other classmates about it, he repeatedly slapped me and hit me with a stick. He said he wanted to teach me a good lesson," Rattanpreet told IANS.

Some students also accused Pathania of beating Rattanpreet and bullying others. Therefore, the school authorities have initiated a probe against him.

Rattanpreet's father Barinder Singh said: "These teachers are mentally sick and they do not deserve any kind of leniency. I am planning to initiate legal action them."

Cops allow handcuffed thief to drive car

PUNE: Jangli Maharaj road witnessed high drama around 4.30 pm on Thursday, when a stolen car driven by a handcuffed theft suspect hit as many as six vehicles as well as some pedestrians. Five people were injured, one of them critically, in the incident.

Ironically, the police themselves had allowed the suspect, who is allegedly involved in many theft and house-breaking cases, to drive the car to the Kothrud police station while handcuffing him along with his aide. The suspect was holding the steering with his right hand while changing gears with the handcuffed left hand. The policemen were following the suspect's car in another vehicle.

The two suspects were soon nabbed by passersby and some political party workers after their car stopped. People also staged an agitation against the police for allowing "criminals" to take the wheel.

It all started with the Kothrud police receiving a tip-off that the suspect, Rajendra Shivaji Babar alias Raja Babar (35) of Satara, would arrive at the Shivajinagar court along with his accomplice, Appalal Ali Lal Pandu of Karnataka, around noon. A trap was laid and the two were nabbed by the police outside the court.

According to the police, Babar and Pandu were soon taken in a police vehicle to the Kothrud police station, where Babar revealed that he had stolen a Maruti Zen car, which he parked near the court premises. Three policemen then took the duo to the Shivajinagar court and, after identifying the car, told Babar to drive it to the Kothrud police station. Babar, who was handcuffed with Pandu, was put in the driver's seat. The two suspects were left alone in the car while the three policemen followed them in their Sumo jeep.

Dubai flight was just 2 minutes from crashing into sea

MUMBAI: It was disaster averted by less than two minutes.

Initial investigations have revealed that the May 26 Air India Express Dubai-Pune flight IX-212 was less than two minutes away from plunging into the Arabian Sea. It had plummeted dangerously from an altitude of 37,000 feet when its commander was away from the cockpit, in the washroom, leaving the first officer to man the controls. The aircraft's nose was down to a minus-23-degree angle because of which its descent rate increased rapidly and went up to 21,000 feet per minute even as the overspeed warning blared loudly in the cockpit.

That was the scene the commander walked into after his loo break. A few minutes before that, the Boeing 737 had entered Indian air space and was cruising over the Arabian Sea. The airplane was on autopilot at 37,000 feet when the commander handed it over to the first officer and walked out closing the cockpit door behind him. According to sources, the commander realized something was wrong when he returned from the washroom and did not get any response after he pressed the cockpit's door-unlock button (it sets off a chime inside the cockpit and the pilot sitting inside responds by pushing a button which opens the door). By this time the commander also realized that the aircraft was at an unusual pitch attitude (a pitching movement is nose up-nose down motion of an aircraft and a nose-down pitch increases air speed). Sensing danger, the commander punched in the emergency code, which opens the cockpit door, but only after 35 seconds.

"On entering the cockpit, he was shocked when he saw the Primary Flight Display, which displays information on altitude, vertical speed (in this case rate of descent) and the air speed. It showed the aircraft's nose was down by minus 23 degrees, due to which it was flying at 0.88 Mach," said the source. Mach One is the speed of sound and therefore 0.88 Mach is 88% the speed of sound, which was well beyond the operating limit speed of most passenger aircraft. The loud aural alarm or the clacker, in aviation parlance, which blares continuously giving an overspeed warning was on. "Such a high speed could lead to structural failure of the aircraft and to recover from such a situation safely requires exceptional pilot skills," he said adding that the commander appeared to have displayed remarkable skill in following the textbook "jet upset recovery procedure".

The incident puts a huge question mark on the training given by Air India Express, especially to its first officers. The first officer had 1,000 hours of flying experience on the Boeing 737 aircraft which, say aviation safety experts, is quite adequate to handle a situation like this.

The Directorate-General of Civil Aviation (DGCA) is investigating the incident. "The aircraft plunged at speeds beyond its maximum limit. The recovery would have stressed the structure abnormally. This would require special investigations to be carried out on the aircraft after landing," said an air safety expert. It was not known whether the aircraft was grounded following this incident.

ALIGARH: A woman has charged six persons, including district BSP president, of assaulting and later parading her naked in a market following which a case has been registered against them by the police.

A case of assault against six persons, including the BSP leader Moolchand Bhagel, has been filed, Superintendent of Police Maan Singh Chouhan said.

He, however, said the woman was not paraded naked. The incident took place on June 2 when 45-year-old Brima Devi had a minor tiff with some persons while she was on her way back from a temple. She was then beaten up.

She alleged in her complaint to police that she was also paraded naked through the village Chandaukha, 20 kms from here.

Bir Singh, husband of Brima Devi, alleged that the police was trying to dilute the charges against the BSP leader because of political pressure.

The woman was detained by the police for a few hours in connection with some case. She was, however, let off later.

"Instead of arresting the persons named in the report, the police has arrested Devi on a case filed against her by a group ten days back," Singh alleged.

Apeejay founder Stya Paul dead

NEW DELHI: Stya Paul, a freedom fighter and a pioneer in the field of education, passed away here this morning at the age of 91.

Paul, who was the founder president of Apeejay Education Society which runs a large number of schools and other institutes across north India, was ailing for quite some time.

He was jailed during the 1942 Quit India Movement. He was the elder brother of London-based NRI industrialist Lord Swraj Paul.

Expressing shock at the demise of his brother, the Labour peer said, "To me he was more than a brother. He was like my father as he brought me up."

The NRI industrialist is flying here to attend the funeral to be held tomorrow.

New bill to seek uniform penalties for erring babus

NEW DELHI: In a move expected to make the bureaucracy more resistant to political pressure and stem corruption, the government is planning to bring forward a bill that will give statutory form to service rules and provide for penal clauses to punish wrongdoers.

Currently labelled the civil services performance and accountability bill, the proposed law will give parliamentary sanction to Civil Services (Conduct) Rules under Article 309 of the Constitution. The power of central and state governments to frame rules for government servants flows from the article first enunciated in 1964.

The bill will codify existing rules and also provide for clearer and more uniform penalties for misconduct in the light of experience that the process is dogged by delays and uneven application of service regulations. Differing penalties are imposed for similar lapses by disciplinary authorities in ministries and states.

Speaking to TOI, cabinet secretary K M Chandrasekhar said the bill is expected to be ready soon for the Cabinet's consideration. "The bill will be piloted by the department of personnel. It will contain penalties for poor performance and an Act of Parliament will give service rules added weight. It should work to make the civil service more accountable," he said.

There are various penalties, broadly categorised as major and minor, that can be imposed on errant bureaucrats.

It has been felt that some of these lack teeth and a recent report of a committee set up by government pointed out that even compulsory retirement was not a significant deterrent as the official still retained full pension benefits.

The report underlined the need for defining certain yardsticks for awarding penalties to avoid different types of punishment for the same misconduct or offence. Stoppage of increments is prescribed for charges like insubordination, lack of devotion to duty or failure to maintain integrity. Major penalties include demotion and dismissal from service.

Speaking to TOI, cabinet secretary K M Chandrasekhar said progressive implementation of Right to Information (RTI) made government more accountable as a whole and the clarification that file notings were also open to scrutiny was a step in the right direction. "It will make officers think carefully before arriving at decisions. I don't think it will encourage keeping matters off-record. This cannot be done beyond a point," he said.

Asked about a recent decision to set up a committee to vet complaints against senior officials, the cabinet secretary said this was intended to weed out frivolous cases. A representative of the CVC was part of the committee and there was no bar on the commission referring any case it wanted to for investigation.

While the government is looking to tighten the rules for a bureaucracy that is seen to be increasingly prone to corruptive influences, the controversial "single directive" is not going to be reviewed. The process of investigative authorities having to approach the administrative ministry for clearance to probe an official from the rank of joint secretary and above will remain.

As part of making the bureaucracy more responsive, a system of outside assessment is now in place.

Delhi: Gang of robbers busted, 4 held

NEW DELHI: Police on Monday claimed to have busted a gang of robbers, surprisingly headed by a woman, and solved at least two cases of waylaying in Usmanpur area of East Delhi.

Acting on a tip-off, police arrested Shabana, 30, who headed the gang, from Usmanpur.

"During interrogation, she revealed the names of Javed, 26, Mustakeen, 23, and Wasem, 22, who were also apprehended later," a senior police officer said.

Police received information May 19 that a gang of robbers had assaulted a man and snatched his cash, jewellery and some documents.

Shabana had called Safeuddin, 38, on some pretext near a mosque in Usmanpur area.

"When he reached there, she raised an alarm and called three of her associates who robbed him of cash worth Rs.70,000, two gold chains, two gold rings and two mobile phones," the officer said.

The gang members also confessed to robbing two other people at the same location on May 10.

"Efforts are on to arrest their other associates," the officer added.

Speeding car kills boy, grandfather

NEW DELHI: A six-year-old boy and his 60-year-old grandfather were killed when a speeding Honda City car, driven by a youth and with a Delhi Police sticker on it, rammed into them. The accident took place on Sunday afternoon just a few metres away from Alipur police station on GT Karnal road.

According to police, Rajat, his grandfather Bhagwan Das, and five other family members had come to Delhi on Sunday morning from Sonepat to attend a relative's funeral. The accident took place around 3pm when the family was walking towards the bus stop to catch a bus back to Sonepat.

A Honda City car (DL 4 CN C 2649), being driven at high speed, hit the two and killed them. The car was being driven by 19-year-old Ankur, a resident of the nearby Bakola village. His cousin Prince was also inside the car. While Rajat died on the spot, his grandfather was seriously injured.

"We rushed him to Raja Harish Chandra Hospital in Narela, but he succumbed to his injuries there. Ankur was booked under IPC section 304(A) and 279, causing death by negligence and rash driving, but he was later released on bail," said a police official.

The police claimed that the Delhi Police sticker on the car was fake. The car belongs to Ankur's father Satpal Chauhan who is a farmer. We are checking if any of his relatives is employed with Delhi Police, the official said.

According to eyewitnesses, the driver lost control of the car and hit the victims. The boy, holding his uncle's hand, was walking ahead of the rest of the family when suddenly, the car, coming from the opposite direction, hit them. The impact was so hard that the boy flew several metres into the air. After hitting the two, the car's occupants tried to escape. In their hurry, they banged the car into a parked crane, injuring themselves, said Sanjay, an eyewitness.

Speeding truck kills 2 in S Delhi

NEW DELHI: Two labourers were crushed to death by a speeding truck in south Delhi in the early hours of Sunday, said police.

The incident took place in Fatehpur Beri and the deceased have been identified as Sita (30), from Rajasthan, and Kailash (40), from Madhopur in Jharkhand.

The two, on their way to a construction site in a three-wheeler trolley, were crossing the road when the accident took place. Kailash died on the spot while Sita succumbed to her injuries during treatment at the AIIMS Trauma Centre.

NEW DELHI: Gearing up to combat vector-borne diseases like dengue ahead of the Commonwealth Games, MCD is planning to procure 14 vehicle-mounted fogging machines to prevent breeding of mosquitoes in the city.

The civic body at present has 10 vehicle-mounted thermal fogging machines but there is a need to purchase more such equipment to intensify anti-mosquito measures, officials said. ''There is one machine each in 10 other MCD zones, but we require at least two each for all the 12 zones to intensify fogging during peak dengue transmission season. That is why a proposal was made to purchase 14 machines,'' officials further said.

30-yr-old engineer goes missing 5 days before his wedding

NEW DELHI: Days before he was to get married, a 30-year-old software engineer went missing from Sarojini Nagar where he had gone to do shopping. Police said the victim, Mohammed Fahim Raza, went missing on May 30. The police in Sarojini Nagar had registered a case but even after six days, there is no trace of Raza.

According to the police, Raza was scheduled to get married on June 5 in Pilibhit, his home town in UP. He was working as software engineer with a private firm in Malviya Nagar, south Delhi. Speaking to TOI, one of his relatives, Iftikar Ahmad, said, ''It was an arranged marriage. Raza was staying in Abul Fazal Enclave and was engaged to my 24-year-old sister. There was no pressure on the girl or the boy and both were known to me. They got engaged two months ago''.

On May 30, Raza was supposed to travel to Pilibhit. ''He told us that he was going to Sarojini Nagar to shop for some items needed for marriage. He called up my sister, Mehtab at 4.23pm. That was the last time we heard from him,'' claims Ahmad.

The family reported the matter to the police on June 1. The family alleged the police were not making any serious efforts to trace the boy. The cops said they have sought the records of calls made by the victim. ''We have also inquired about his bank accounts. He had last withdrawn Rs 7000 from an ATM in Sarojini Nagar on the day he went missing,'' said a senior police officer.

Raza's family said he recently picked up a fight with a gang of pickpocket inside a Blueline bus twice. ''A month back, Raza had a fight with a gang of criminals while he was alighting from a Blueline bus when they were trying to steal his cellphone. A fortnight later, he encountered the same gang near Nehru Place. He was threatened by the criminals. The police should probe the matter seriously Raza could be in danger,'' said Ahmad.

Salesman held for stealing jewellery worth Rs 11.5L

NEW DELHI: The Hauz Khas police on Friday arrested an employee of Mehrasons Jewellers, South Extension Part-II for stealing diamond jewellery worth Rs 11.5 lakh. A case of theft has been lodged at Hauz Khas police station.

According to police, the accused, identified as Amit Kanwar (28) alias Appu worked as a salesman with Mehrasons for past four years. ''The owner of the shop, Yashpal Mehra, found four diamond sets missing during inventory on Friday and lodged a complaint,'' said a police officer. After questioning of the fifty employees, police identified Amit as the accused. A case under Section 381 of IPC ( theft by clerk or servant of property in possession of master) has been lodged.

Kanwar had been stealing jewellery for the last eight months, taking advantage of his good reputation, said the police. He had mortgaged the stolen jewellery to support his lavish lifestyle, added the police. Kanwar took huge loans to sustain his lavish living. He had managed to mortgage the jewellery by pretending that it belonged to his family and that they were in need of moneY, said police.

The police also recovered a Matiz car bought with the money obtained by mortgage.
