New Delhi: Government sources have revealed that trouble-makers in Jammu and Kashmir are being instructed by their mentors in Pakistan to keep the Kashmir valley on the boil by instigating people to confront security forces.

The sources say the latest strategy of the Pakistan's ISI and the Lashkar-e-Toiba is to combine renewed infiltration attempts by heavily-armed militants with the unleashing of civil unrest to ensure Kashmir remains in a state of chaos.

The aim is to make create the kind of situation that had prevailed during the 2008 Amarnath Yatra agitation, the sources said.

One of the main elements of this new strategy is to instigate people to confront security personnel and force them to react violently.

Over the last couple of weeks Kashmir has indeed witnessed violent protests with agitators often attacking security forces.

The new strategy to foment trouble has been devised following the failure to push an adequate number of militants across the Line of Control in the past few months, the sources said

Didnt get the time the whole day to post, but i was getting this feeling that the violence over the last few days has been instigated by the people on ISI payrolls. I think there is this new intensity in brewing up trouble in Kashmir.
They may now want to slow down on the terrorists activity and instead create these protests etc. The CRPF has said that the other day they had only used rubber bullets. How the two people got killed needs to be investigated. I have a feeling that the henchmen of ISI may well be doing the job to tarnish the image of the security forces and also to whip up emotions in the valley. India has to play the game carefully. May be the next time there are these protests the security forces should have cameras located at strategic points so as to have an idea of what going on and identify the leaders of these terrorists.

Wasn't it proved/exposed that stone pelting in Kashmir is organized by seperatists and ISI. So, you reap what you sow. You throw stones we throw bullets.

NEW DELHI: India blamed Lashkar-e-Taiba (LeT) for stoking unrest in the Kashmir Valley, adding to the role of Pakistan-backed militant groups that have been largely linked to infiltration across the Line of Control (LoC).

Addressing the media just after a meeting with Prime Minister Manmohan Singh on the Kashmir situation, home minister P Chidambaram said, "Anti-national elements are clearly linked to the LeT. We know that the Lashkar has been active in Sopore." He pointed to an encounter on June 25 where two Lashkar men were killed.

The minister was responding to a question as to who were the anti-national elements he had spoken of on Tueday. Naming Lashkar as agent provacateur in the widespread violence against security forces elevates the group's profile and influence. Usually in the past, government has tended to blame Hurriyat hardliners like Syed Geelani for the street violence.

India has seen Lashkar as an instrument of the Pakistan army and argued that rise or fall in infiltration is a measure of Islamabad's attitude towards terrorism. Whether the Pakistani security establishment can be pinned down for instigating unrest as has been seen can be more problematic. The minister seemed to suggest a new strategy with LeT as Pakistan's catspaw.

The discussions with the PM, said Chidambaram, emphasized that while CRPF should use maximum restraint, curfew orders must be enforced. Backing chief minister Omar Abdullah, the home minister insisted the state government must ensure curfew orders were respected. The meeting convened by the PM felt political action like visits by the CM to the troubled areas could be in order.

Chidambaram said the Centre's approach to the situation was two-pronged -- restraint would have to go hand in hand with law and order. "We will support the state government in restoring the law and order situation. I hope the situation will come under control in the next few days," he said.

Chidambaram offered support to Abdullah's remarks on Tuesday which some felt were much needed if somewhat belated. "The chief minister's statement has been reasonable, clear and firm. We have instructed the paramilitary forces to exercise maximum restraint in dealing with stone-pelters and also asked the chief minister and his ministers to visit the disturbed areas."

The state has witnessed a revival of stone-pelting and attacks on security forces. Since June 11, eleven civilians have lost their lives. In the same period, 53 personnel of CRPF have been injured, many of them seriously. An inspector and a jawan of the CRPF have even received bullet injuries.

Sources in the home ministry said that such incidents were being instigated by separatists in the Valley, with LeT now more upfront. The reference to Lashkar also suggests a local network of sympathizers where the Hurriyat has little role to play. "The ploy is to demoralize the security forces at a time when they have put pressure on terrorists through their operations," said home ministry sources.

Joining the chief minister in appealing to the people of J&K to observe curfew regulations, Chidambaram had said on Tuesday, "I would especially appeal to parents to ensure that their children are at home when curfew is imposed."

Asked whether the Armed Forces Special Powers Act would be amended, the home minister on Wednesday said that the proposal was before the Cabinet Committee on Security. As and when the decision is taken, it would be made public, he added.
My thinking was not off the mark at all in my post above. Even the government is very much on the money as far as the current violence in Kashmir is concerned.

If we throw bullets, there will be even more outrage and more people willing to fight against India. What is required is a concerted effort to bring down this stone-pelting cartel backed by separatist elements which are in turn backed by Pakistan. Previously, India has identified and arrested the head of Stone-pelting business. What we need to do this is to cut-off the funding and arresting the masterminds behind it. That's the way it should be done if India has to taste success in the long term.

Stone pelting mastermind arrested; protests turn a business

Police on Friday arrested a person, alleged to be the kingpin of stonepelters in Kashmir valley, and claimed to have found documents, which suggest this had fast turned into a lucrative 'business' for unemployed youths offering their 'service' for a price.

Police had launched a massive drive against stone pelters in the valley and their investigations led to a house in Bemina colony on outskirts of the city after which they found several documents suggesting his involvement in stone- pelting business for nearly last two years, official sources said in Srinagar today.

The arrested person identified as Irshad Ahmed was interrogated by the police which recovered dozens of SIM cards, threat letters, fake press identity cards, cheque books and well maintained account registers which state the expenditure for stone pelting incidents in various parts of the valley.

The first register contained 294 names along with their photographs and mentions the details of money paid to them for their stone pelting actitivies in the last one year in downtown city, the sources said.

Police claimed to have recovered sketches of roads leading from Ganderbal to Leh, a route used by army personnel to maintain essential supplies to Ladakh division, they said.
Stone pelting becomes lucrative business in Kashmir valley

Srinagar: Stone pelting in Kashmir valley appears to be fast turning into a lucrative 'business' for some unemployed youths offering this 'service' for a price.

Several youths are also operating 'stone pelting' cartels funded by separatist organisations and some political parties, sources said today, adding business worth lakhs of rupees is usually generated through this activity.

Details in this regard came out during extensive interrogation of a stone pelter arrested by the Jammu and Kashmir police over a period of last three days.

Separatist groups especially those owing allegiance to Pakistan-terror outfit Hizbul Mujahideen and Lashker-e-Taiba are alleged to have formed several groups comprising a minimum of dozen people, sources in the interrogation team said.

These groups are paid a hefty amount ranging between Rs5 to Rs8 lakh, they said, adding a part of this money is handed over to another group known as "initiators" who pick up stones and start pelting on police and para-military forces -- sometimes on trivial issues.

The groups, which are alleged to have been receiving funds from a political party as well, have stationed their people invarious localities and other districts of the Valley, the sources said. This could be the reason for stone pelting incidents occuring in a synchronised manner throughout the valley during agitations and protests, they said.

The sources said while the exact amount of money being pumped into the stone-pelting business was yet to be estimated, it could be running into lakhs of rupees.

Adding to the woes of policemen were protestors making use of stones and buildingmaterial kept by government agencies on roads for constructionactivities, the sources said.

The Government should ensure completion of work within a time frame as otherwise these materials would come handy for the stone pelters, they said.

There are a few basic points missing in this analysis. Kashmiris most of all know the wheels within wheels that embody the Kashmiri issue. The present protests are a very legitimate and their core concern is punishing personnel who were involved in fake encounter killings, most recently in Machil sector, and to prevent recurrence in future. Putting a blanket label of ISI-LeT is counter productive and is like praising the ISI-LeT for somthing they dont have the power to do. They will obviously try to take advantage of the situation but the situation is created by the actions of the Centre and state govt.s

From what I can gather, the teenagers and under 25 are mainly behind this current agitation. And interesting thing is that the sepratist leaders like Geelani or Mirwaiz Umar are not leading the mob but the mob is leading the sepratists. Mirwaiz Umar who among the moderate sepratists had an overall bigger influence among the separatist section of the population was actually hounded and attacked by the youths when he went to visit the families of the ones who had died recently. More hardcore and extremists leaders like Geelani and Asiya Andrabi who were on the fringe have come out winners even though majority of the teenagers resent their orthodox religious agenda. Whoever articulates the single point agenda of bringing guiltyto justice wins the masses. Blaming it on ISI-LeT is like the Pakistanis blaming the Balochi resentment on RAW-BLA. Even if they are involved, they have a minor role and reacting with violence by the Indian state is what they want so that more people join them.

Now some ground realities are that there is just too many CRPF forces in the valley. They must be withdrawn as soon as possible. J&K police should take over law and order duties. At the same time, youth politics should be consolidated into student unions and the like so that they are not hijacked by sepratists elements. Increase in youth centres that have sport facilities for football, cricket e.t.c. can be used to channelise energy. The J&K sport minister should be given the youth development portfolio as well to focus on youth as well
The Army has been withdrawn from population areas and is mainly kept near border areas. The CRPF forces should follow suit. Another quick term fix is resensitising of the CRPF personnel. Most of them have a prejudiced mindset about Kashmiris and their behaviour instead of being friendly is more of being an occupier. They are here to protect the Kashmiri locals not to subjugate them. That is the message that should be broadcast to the people and to the security forces as well. And there is a genuine need of setting up a truth and reconciliation mission where atrocities committed by the militants are exposed but also the atrocities by the state are acknowledged and apologised for.

Its a long term process, but an ACTIVE process. Being complacent is not an option. Omar Abdulla should have known that the June pattern is pretty prominent and that he should be prepared for the month of June and July as these tend to be the most violent months every year.
